This document proposes developing startup and small business ecosystems in all 14 counties of Vermont to promote economic prosperity. It recommends creating committees and teams in each county to generate ideas for promoting their local products and services. Building digital infrastructure is key to allowing counties to connect to local, national, and international markets. The goal is to implement STEM and digital technologies in all counties to plug into the digital economy. Tax exemptions and incentives are suggested to attract businesses to each county and revive manufacturing.

4. • Gov. Peter Shumlin promised 100% coverage for the State of Vermont to
have internet access. Still has NOT reached this goal.
• Vermont faces a $112.6 Mil to $122.6 Mil shortfall due to forcing an
agenda down onto Vermont Tax Payers and Businesses.
• Over $100+ Mil lost on a Vermont Health Connect that is still NOT
connecting, Single Payer shelved due to Tax Payer push back.
• Vermont is presently sitting #7 most taxed State, while being among the
WORST in the country toward business friendly States!
• The so called spending problem will come to an end, no more smoke and
mirrors and NO MORE LACK OF TRANSPARENCY!

5. • Gov. Peter Shumlin jumped on board to an agenda passed down from
the DNC, Senior Dem Party for Vermont to be the Petri Dish of Universal
Health Care – Single Payer based off a Canadian Model that has failed
North of the Border.
• Vermont’s Health Connect has cost over $100+ Mil and still is NOT
connecting! Vermont Tax Payer’s deserve better and they also deserve a
voice on the expenditures of their tax payer monies!
• The Vermont Health Care System, much the VA Medical Health Care
System is failing to service Veteran’s, long waiting lists, people being
denied Medical Attention due to NOT having coverage.
• We now have an even MORE COMPLICATED TAX CODE! Vermont has
a completely hostile Department of Taxes and a complicated federal Tax
filing process as well!

computer driven assembly lines. These companies based here in
Vermont to generate REAL JOB CREATION!
• Incentives to locate in outer counties of Vermont other then just
Chittenden County of Vermont. No Offense to Chittenden County they
actually have a very good business diversity and College base.
• Although Chittenden County has several Buildings which could be
utilized by Start-up Business Eco-systems.

• Each County putting together a Development Project team to identify
opportunities with in each county!
• 5 to 10 year Tax Exemptions, supported by the Department of Taxes in
Montpelier, VT.
• Each Committee in pursuit of Corporate Tax Rate that allows Vermont
Companies to compete on a Global Scale. Cut the Corporate Tax rate to
lower 20’s rather then the uncompetitive 38%, 18% pt. is invested in
developing REAL JOB CREATION WITH FULL BENEFIT PACKAGES!
• As less complicated Individual Tax Filing on the State and Federal levels.
• Incentives for bringing Investment back into Vermont.
• 14 County Support to bring back the Economic Engine that Vermont used to
be back in the 60’s, 70’s and 80’s through Tax Relief and Tax Reform!
