example to overcome the difficulties in order to enlighten also

a ten years experience
-Annual Reports based on administrative (or aggregated) data:
“objective” factors of integration
-15 statistical indicators, grouped into 3 thematic indeces
(composite indicators):
• Territorial attractivity
• Social inclusion
• Labour market insertion
- every indicator and index broken down into the 3 Italian main territorial
(and/or admin) levels: 5 national areas (territorial), 20 regions and 103
provinces (admin)
- For every indicator and index: ranking lists (one for each territorial
level) ordering territorial units from the one with the “best” value, at the
top, to the one with the “worst” value, at the bottom

a ten years experience
- 2 different rankings, for each indicator and index:
•“absolute” method: territorial ranking based on data referring to
foreign population only
•“comparative” method: territorial ranking based on the gap between
the foreigners’ and the natives’ data
- Final index measuring the potential for integration of every Italian
territorial unit, based on the only indeces of Social inclusion and Labour
market insertion (as the more “structural” dimensions of integration),
using a standardization method (transforming the original values into
scores from 1 to 100)

from aggregated indicators to individual integration

• Index of cultural integration (knowledge and use of the Italian
language, comprehension of informations from media, self-
percepted welfare conditions, sense of belonging, etc.)
• Index of social integration (friendship relations, association
membership, Italian lifestyle liking, etc.)
• Index of political integration (legal status, importance assigned
to citizenship, registration on the local lists of residents, etc.)

8. Territorial Council for Integration
That is why the Consolidation Act on Immigration provided for the
establishment of Territorial Councils for Immigration whose tasks
consist in analyzing the needs and promoting actions to be
implemented at local level.
The Territorial Councils are made up of representatives from the
relevant local administrations of the State, of the Regions, of Local
Bodies, of Organizations and Associations involved in assisting
migrants, of workers’ and employers’ organizations.
The Territorial Councils for Immigration, which are headed by the
Prefect, are functional for the development of a link between central
and peripheric areas which would improve the knowledge system
and promote the most appropriate operational decisions in order to
remove the obstacles in the process of economic, social and
cultural integration of migrants

9. Territorial Council for Integration
These bodies are expected to be the most appropriate means to
manage the coordination between public and private structures
dealing with migration and integration, and to provide support for
the Government
In their own area of expertise, the Territorial Councils are the
relevant bodies for migration, integration and social cohesion
issues, into which both institutional and non-institutional subjects
work together in order to promote integration programmes
They are in charge of monitoring the territorial needs as well as
promoting and coordinating projects on the basis of a functional
connection between the central/national and the local level
