This document summarizes Cambodia's agriculture sector in 2016 and a vision for 2030, and discusses how the International Fund for Agricultural Development (IFAD) can help achieve that vision. In 2016, agriculture employed 51% of Cambodians but contributed only 26% to GDP, with smaller farms becoming less productive. The vision for 2030 is for agriculture to remain important but more productive, with rural development improving livelihoods. The document predicts that by 2030, one-third of today's farm children will be successful smallholders, one-third will have rural jobs but also farm, and one-third will move to cities. It asks how IFAD can help each group transition and ensure no one is left behind.

Sector 2016
• 60% - 70% of Cambodians are farmers
• But many of them are farmers who migrate
to work in the city or in other countries
• 51% of employment in agriculture sector,
but only 26% of GDP
• Larger farms (>3ha) getting larger and more
productive
• Smallest farms (<1ha) are getting smaller,
and missing out on productivity increases
• Lack of processing facilities
• Difficult to produce high value crops for
international markets

4. …Where will todays’ farm children be in 2030?
• 1/3 might be successful, market-
linked smallholders:
• Farm sizes big enough to support a
family at a good income level
• Farmers with skills and education to
manage their farms as businesses
• Farmers with access to working
capital, credit, insurance, etc.
• 1/3 might work in rural industry or
services, but continue with some
farming activities to improve and
diversify their livelihoods
• 1/3 might have moved permanently
to the cities

5. How will IFAD help achieve Vision 2030?
• How will IFAD help the successful farmers escape from poverty and vulnerability?
• How will IFAD help wage earners to transition to a secure mixed livelihood strategy?
• Should IFAD assist families to transition from rural to urban livelihoods?
• AND:
• Is anybody missing from the happy picture? Will there still be chronically poor
households who cannot take advantage of new economic opportunities? What is
IFAD’s responsibility to them?
