SUMMARY OF QUALIFICATIONS:
I am a Registered Professional Civil Engineer in the State of California since 2003 with over 28 years of
construction and engineering experience in Structural and Transportation in various capacities. I managed
multi-million dollar construction projects from inspection to completion. I believe in team work to complete a

and contractor.
WORK EXPERIENCE :
Oversight Engineer
State of California Department of Transportation (Caltrans). January 2009 – February 2014(retirement):
I worked on the Oversight of the re-construction of the overcrossing at the following interchanges:
• Freeway 10 and Citrus Ave Overcrossing ($59 million), replacing an existing 4 lane bridge with a
new seven lane bridge and re-alignment of the on ramps and off ramps.
• Freeway 10 and Cherry Ave Overcrossing ($80 million), replacing existing 5 lane bridge with a new
8 lane bridge and improve on ramps and off ramps.
• Freeway 15 and Duncan Canyon Overcrossing ($36 million), replacing existing 2 lane bridge with a
new 6 lane bridge over the 15 freeway ,widen freeway median under bridge and improve and re-
align on ramps and off ramps.
Duties included but not limited to:
• Representing the State of California in assuring the construction of the project was in compliance
with State and Federal Standards and Specifications and within the time and scheduling planned to
these projects.
• Coordinate between Contractor and State, Federal and Local agencies and various state
departments.
• Approval of change orders.

Resident Engineer
State of California Department of Transportation (Caltrans). June 2006 – January 2009:
I worked on the widening of an 8 miles section of the 215 freeway in City of San Bernardino.
Duties included but not limited to the following:
• Insuring Contractor and subcontractors execution of construction per construction plans standards
and specification and in compliance with State and Federal specifications, standards, Environmental
and Safety laws.
• Coordinate between Contractor and State, Federal and Local agencies.
• Hold weekly progress partnering meetings with contractor and different State Departments to
minimize conflicts and disputes and discuss the project progress within time, budget and staging.
• Write and pay change orders.
• Correspondence with contractor and other agencies regarding the progress of the project.
• Manage the project state personnel and training.
• Reviewing bid documents plans, scheduling of construction staging, traffic staging, environmental
areas, material to be used and inspected, material sources.
• Field inspection of construction work and assurance of contractor adherence to plans, specifications
and standards of the State of California, Federal Highway Department and local agencies and
adherence to Labor Compliance laws.
• Monthly Progress Payments.
Oversight Engineer
State of California Department of Transportation (Caltrans). July 2003 – June 2006:
I worked on the $60 million project widening of the 74 Highway in Riverside County as Oversight Engineer.
The project was managed and financed by Riverside Transportation Authority and Construction
Management by DMJM Company. My job was representing the State of California in assuring the
construction of the project was in compliance with State and Federal Standards and Specifications and
within the time and scheduling planned to this project.
Assistant Resident Engineer

I worked on several projects in San Bernardino and Riverside Counties assisting the Resident Engineer in
supervising the construction and rehabilitation of freeways and highways in the above counties. Duties

I worked on widening and rehabilitation of several highways in the north of the Palestinian Authority territory
financed by US AID.
• Build and complete projects as per the specifications and plans of the Palestinian Authority project
documents.
• Supervise and manage work, labor, material and scheduling to insure profitability of the project.
• Coordinate work with the Palestinian Authority Construction Management team.
• Coordinate work with other contractors performing work at other segments of the project.
Assistant Resident Engineer
State of California Department of Transportation (Caltrans). August 1993 – July 1996:
I assisted in the administration of several Caltrans projects in San Bernardino County on the 215 freeway,
and on the 18 and 138 highways. Duties include but are not limited to: Monitoring contractor and
subcontractors performance, in conformance with contract scheduling and contract plans and specifications;
enforcing safety codes and labor laws; communicating and coordinating with public agencies and utility
companies regarding matters pertaining to my projects; Preparing and executing Contract Change Orders,
progress pay estimates, reviewing and approving shop drawing plans, CPM schedules and safety plans.

I worked at the Project Development/ Consultant Services Branch. These are some of the work I have done
as part of my duties:
