CIC writes to LG over AAP govt’s
‘failure’ to implement RTI Act

ure” of AAP govern-
ment in implementing
the Right to Informa-
tion Act, sources said
on Tuesday

Following the letter,
the LG Secretariat di-
rected Delhi chief sec-
retary to take correc-
tive action at the earli-
est, they said.
It letter says depart-
ments like Revenue,
PWD, Cooperative,
Health and Power be-
sides bodies like DSSSB
and DSIIDC etc, which
directly deal with ordi-
nary people, either hold
back genuine informa-
tion with ulterior mo-
tives, refuse to share
legitimate information
with appellants seeking
information or provide
them with misinforma-
tion with an aim to mis-
lead, the source said.

ginning of Phool Walon
Ki Sair’ at a function at

The lieutenant gover-
nor emphasised the
need to revive the ‘Phool
Walon Ki Sair’ to its tra-
ditional grandeur.
“He told the organis-
ers that he will person-
ally take every step to
ensure that the festival,
which represented the
true syncretic culture
of Delhi, is restored to
its traditional glory
. The
fact that the festival cel-
ebrated Goddess Yog-
mayaandKhwajaBakh-
tiar Kaki together rep-
resented the very es-
sence of ‘sambhav’ that
Prime Minister Naren-
dra Modi espouses,”
Saxena said in the state-
ment.
The lieutenant gover-
nor will be presenting a
‘chadar’ of flowers at
the Yogmaya Temple
and the Dargah of Kh-
waja Bakhtiar Kaki as
part of the festival, the
statement added.

three-day symposium
by WADA got underway
hereonWednesday with
an aim to strengthen In-
dia’s anti-doping meas-
ures and make the coun-
try, a regional leader in
the field.
The third edition of
the meet is witnessing
200-plus participants
from 56 countries,
WADA Officials, repre-
sentatives and experts
from different national
anti-doping organisa-
tions, Athlete Passport
Management Units and
WADA accredited labo-
ratories.
The National Dope
Testing Laboratory
(NDTL) is in the process
of setting up an APMU
in India as the symposi-
um aims to “create the
necessary expertise in
the country and will
help the Indian Sports
by strengthening the
Anti-dopingprogramme
of India and also enable
us to become a regional
leader in anti-doping,”
state a PIB release.
The main topic of dis-
cussion in this sympo-
sium will be recent
trends, successes and
challenges with the
ABP, managing con-
founding factors affect-
ing the steroidal mod-
ule, evolving strategic
testing for the ABP etc
and will help WADA to
work towards the detec-
tion and eradication of
dopinginsportsthrough
APMUs. The first two
editions of the sympo-
sium were held in Qatar
(2015) and Rome (2018).
Indian athletes’ suc-
cess story in the recent
past has coincided with
the rise of doping men-
ace in the country as
well. Recently
, the build-
up to the Common-
wealth Games in Bir-
mingham, saw five ath-
letes, including two
from the para disci-
pline, test positive for
banned substances as
their names were then
struck off the list. Ac-
cording to a 2021 WADA
report, India (152)
ranked third in terms
of doping violations re-
ported in 2019 with
bodybuilding, weight-
lifting and athletics
adding mostly to the
country’s infamy

Kejriwal on Tuesday
flagged off 50 low-floor
CNG-powered cluster
buses and said they will
improve connectivity to
the rural belts of the
national capital.
He also flagged off 30
Innova cars and 36 mo-
torbikes for the enforce-
ment wing of the Trans-
port Department.
These vehicles will
be involved in enforcing
lane discipline. From
April, we started the
lane discipline drive,
he said at the event.
According to trans-
port department offi-
cials, this is the first
time motorcycles have
been inducted in the en-
forcement team. This
will ensure enforce-
ment teams can enter
narrow lanes where
cars cannot.
Kejriwal said there
will be 1,800 electric bus-
es on the roads of Delhi
by 2023, while 80 per
cent of the city's fleet
will be electric by 2025.
The government has
floated a tender for 1,500
electric buses, and by
November next year,
1,800 such buses will be
playing on Delhi roads,
he said.
We have inducted 50
new low-floor CNG (air-
conditioned) buses.
From many years, peo-
ple faced inconvenience
since there were no
buses. But in the last
two-three years, elec-
tric, CNG, cluster buses
have been inducted, he
added.
The new buses will be
kept at the new Bawana
bus depot.
This will help rural
connectivity. There are
already 360 cluster bus
routes. There will be six
new routes for these
buses that will serve ru-
ral areas, he said.
Later, in a tweet in
Hindi, Kejriwal said,
Today 50 new CNG
buses and 66 new vehi-
cles for road safety and
bus lane enforcement
were flagged off from
the Rajghat depot. As
many as 7,320 buses are
on the roads of Delhi
now, the highest-ever.
By 2025, more than
10,000 buses will be in
service of the people of
Delhi, 80 per cent them
will be electric buses.

said the 40-year-old wa-
ter pipeline of the Bha-
girathi Water Treat-
ment Plant will be re-
placed, a move which
will help provide clean
Ganga water to resi-
dents of east Delhi.
The move will also
help in ensuring round-
the-clock water supply
to the region.
“The Delhi govern-
ment has decided to re-
place the 40-year-old wa-
ter pipeline of Bhagi-
rathi Plant. With the re-
placementof this20-km-
long pipeline, as many
as 130 MGD of clean
Gangawaterwillbesup-
plied to lakhs of people
in east Delhi. It will
prove to be a milestone
towards providing 24x7
water to the people of
Delhi,” Kejriwal said in
a tweet in Hindi.
The Delhi govern-
ment has been taking
various decisions to im-
prove the water supply
across the city and also
to clean River Yamuna.
Earlier this month,
DelhiDeputyChief Min-

approved the construc-
tionof anewfilterhouse
at the Nangloi Water
Treatment Plant (WTP)
at a cost of Rs 59.7 crore
to ensure round-the-
clockwatersupplytothe
national capital.
With the new filter
house having advanced
technology, the Nangloi
WTP will be able to
treat 10-15 per cent
more water during the
peak summer season
and meet the increased
demand. Kejriwal on
Monday said 85 million
gallons of sewage from
Keshopur and Najaf-
garh will be cleaned be-
fore it flows into the
Najafgarh drain.

fee structure for medi-
cal education at AIIMS
across India may be re-
vised and modelled
along the lines of IITs
and IIMs to augment
the revenue generating
potential of the premier
institute, according to a
recommendation made
at AIIMS' 'chintan shi-
vir' held in August.
Improvingthehealth-
care services at all the
AIIMS and identifying
an implementable mod-
el suitable for sustaina-
ble revenue generation
to reduce the depend-
ence on government
funds were among the
topics that were deliber-
ated at the 'shivir'.
The Union health
ministry is in the pro-
cess of finalising a com-
mittee which will study
the feasibility of these
recommendations and
see the level of increase
that can be done, an of-
ficial source told PTI.
“One of the recom-
mendations suggested
is revising the fee struc-
ture of courses such as
MBBS, post-graduation
and nursing education
and adopting the struc-
ture followed at IITs and
IIMs to augment the rev-
enue generating poten-
tial of the premier insti-
tute,” the source said.
Currently
, the fees for
the MBBS course at
AIIMS is around Rs
6,500. The others recom-
mendations highlight-
ed are converting a
third of general ward
beds at all AIIMS into
special wards and in-
creasing the number of
private wards besides,
constituting a commit-
tee for revising the
charges of AIIMS for
non-paying and paying
patients for improving
revenue generation.
Another recommen-
dation also highlighted
creating a mechanism
foridentificationof ben-
eficiaries of AB-PMJAY,
state government
scheme and any other
gover nment-linked
scheme towards con-
tributing to the revenue
kitty
, they said.
Cross subsidisation
model can also be pilot-
ed wherein the poor get
the services free of cost
those who opt for paid
service are treated ac-
cording to their entitle-
ment, the recommenda-
tions stated adding an-
cillary service and sup-
port services can be
tapped for additional
revenue generation.

2 juveniles among four
held for killing man
New Delhi (PTI): Two
men have been arrested
and two juveniles ap-
prehended for allegedly
killing a 23-year-old per-
son in south Delhi's Neb
Sarai area, police said
on Tuesday
.
The accused have
been identified as Ajay
(20) and Aamir (18),
both residents of
Sangam Vihar here,
they said.
The deceased had
thrashed one of the ju-
veniles earlier follow-
ing which the four at-
tacked him to take re-
venge, police said.
The police received
information about the
stabbing incident on
Sunday. The injured,
Faraz, a resident of
Sangam Vihar, was tak-
en to AIIMS where he
was declared brought
dead, police said.
During inquiry, a
friend of Faraz said
that Ajay, Aamir the
and two juveniles
stopped them on Sun-
day after which one of
the juvenile confronted
him, a senior police of-
ficer said.

