Candidates from these
communities have most-
ly clinched victory, with
occasional surprises dur-
ing the Modi era. Nota-
ble victories include for-
mer Jagirdar Bhawani
Singh and Maharawal
Raghunath Singh Baha-
dur, who won indepen-
dently in 1952. Rajput
leader Tan Singh won in
1962 on the Ram Rajya
Parishad ticket. Congress
secured the seat in 1967,
courtesy of Amrit Naha-
ta, who won again in
1971. Tan Singh re-
claimed the seat amidst
anti-Congress fervor in
1977 under the Janata
Party banner.
In 1980 and 1984,
freedom fighter Virdhi
Chand Jain secured vic-
tories for Congress.
Kalyan Singh Kalvi, rep-
resenting Janata Dal in
1989, won during the rise
of VP Singh’s National
Front government. How-
ever, Ram Niwas Mirdha
of Congress took over in
1991. From 1996 to
1999, Jat leader Col
Sonaram retained the
seat for Congress. BJP’s
Manvendra Singh broke
Congress’s streak in
2004, succeeding after a
previous attempt in 1999.
In 2009, Congress re-
claimed the seat through
Harish Chaudhary.

Sabha elections
were held in 1977
after enduring the
bitter experience of 18
months of Emergency.
The delayed general
elections saw Indira Gan-
dhi decisively rejected,
paving the way for India’s
first non-Congress govern-
ment. The results ad-
dressed grievances from
the Emergency era, usher-
ing in the Janata Party.
Morarji Desai, a former
Congressmember,became
the inaugural non-Con-
gress PM, inaugurating his
cabinetonMarch24,1977.
However, within three
years, political turmoil led
to two Prime Ministers,
culminating in mid-term
elections in 1980. Chaud-
hary Charan Singh, the
second PM, lasted only 23
days, marking shortest ten-
ure in Indian history.
After the lifting of the
‘Emergency’, considered a
dark chapter in Indian de-
mocracy, it marked a sec-
ond freedom for the peo-
ple. Opposition leaders
were freed, and normalcy
gradually returned. Janata
Partyemerged,comprising
Jan Sangh, Congress (O),
Bharatiya Lok Dal, and the
Socialist Party, with
Jaiprakash Narayan at its
helm. Notable figures like
Morarji Desai, Madhu Li-
maye, Rajnarayan, George
Fernandes, and Madhu
Dandavate were part of the
party, alongside Atal Bi-
hari Vajpayee, Lal Krishna
Advani, and Nanaji Desh-
mukh from Jan Sangh.
Charan Singh, Chan-
drashekhar, Mohan Dhar-
ia, Ramdhan, and Krishna
Kant also joined, having
rebelled against Indira dur-
ing Emergency. Mean-
while, leaders like Babu
Jagjivan Ram, Hemwati
Nandan Bahuguna, and
Nandini Satpathy left Con-
gress to join Janata Party.
Termed a ‘referendum
against Emergency’, the
election posed choice be-
tween ‘democracy or dic-
tatorship’. Due to symbol
issues, Janata Party con-
tested under the ‘Bharatiya
Lok Dal’symbol, securing
295 seats.
CHARAN SINGH GOVT LASTED ONLY 23 DAYS
Following the Janata Party government’s formation,
Indira Gandhi’s arrest ensued based on the Shah
Commission’s recommendations probing Emergency
abuses. Internal contradictions emerged, leading to Janata
Party’s fragmentation due to leadership ambitions and dual
memberships. Chaudhary Charan Singh’s rebellion led him
to assume Prime Ministership on July 28, 1979, supported
by Congress. However, a day prior to the confidence vote,
Indira Gandhi withdrew her backing. Charan Singh resigned
on August 20, 1979, serving as the acting Prime Minister until
mid-term elections on January 14, 1980.

Voting for the
sixth Lok Sabha
spanned from
March 16 to 19, with
vote counting starting
on March 20. Out of
542 seats, Congress
plummeted to 154,
losing nearly 200 seats,
and its vote share
dipped below 35%.
Janata Party and its al-
lies secured 330 seats,
with Janata Party alone
clinching 295. Notably,
Indira Gandhi and her
son Sanjay lost in Rae
Bareli and Amethi,
respectively, signaling
the public’s rejection
of Congress in North
India. The party failed
to secure a single seat
in key states like Bihar
and UP, as well as in
Rajasthan, Madhya
Pradesh and Delhi.

