Some data on mobility in EU
• Communication 1998/0431 from the Commission to the Council,
the European Parliament, the Committee of the Regions and the
Economic and Social Committee - Developing the citizens'
network - Why good local and regional passenger transport is
important, and how the European Commission is helping to
  bring it about
   – Acknowledgment of the need of good transport systems to
contribute to economical development, to employment, and to reduction
of traffic-jams and for a better environmental protection and to avoid
     social exclusion.
   – Description of the case of rural areas where private cars have
become necessary whereas the offer of public transport is
decreasing, limiting the access to services to the population without a
car. The EC will collect cases on specific services in rural areas.
                                                                               4

   Detailed description of the practice
• Effectiveness – results
– reaches the objectives of providing a cheap mean to travel and
access the services within the area
– About 400 users per month. In November 2011 was transported the
25000 user (after 5 years of existence).
• Possible success factors
– Commission of land planning and mobility: 20 elected people from
the municipalities involved, meeting every 2 months and ensure that
  the service is improved.
– The feedbacks of users collected when they book a new trip.
– Demands for going to Besançon
• Difficulties encountered
– service improved since its creation in 2006. 17

                                               Here

    Lessons learnt from the practice
• Real involvement of local elected people
  (TADOU Commission)
• Adaptation and improvement of the service
  (TADOU Commission)
• Public funds needed: private participation not
  enough
• TADOU regulation prevents from having disputes
• Linkage with other transport lines: link with bus
lines to reach the main city in the surrounding
                                                         18

                                                   Here

TADOU – still to be done
• More information to be collected
  – interview of booking office (one interview
    done, another to be conduted)

                                                             19

                                                   Here

Good practices – work to be done
• Looking for information and analysis on:
  – Alpine bus, Switzerland
  – Approach to coordinate offers on neighbouring
    territories, Auvergne, France
  – PIMMS – Information and multi-service mediation
    point

                                                             20
Your logo
                                          Here

       Good practice – Alpine Bus
• Association for the access by public
  transport to Swiss mountain regions
• Objective: to offer common transport
where there is no public offer
• Work in touristic regions
• Local partnerships are set up, including
  with local enterprises

                                                    21
Your logo
                                            Here

Good practice – Coordinating transport offers
on neighbouring territories, Auvergne, France
 • Beginning of a voluntary work to
coordinate the authorities in charge of
   transport in the region
 • Currently 13 authorities involved
 • Objectives: to coordinate and to simplify
 • Concrete projects: central of mobility, work
   on ticketing, etc.
                                                      22
Your logo
                                                                 Here

              Good practice - PIMMS
• Information and multi-service mediation
  point:
– One objective is to maintain the opening of services that
would have closed else (e.g.: PIMMS of the Canton de
  Chauffailles
– Several services on the same site:
      • Info on transport and selling of tickets
      • Public services on employment, social issues, etc.
      • Water and electricity services
      • Support for using IT, for managing family budget, paying
          taxes, …
                                                                           23