pitals have been asked
by the government to
reserve 10-15 per cent
beds for patients of vec-
tor-borne diseases and
also to ensure that no
such patient is denied
admission due to a lack
of beds.
Seeing the low occu-
pancy rate of the COV-
ID-19 beds in the last
few weeks, the Aam
Aadmi Party (AAP)
government has also
asked the hospitals to
use the vacant beds to
accommodate dengue
patients, Sisodia was
quoted as saying in a
statement.
The city logged 937
dengue cases this year
till September-end and
321 more cases were re-
ported in the first five
days of October, taking
the tally to 1,258, accord-
ing to a report released
by the Municipal Corpo-
ration of Delhi (MCD)
on Monday
.
“The government
has put all the hospitals
across the national cap-
ital on alert and is keep-
ing an eye on the situa-
tion. Hospitals have
been directed to reserve
10-15 per cent of their
beds for vector-borne
disease patients and en-
sure that no patient is
denied admission due
to lack of beds,” the
statement said.
Sisodia said the pre-
sent weather condi-
tions are conducive for
the transmission of
vector-borne diseases.
He said the number of
dengue cases has seen
a sharp rise in the last
two weeks but there is
no need to panic as all

day issued notice to the
Enforcement Directo-
rate (ED) regarding
Satyendar Jain's plea
challenging the Delhi
High Court upholding
the trial Court order al-
lowing the agency's peti-
tion to transfer his case
to another judge.
A bench headed by
Justice MR Shah asked
the ED to file a response
on Satyendar Jain's plea
and listed the matter for
hearing on October 31.

order which upheld the
trial court order of
transferring his bail

acted upon it by rushing
to the High Court and
therefore the apprehen-

The ED petition

The central agency
on June 6 claimed to
have seized `2.85 crore
in cash and 133 gold
coins weighing 1.80 kg
from Satyendra Jain's
aides during its day-
long raid conducted at
various places across
Delhi and the National
Capital Region (NCR).
During these raids, the
agency also seized vari-
ous incriminating doc-
uments and digital re-
cords. The money-laun-
dering investigation
was initiated on the
basis of a FIR regis-
tered by the CBI on Au-
gust 24, 2017.

as committee seeks more time

excise policy is likely to
be delayed as a high-lev-
el committee formed to
frame its broad outlines
has sought more time to
submit its report, offi-
cials have said.
The committee con-
stituted in August in-
cludes principal secre-

secretary revenue, ex-
cise commissioner and
an expert member.
The Excise Policy
2021-22 was withdrawn
in July after a CBI probe
was recommended by

Policy 2021-22, Deputy
CM Manish Sisodia had
said a new policy will be

months. The committee

There were some reports that suggested
that Gurjar at the event talked about his al-
leged involvement in the February 2020 North-
east Delhi riots. The MLA, however, denied
that he entered Delhi during the riots.

not go there. I said at the event that I was ready
with 25,000 people at Loni so no riots took
place here even as riots happened in Delhi,
Gurjar told PTI over phone.
The Sunday event, organised against the
killing of a Hindu youth Manish from Sundar

On a visit to Australia, Jais-
hankar told a journalist that
for decades the Western coun-
tries did not supply weapons
to India and opted for a neigh-
bouring dictator instead. It is
a fact that the western powers

in India’s and their own de-
mocracies. The US-Pakistan
F-16 refurbishment deal is a
recent case in point where
Washington has ignored In-
dia’s concerns in the hope
that Islamabad will distance
itself from China.
India’s ties with the West
are continuously coming un-
der strain for one reason or
another but mostly because
it is holding its ground in
buying oil and weaponry
from Russia and refusing to
toe the western alliance’s
line of isolating Russia for its
invasion of Ukraine. The

The proactive Opposition
BJP in West Bengal took al-
most no time in plunging into
the crisis. No sooner did the
incident happen than the
Leader of Opposition, Suv-
endu Adhikari, wrote to Un-
ion Home Minister Amit
Shah requesting “urgent de-
ployment of Central forces in
the wake of Mominpur vio-
lence and ransacking of Ek-
balpur police station to con-
tain law and order situation.
“I have written to Hon’ble
Union Home Minister Shri @
Amit Shah Ji  Hon’ble Gov-
ernor Shri La Ganesan Ji re-
questing them to urgently
deploy Central Forces in the
wake of Mominpur violence
 ransacking of Ekbalpur
Police Station before the Law
and Order situation of WB
gets out of hand,” tweeted
BJP leader.
“I am compelled to write
this letter to you at this hour
because the gravity of the
situation has prompted this
urgency
. The Hindu commu-
nity has come under attack
in the Khidderpore Momin-
pur area of Kolkata on the
eve of Lakshmi Puja. Many
shops and bikes belonging to
Hindus have been vandalised
by hooligans and anti socials.
The onslaught has similari-
ties to the Panchla violence
which happened in June in
the Uluberia area of the How-
rah district. At that time the
violence spread across West
Bengal, especially in the Na-
dia and Murshidabad dis-
tricts,” the letter read.
Adhikari wrote he appre-
hended that as the West Ben-
gal Government is reluctant
to act against the perpetra-
tors this time as well, as be-
cause they belong to a certain
community
, this time too this
may flare up and start to
spread across the state result-
ing in loss of lives and prop-
erty; both Public  Private.
The State Government has
already meekly surrendered
in front of the wrath of the
goons, who have taken over
the Ekbalpur Police Station,
he added. If morning shows

Meanwhile, a war of words
broke out between the ruling
Trinamool Congress and the
Opposition BJP on Monday
over clashes between two

The saffron camp claimed
that law and order has wors-
ened in West Bengal, draw-
ing a sharp retort from the
ruling TMC which accused
the BJP of trying to vitiate
the atmosphere of the state.
BJP state president Sukanta
Majumdar, who tried to visit
the area, was stopped and ar-
rested on Monday
.
Police said clashes broke
out between two groups in
the Khidderpore-Mominpur
area on Sunday evening over
some local issues, in which
several people were injured.
The agitators also staged a
protest outside the Ekbalpur
police station.
Personnel of the police in-
cluding those of the Rapid
Action Force (RAF) were de-
ployed in the area. Majumdar,
who wanted to visit the area,
was stopped at the Chin-
grighata area in north Kolka-
ta and was asked to go back as
Prohibitory Orders under
Section 144 of the CrPC had
been imposed in the area.
“Sukanta Majumdar was
later arrested and taken to
Lalbazar police headquar-
ters,” a senior police official
said. Hitting out at the saf-
fron camp for allegedly try-
ing to vitiate the atmosphere
of the state, senior TMC lead-
er Sougata Roy said the po-
lice had taken all the steps
needed to bring the situation
under control.
“The miscreants have been
arrested. What will Sukanta
Majumdar do by going there
apart from giving hate
speeches? The BJP is trying
to vitiate the atmosphere of
the state. The BJP should
stop politicising every inci-
dent,” Roy said.

Court on Tuesday issued
a bailable warrant against
one convict in Uphar evi-
dence tampering case for
his non-appearance. The
court on Sep 5 had issued
notice to him on petition
moved by the Associa-
tion of Victims of Uphaar
Tragedy against the trial
court’s judgment reducing
his sentence in the case.
Mumbai: The Bombay High Court has reserved its order on
a plea filed by actor Salman Khan against a Mumbai court
order refusing to issue him an interim relief in a defamation
case filed by him against his Panvel farmhouse neighbour
Ketan Kakkar. Sessions Court had earlier refused to pass a
restraining order against his neighbour’s post which Sal-
man had moved the Bombay High Court. On Tuesday, the
High Court, after hearing the matter, reserved its order.
New Delhi: BJP legislator Vikram Saini and 11 others were
sentenced on Tuesday to two years imprisonment in a
Muzaffarnagar riots case by a special MP/MLA court which
convicted them of rioting and other offences. The court
acquitted 15 other accused in the case for lack of evidence.
The BJP MLA and 26 others were facing trial for their al-
leged role in the violence at Kawal village when a crowd was
returning after the cremation of two Jat youths.
New Delhi: Observing that an accused going to court
is “fundamental to the criminal system”, the Supreme
Court on Tuesday refused to entertain a plea which said
production of undertrial prisoners before court on every
date should not be ordered as a “matter of routine”,
while raising the issue of safety. A bench headed by Chief
Justice UU Lalit said as an idea it is good but the practical
application would create a lot of difficulty.

Court on Tuesday admitted
the pleas seeking ‘Talaq-e-
Hasan’ and all other forms
of “unilateral extrajudicial
divorce” to be declared
unconstitutional. ‘Talaq-e-
Hasan’ is a form of divorce
among Muslims by which a
man can dissolve marriage
by pronouncing the word
‘talaq’ once every month
over a 3-month period.

Minister Narendra Modi on Tuesday said

(AIIMS) in New Delhi. He

Tihar jail for treatment a few
days ago. Altaf Shah, 66,
died of cancer in the early
hours of Tuesday. In a tweet,
Altaf Shah’s daughter said
he breathed his last at the
All India Institute of Medical
Sciences (AIIMS), New Delhi

stan’s Railways and
Aviation Minister Kha-
waja Saad Rafique said
on Tuesday that no pro-
posal is under consid-
eration to resume air
and rail link between
Pakistan and India.
The air and land link
between the two coun-
tries were suspended
following India’s move
to revoke the special sta-
tusof JammuandKash-
mir in 2019. The train –
Samjhauta Express –
and Lahore-Delhi bus
service were also sus-
pended. “Currently, no
proposal to resume air
and rail traffic between
Pakistan and India is
under consideration at
the moment,” the minis-
ter said in a reply to a
question during a me-
dia talk. Before the rela-
tions soared between
the two countries, Paki-
stan International Air-
lines (PIA) had been
operating two weekly
flights to New Delhi
from Lahore.

on Tuesday allotted ‘two
swords and a shield’ as
the poll symbol to the
Eknath Shinde-led fac-
tion of the Shiv Sena.
The Shinde faction,
which is now named as
‘Balasahebanchi Shiv
Sena’, will be able to use
the symbol for the And-
heri East assembly by-
poll, should it decide to
contest the election
scheduled for Novem-
ber 3.
In a letter to Maha-
rashtra Chief Minister
Eknath Shinde, the
Commission said it has
decided to declare ‘Do
Talwarein aur Ek Dhal
(Two Swords  Shield)’
to be a free symbol and
allot it to the candidate
set up, if any, by the
Shinde-led group in the
current byelection.
The Shinde faction
had suggested ‘peepal

planning to invest over Rs
3,200 crore to establish an in-

field cement

capacity of these units will be
5 million tonnes per annum.
The announcement comes a
day after the company picked

NPCI JOINS HANDS WITH WORLDLINE TO
FACILITATE UPI PAYMENTS IN EUROPE
New Delhi (PTI): Those visiting Europe will be able to make pay-
ments through UPI as the NPCI International Payments Ltd (NIPL)
has entered into a partnership with European
payment services facilitator Worldline. NIPL
is the global arm of the National Payments
Corporation of India (NPCI). The partnership
between NIPL and Worldline is aimed at ex-
panding acceptance of Indian payment means
across Europe, as per joint release issued on
Tuesday. Under the partnership, Worldline’s QR code-based mecha-
nism will allow merchants’ Point-of-Sale (PoS) systems in Europe
to accept UPI payments from Indians using their mobile phones.

ing the session. It finally

paise from its previous
close. On Monday, the
rupee slipped 10 paise
to finish at a fresh life-

New Delhi: Toshiba India on
Tuesday signed a deal with In-
dian EV startup EVage to supply
its SCiB rechargeable lithium-ion
cells to power the next 10,000
EVage electric commercial vehi-
cles. With this agreement, EVage
has become the first company
in the world to use Toshiba’s
SCiB technology for delivery
vans. EVage is a key supplier of
electric vans to global companies
like Amazon and India’s largest
logistics company, Delhivery,
among others.
New Delhi: Warren Buffet-
backed Chinese electric
carmaker BYD unveiled its first
passenger car in India, an elec-
tric sport-utility vehicle (SUV),
marking its entry into the main-
stream market amid a broader
global expansion. BYD, which
already sells electric buses
and electric vehicles (EVs) for
corporate fleets in India. Book-
ings for the BYD Atto 3 electric
SUV are open in the country.
Deliveries, the company says,
will begin in January 2023.

The funding in Indian start-
ups nosedived a massive 80
per cent (year-on-year) in
the third quarter (July-Sep-
tember period) this year,
with the late-stage funding
seeing the biggest fall, a re-
port showed on Tuesday
.
Indian startups raised $3
billion in Q3, which was
also 57 per cent lower as
compared to the previous
quarter (Q2) this year.
The average ticket size
also witnessed a drop
across all funding stages,
with the late stage seeing
the biggest fall of over 70
per cent, from $142 million
in Q3 2021 to $42 million in
Q3 2022.
This indicated that in-
vestors are not willing to
make large investments
until economic conditions
stabilise, reports market
intelligence platform
Tracxn.
“India is currently expe-
riencing a funding slow-
down which is expected to
continue for the next 12-18
months and the effects of
the funding slowdown are
expected to intensify going
forward,” said Neha Singh,
Co-Founder of Tracxn.
Executives across the
world anticipate a reces-

New Delhi: India’s geospatial
economy is expected to cross
Rs 63,000 crore by 2025, grow-
ing at a rate of 12.8%, and will
provide employment to over
10 lakh people mainly through
geospatial startups, said Union
minister of state for Science
and Technology Jitendra Singh
on Tuesday. Addressing the
second United Nations World
Geospatial Information Con-
gress, the minister said in the
current boom of technology-led
startups, there are around 250
geospatial startups in India.
To provide a fillip, the Indian
government has provisioned for
a Geospatial Incubator. Singh
added that national organisa-
tions like Survey of India, Geo-
logical Survey of India, National
Atlas and Thematic Mapping
Organisation, Indian Space
Research Organisation (ISRO)
and National Informatics Centre
implemented several GIS-based
pilot projects across a range of

New Delhi: Union minis-
ter Nitin Gadkari on Tues-
day launched Japanese car
maker Toyota’s first-of-its-
kind pilot project on flex
fuel-strong hybrid electric
vehicle (FFV-SHEV) that
can run on 100 per cent
ethanol.Duringthelaunch,
the Toyota Corolla Altis
FFV-SHEV
, which has been
imported from Toyota Bra-
zil for the pilot project, was
unveiled.
Speaking on the occa-
sion, Union Road Trans-
port minister Nitin Gad-
kari said pollution is a big
concern in India and the
transport sector is contrib-
uting to pollution.