the number of
independent
MPs is continu-
ously decreasing. Be-
sides, the graph of votes
received by independent
candidates is also de-
creasing. Till now, the
1957 election witnessed
the highest number of in-
dependent MPs at 42 in
the Lok Sabha. Earlier, in
the country’s first general
elections in 1952, the
number of independent
MPs was 37 while in the
1962 Lok Sabha polls,
the number of independ-
ent MPs was reduced to
20. This was the year
when the number of inde-
pendent MPs dropped by
more than half compared
to the previous election.
However, in the subse-
quent elections, the num-
ber of independents once
again increased. A total
of 3,438 independent
candidates were in the
fray in the 2019 general
elections. But out of
these, only four won.
In the 1967 Lok Sabha
elections, 35 independent
candidates reached the
Lok Sabha. Once again
the number of independ-
ent MPs increased in this
election. However, this
was the last election in
which independent can-
didates reached the Lok
Sabha by winning in
large numbers. Their
numbers continued to de-
cline in the years that fol-
lowed. In 1971, 14 inde-
pendent candidates and
in 1989, 12 independent
candidates won the Lok
Sabha elections. Apart
from this, the number of
independent MPs has
never reached double fig-
ures in the elections held
so far.
In the 1991 Lok Sabha
elections, 5514 independ-
ent candidates were in the
fray and of these only one
managed to secure a win.
This is the lowest figure
of an independent MP in
the Lok Sabha.
FOUR VETERANS WON
EVEN IN MODI WAVE
In the 2019 Lok Sabha
elections, BJP won a
landslide victory under
the leadership of PM Nar-
endra Modi. Many big
leaders of other parties
lost the fight in this elec-
tion however, four inde-
pendent candidates man-
aged to win creating a lot
of buzz. There was a lot
of discussion about these
four candidates who won
the elections and reached
the Lok Sabha. Navneet
Rana reached the Lok
Sabha after winning the
election from the Amra-
vati seat of Maharashtra
as an independent candi-
date. Apart from this, in-
dependent candidate Su-
manlatha won the elec-
tion from the Mandya
seat of Karnataka. She
defeated Nikhil, son of
then Chief Minister HD
Kumaraswamy. Kokra-
jhar Lok Sabha seat in
Assam was one of the
four Lok Sabha seats in
the country where an in-
dependent candidate won
the election in 2019. In-
dependent candidate
Naba Kumar Saraniya
won from this seat. Inde-
pendent candidate Delkar
Sanjibhai won from the
Union Territory of Dadra
and Nagar Haveli.
WHO QUALIFIES AS AN INDEPENDENT CANDIDATE?
An independent candidate is an individual who
participates in elections without alignment to any
political party. Independents often advocate for
policies divergent from those of major political parties. While
the number of independent candidates contesting Lok
Sabha elections has increased since the inaugural general
election of 1951-52, the quantity of successful candidates
has dwindled. Moreover, their share of the vote has been on
a decline. In India, independent candidates face significant
challenges in campaigning and garnering support from
voters due to limited resources and influence. The Law
Commission of India’s 255th report ignited controversy by
proposing the prohibition of independent candidates from
participating in elections, citing concerns that they may not
be genuinely committed to the electoral process or may
stand solely to confuse voters.

their weddings. “The

Three dead after car
hits tree, catches fire

In a tragic incident, three
people died after a speed-
ing car hit a tree and
caught fire in Rajasthan’s
Sikardistrict,accordingto
police. One other sus-
tained critical burn inju-
ries in the accident that
tookplaceinLaxmangarh
area. They were returning
from Sihot Bari village
after attending the wed-
ding ceremony.
The injured were
rushed to Kalyan Hospi-
tal. However, doctors de-
clared three of them dead
and one other is undergo-
ing treatment. After re-
ceiving information, Ne-
chha police also reached
the spot and all three seri-
ously burnt people were
brought to Kalyan Hospi-
tal in Sikar.
Meanwhile, in Anup-
garh, a fierce clash be-
tween a bus and an e-rick-
shaw resulted in a tragic
incident. Three individu-
als riding the e-rickshaw
lost their lives, while two
others sustained serious
injuries in the accident.
Upon receiving the infor-
mation, the police team
rushed to the scene, trans-
porting the injured to the
hospital.Thebodiesofthe
three deceased were
placed in the hospital
morgue.

