Challenges around monitoring and
the MEL Framework
• MEL Framework need to operate at several
levels which all face different audiences and
constraints
• Pyramid of indicators – need consistency as we
move up and down from ‘core’ to base
• Challenge of making the different levels of
indicators coherent across country contexts
• Scope and diversity of Hilton Foundation grant
‘themes’ – will be a challenge for M&E
Emerging issues from day 2
Strong voices from participants in favour of:
• Outcome and impact evaluation, especially post-
project
• Harmonization and coordination with existing
government efforts, especially Ghana
• Learning during projects, not just at “end”
• Hilton partners already doing a lot in M&E – how to
build on this?
• Clarify expectations about what grantees will need to
report on – common indicators? To what level?