need to encourage use of

cles that run on biofuels

has died at All India In-
stitute of Medical Sci-
ences in Delhi. He was
in Delhi’s Tihar Jail for
last five years after be-
ing arrested on charges
of funding terrorism.
After initially being ad-
mitted to RML Hospital
in Delhi, he’d been shift-
ed to AIIMS a few days
ago on court orders af-
ter her family said he
had renal cancer.

mu, died at a hospital.
He was chairman of the
Tehreek-e-Hurriyat, a

sition parties had re-

Water sharing from
the SYL canal has
been a bone of con-
tention between the
two states for several
decades. Punjab has
been demanding a re-
assessment of the
Ravi-Beas river wa-
ters’ volume while
Haryana has been
seeking completion
of the SYL canal to
get its share of 3.5
million acre-feet of
the river waters.
The Centre had on
September 6 in-
formed the Supreme
Court that the Punjab
government was “not
cooperating” in re-
solving the dispute.

Stubble burning:
Over 700 farm fires
recorded in Punjab
Chandigarh: Punjab
has recorded more than
700 farm fires since Sep-
tember 15 despite the
state authorities mak-
ing several efforts to
curb stubble burning.
As per data from the
Ludhiana-based Punjab
Remote Sensing Centre,
the state witnessed four
farm fire incidents --
two in Amritsar and
one each in Ludhiana
and Kapurthala -- today
.
From September 15
till October 10, 2022, a
total of 718 farm fires
were recorded, accord-
ing to the data. During
the same period in 2020
and 2021, the state had
witnessed 244 and 150
farm fires, respectively
.
Paddy straw burning
in Punjab and Haryana
is one of the reasons be-
hind the alarming spike
in air pollution levels in
Delhi in October and
November. As the win-
dow for rabi crop wheat
is very short after pad-
dy harvest, farmers set
their fields on fire to
quickly clear off crop
residue. Punjab gener-
ates around 180 lakh
tonnes of paddy straw
annually
.
Farm fires have con-
tinued in Punjab de-
spite the state govern-
ment assuring more
crop residue manage-
ment machines and
launching massive
awareness programmes
against stubble burn-
ing. Stubble burning
incidents are expected
to rise in the coming
days as paddy harvest-
ing got delayed by at
least ten days due to
rains last month.
Bhadohi (PTI): The
death toll in the fire in-
cident at a Durga Puja
Pandal here reached 14
on Tuesday with two
more people succumb-
ing to burn injuries at a
Varanasi hospital, a
senior official said. Dis-
trict Magistrate
Gaurang Rathi said Shi-
vangi Gautam (18) and
Nitya (1) died during
treatment in Varanasi.
“Priyal (16) and Priti
(16), who were injured
in the fire, died on Sun-
day,” Rathi said, adding
that 10 other people lost
their lives in the fire
that broke out on Octo-
ber 2 in Nathua village
due to overheating of a
halogen light.
As per officials,
among those killed,
Jaya Devi (45), Naveen
(10), Seema Bind (25),
Harshwardhan (8) and
Priyal were of the same
family
. The other people
who died are Ankush
Soni (12), Arti Devi (48),
Shivpujan(70),RamMu-
rat (65), Manju Devi (40)
and Ashok Yadav(35).
At least 68 people in-
jured in the fire are un-
dergoing treatment at
seven hospitals in
Bhadohi, Varanasi and
Prayagraj, and the con-
dition of some of them
are stated to be serious,

tee, headed by Prof Ran-
jeet Behra of the De-
partment of Sanskrit,
has been formed for the
smooth conduct of the
admissionprocessatthe
Delhi University (DU).
The varsity began the
admission process for
undergraduate courses
for the academic year
2022-23 last month.

fles are melodramat-
ic, bridging costume
design and high fashion to become
one of the most historically signifi-
cant summer fads.
In today’s fashion world, this
beautiful modulation of clothes is
called flounce. This specific kind of
fabric manipulation produces a
comparable appearance while using
less volume. The word was first
known as fronce or frounce, because
of this preparation technique. By
cutting a curved ribbon of textile
and hooking the inner or shorter
edge to the garment, a wavy look
can be created without gathers or

