According to WaterAid, 21.6M people in Tanzania don't have access to safe water. This is
nearly half of the population.
Poor accountability of the government has been a major reason for the problems of
sustainable water accessibility, rendering 38 per cent of water points (29,000) in the
country dysfunctional, the policy makers said yesterday.
Around 20 per cent of non-functional water facilities become non-functional within two
years of construction, according to the water points mapping which was carried out in
55 districts in the country.
The discussants said this, today, during the monthly breakfast talk at the British Council
that, the National Water Policy 2002 is among the best policies in Africa, which many
countries have been taking and applying in their countries, where it was found to
function better than in Tanzania.
Netherlands Development Organisation (SNV) Senior WASH Advisor, Mr Fred
Mpendazoe, said, the main causes for non-functionality of water points identified
through a validity inquiry process, including poor management of facilities, weak
community management structures, and weakness of the relationship in the capacity of
actors, resulting in the service failure.
Association of Local Authorities of Tanzania (ALAT) Technical Advisor, Ms Cecilia
Brumer admitted that the problem is not technical issues, adding that Tanzania would
not solve the problem of sustainability of water accessibility until it solves the issue if
accountability.
She added that, there must be good frameworks of strengthening the relationship
between the three main actors, at the local level, which are Project officers (COWSO),
as service providers, local government authorities (LGAs) and Councillors (oversight
role), as well as a link between LGAs and communities.
Presenting the paper on the role of community-owned organisations in delivery of water
services Mr Mpendazoe said planning does not adhere to the principle of community
demand, [because it is]not based on local priorities, hence inequitable distribution of
water facilities.
A University of Dar es Salaam student, Godless Msofe, said ignorance of wananchi in
participating in development projects is among the reasons for the failure of water
projects. “...Some citizens have been hesitating to take action in protecting water
facilities, thinking that it is the responsibility of the government.”