CIC writes to LG over AAP govt’s ‘failure’ to implement RTI Act New Delhi (PTI): Cen- tral Information Com- missioner (CIC) Uday Mahurkar has written to Delhi Lt Governor V K Saxena over the “fail- ure” of AAP govern- ment in implementing the Right to Informa- tion Act, sources said on Tuesday . Following the letter, the LG Secretariat di- rected Delhi chief sec- retary to take correc- tive action at the earli- est, they said. It letter says depart- ments like Revenue, PWD, Cooperative, Health and Power be- sides bodies like DSSSB and DSIIDC etc, which directly deal with ordi- nary people, either hold back genuine informa- tion with ulterior mo- tives, refuse to share legitimate information with appellants seeking information or provide them with misinforma- tion with an aim to mis- lead, the source said. He also flagged off 30 Innova cars and 36 mo- torbikes for the enforce- ment wing of the Trans- port Department. These vehicles will be involved in enforcing lane discipline. From April, we started the lane discipline drive, he said at the event. According to trans- port department offi- cials, this is the first time motorcycles have been inducted in the en- forcement team. This will ensure enforce- ment teams can enter narrow lanes where cars cannot. Kejriwal said there will be 1,800 electric bus- es on the roads of Delhi by 2023, while 80 per cent of the city's fleet will be electric by 2025. The government has floated a tender for 1,500 electric buses, and by November next year, 1,800 such buses will be playing on Delhi roads, he said. We have inducted 50 new low-floor CNG (air- conditioned) buses. From many years, peo- ple faced inconvenience since there were no buses. But in the last two-three years, elec- tric, CNG, cluster buses have been inducted, he added. The new buses will be kept at the new Bawana bus depot. This will help rural connectivity. There are already 360 cluster bus routes. There will be six new routes for these buses that will serve ru- ral areas, he said. Later, in a tweet in Hindi, Kejriwal said, Today 50 new CNG buses and 66 new vehi- cles for road safety and bus lane enforcement were flagged off from the Rajghat depot. Improvingthehealth- care services at all the AIIMS and identifying an implementable mod- el suitable for sustaina- ble revenue generation to reduce the depend- ence on government funds were among the topics that were deliber- ated at the 'shivir'. The Union health ministry is in the pro- cess of finalising a com- mittee which will study the feasibility of these recommendations and see the level of increase that can be done, an of- ficial source told PTI. “One of the recom- mendations suggested is revising the fee struc- ture of courses such as MBBS, post-graduation and nursing education and adopting the struc- ture followed at IITs and IIMs to augment the rev- enue generating poten- tial of the premier insti- tute,” the source said. Currently , the fees for the MBBS course at AIIMS is around Rs 6,500. The others recom- mendations highlight- ed are converting a third of general ward beds at all AIIMS into special wards and in- creasing the number of private wards besides, constituting a commit- tee for revising the charges of AIIMS for non-paying and paying patients for improving revenue generation. Another recommen- dation also highlighted creating a mechanism foridentificationof ben- eficiaries of AB-PMJAY, state government scheme and any other gover nment-linked scheme towards con- tributing to the revenue kitty , they said. Sushil Ansal has already completed his jail term in this case pertaining to the fire incident on June 13, 1997 that left 59 dead. Justice Purushain- dra Kumar Kaurav issued notice to the Delhi Police on the 83-year-old Ansal's pe- tition and listed the matter for further hearing on December 13. The HC issued bailable warrant against Ansal's then employee PP Batra, who was also convict- ed in the evidence tampering case, as neither he nor any lawyer on his behalf was present in the court during the hear- ing on the victims' plea. Majumdar, who wanted to visit the area, was stopped at the Chin- grighata area in north Kolka- ta and was asked to go back as Prohibitory Orders under Section 144 of the CrPC had been imposed in the area. “Sukanta Majumdar was later arrested and taken to Lalbazar police headquar- ters,” a senior police official said. Hitting out at the saf- fron camp for allegedly try- ing to vitiate the atmosphere of the state, senior TMC lead- er Sougata Roy said the po- lice had taken all the steps needed to bring the situation under control. “The miscreants have been arrested. What will Sukanta Majumdar do by going there apart from giving hate speeches? The BJP is trying to vitiate the atmosphere of the state. The BJP should stop politicising every inci- dent,” Roy said. New Delhi: BJP legislator Vikram Saini and 11 others were sentenced on Tuesday to two years imprisonment in a Muzaffarnagar riots case by a special MP/MLA court which convicted them of rioting and other offences. The court acquitted 15 other accused in the case for lack of evidence. The BJP MLA and 26 others were facing trial for their al- leged role in the violence at Kawal village when a crowd was returning after the cremation of two Jat youths. The partnership between NIPL and Worldline is aimed at ex- panding acceptance of Indian payment means across Europe, as per joint release issued on Tuesday. Under the partnership, Worldline’s QR code-based mecha- nism will allow merchants’ Point-of-Sale (PoS) systems in Europe to accept UPI payments from Indians using their mobile phones. New Delhi (Agencies): The funding in Indian start- ups nosedived a massive 80 per cent (year-on-year) in the third quarter (July-Sep- tember period) this year, with the late-stage funding seeing the biggest fall, a re- port showed on Tuesday . Indian startups raised $3 billion in Q3, which was also 57 per cent lower as compared to the previous quarter (Q2) this year. The average ticket size also witnessed a drop across all funding stages, with the late stage seeing the biggest fall of over 70 per cent, from $142 million in Q3 2021 to $42 million in Q3 2022. This indicated that in- vestors are not willing to make large investments until economic conditions stabilise, reports market intelligence platform Tracxn. “India is currently expe- riencing a funding slow- down which is expected to continue for the next 12-18 months and the effects of the funding slowdown are expected to intensify going forward,” said Neha Singh, Co-Founder of Tracxn. New Delhi: India’s geospatial economy is expected to cross Rs 63,000 crore by 2025, grow- ing at a rate of 12.8%, and will provide employment to over 10 lakh people mainly through geospatial startups, said Union minister of state for Science and Technology Jitendra Singh on Tuesday. Addressing the second United Nations World Geospatial Information Con- gress, the minister said in the current boom of technology-led startups, there are around 250 geospatial startups in India. The family has al- leged that Altaf Shah was not given the medi- cal help he needed for cancer. He was shifted to AIIMS only after the family went to the Delhi High Court. Altaf Shah had been arrested as part of a major crack- down on separatists by the National Investiga- tion Agency. He’s the third separatist to have died in jail in the last two years. In May last year, Mohammad Ashraf Khan ‘Sehrai’, who was jailed in Jam- mu, died at a hospital. He was chairman of the Tehreek-e-Hurriyat, a separatist outfit found- ed by Syed Ali Shah Geelani. Earlier, a Jamaat-e-Islami separa- tist booked under the Public Safety Act died in a jail in UP. Over the past few days, Altaf Shah’s daughter Ruwa Shah had posted a series of tweets about her fa- ther’s deteriorating con- dition.Shehadappealed to Prime Minister Nar- endra Modi and Home Minister Amit Shah to release him on health grounds, so that he could “die a free man”. The discussion be- tween the two chief ministers has been scheduled after the Supreme Court had recently nudged them to meet and try to find an amicable solution. We will definitely try to find a way to resolve the issue, Khattar told report- ers here on Tuesday. Last month, he had said water from the SYL was crucial for Haryana. “On one hand, we are not getting this water, while on the other, Delhi is de- manding more water from us. Fixing a deadline to resolve this issue at the earli- est has become very essential,” he had said.In Punjab, oppo- sition parties had re- cently asked Mann to stand up for the state’s cause over the issue. Water sharing from the SYL canal has been a bone of con- tention between the two states for several decades. Punjab has been demanding a re- assessment of the Ravi-Beas river wa- ters’ volume while Haryana has been seeking completion of the SYL canal to get its share of 3.5 million acre-feet of the river waters. The Centre had on September 6 in- formed the Supreme Court that the Punjab government was “not cooperating” in re- solving the dispute. OFFICIAL- LEVEL TALKS The counsel for Punjab had last month told a bench headed by Justice S K Kaul that the state gov- ernment was very keen to resolve the issue amicably. Though official- level talks between the two states are on, the Centre has been insisting on meetings between the two chief ministers. Stubble burning: Over 700 farm fires recorded in Punjab Chandigarh: Punjab has recorded more than 700 farm fires since Sep- tember 15 despite the state authorities mak- ing several efforts to curb stubble burning. As per data from the Ludhiana-based Punjab Remote Sensing Centre, the state witnessed four farm fire incidents -- two in Amritsar and one each in Ludhiana and Kapurthala -- today . From September 15 till October 10, 2022, a total of 718 farm fires were recorded, accord- ing to the data. During the same period in 2020 and 2021, the state had witnessed 244 and 150 farm fires, respectively . Paddy straw burning in Punjab and Haryana is one of the reasons be- hind the alarming spike in air pollution levels in Delhi in October and November. As the win- dow for rabi crop wheat is very short after pad- dy harvest, farmers set their fields on fire to quickly clear off crop residue. Punjab gener- ates around 180 lakh tonnes of paddy straw annually . Stubble burning incidents are expected to rise in the coming days as paddy harvest- ing got delayed by at least ten days due to rains last month. Bhadohi (PTI): The death toll in the fire in- cident at a Durga Puja Pandal here reached 14 on Tuesday with two more people succumb- ing to burn injuries at a Varanasi hospital, a senior official said. Dis- trict Magistrate Gaurang Rathi said Shi- vangi Gautam (18) and Nitya (1) died during treatment in Varanasi. “Priyal (16) and Priti (16), who were injured in the fire, died on Sun- day,” Rathi said, adding that 10 other people lost their lives in the fire that broke out on Octo- ber 2 in Nathua village due to overheating of a halogen light. As per officials, among those killed, Jaya Devi (45), Naveen (10), Seema Bind (25), Harshwardhan (8) and Priyal were of the same family . The other people who died are Ankush Soni (12), Arti Devi (48), Shivpujan(70),RamMu- rat (65), Manju Devi (40) and Ashok Yadav(35).