Bharatpur: The Anti-Ragging Committee of Jagan-
nath Pahadia Medical College, Bharatpur, on
Thursday suspended three senior students for
three months accused of ragging. A fine of Rs 25,000
each has also been imposed on the three students. Be-
sides, another student was suspended for a month. The
action was taken after victim had given a written com-
plaint to National Medical Council. College Principal Dr
Subhash Bansal said that a case of assault and ragging
of a junior student by senior students came to light. The
victim, Vijay Mudhotia, complained to NMC after which

In a crackdown against hookah bars, the
Airport police raided The Burj Rooftop Club
and found young men and women smoking in
the club. Police have recovered hookahs and flavours
from the spot while club’s manager Ramakant Sharma
has been arrested. Police are investigating the matter.
Notably, the previous govt led by Ashok Gehlot had
also taken up the issue and banned Hookah bars in
the state. The Gehlot govt had also put restrictions on
the operating hours of clubs and other joints in Jaipur
to curb the drug menace and had given guidelines to
not keep open any outlets after midnight.

of the dual aspect of matter and energy,
prakriti and purusha, the dravya and

Usually right from when we are
awake, we are into activity until we get
tired and go off to sleep in the night. But
there is a state that is beyond the sleep-
ing, waking and dreaming states. On
Shivratri, we stay awake and come to
experience the one universal conscious-
ness beyond the three states. It is an oc-
casiontoawakenone’sselffromallsorts
of slumber. The jagran (staying awake)
on Shivratri is not just forcing oneself to
be awake or singing bhajans aloud. It is
aboutgoinginwardandbeingconscious-
ly aware of the inner rest that sleep any-
way brings everyday. When you go be-
yond a certain layer of sleep, the rest in
samadhi or Shiva sayujya happens.
EKALINGA
Shiva is symbolically represented by the
linga. The Divine in reality is beyond
any gender. So the Divine is called Eka-
linga, or one gender which is the Self,
the Atman. Beyond the body, mind and
intellect, and beyond likes and dislikes,
that Self is only one, it is Ekalinga.
SHIVA’S ABODE
‘Kailasa’ is the legendary abode of
Shiva, meaning where there is only cel-
ebration and happiness. Shiva is pre-
sent everywhere, whether in samsara or
sanyasa, Shiva cannot be escaped from.
To feel the presence of Shiva Tattva all
the time is the essence of Shivaratri.
Though Shiva is not a person who
walked on this earth thousands of years
ago,hisdepictionisonewitheyesclosed
with a snake around his neck, that indi-
cates that He may appear to be sleeping
but he is fully awake, like a snake. He is
painted blue in pictures. Blue signifies
the vastness of the sky. The moon on his
head depicts everything within him. All
the entities- living and otherwise- are
part of his Gana. In the procession of
Shiva, all types of people can be seen
present. He accepts everyone as they are
and they all belong to the one conscious-
ness. It’s said “Sarvam shivamayam ja-
gat”. This whole world is Shivamaya.
Shivratri signifies being aware of
everything you have and being grateful
for it. Be grateful for the happiness
which leads to growth, and also for sad-
ness which gives depth to life. This is
the right way of observing Shivratri.

DEFENCE BUDGET
A MAJOR CONCERN
hina’s economy may be on a downward slide
because of slowdown, but it has not prevent-
ed its government from substantially in-
creasing expenditure on defence. The communist
nation hiked its defence budget by 7.2 percent. In-
dia’s defence budget rose by only 5.6 percent. Simply
by the size of zooming defence expenditure, the
dragon looks to be a menacing neighbour for India.
Not only that, its expenditure of $ 290 billion on
defence is second after USA’s $876 billion in 2022
and is several times more than that of India. It is
rapidly modernizing its military for deterrence.
Beijing is steadily moving towards its “100-year-
marathon” goal of dislodging the US from its number
position as global political, economic and military
power by the year 2049. That goal would obviously
keep it ahead of India, at least militarily. Beijing’s
defence ties with Pakistan, and now Maldives, makes
it a potent threat to India which has a long border and
large maritime zone to defend.

FATAL JOBS TAKING
A TOLL OF INDIANS
ndians, seeking livelihood, face danger in
Russia and Israel. Deceived by agencies,
they end up as cannon fodder, and not in safe
jobs.At least two Indians have lost their lives in Rus-
sia after being deployed in conflict zones as helpers.
In Israel, a man from Kerala was killed in a missile
attack by Lebanon’s terror group Hezbollah.
MohammadAsfan of Hyderabad became the second
Indian to die “helping” Russia in a conflict zone. Last
week another Indian---HemalAshwinbhai Mangukiya
ofSurat---waskilled.Asfan’sfamilyclaimedthathewas
duped by a recruiting
agency into going to
Russia for a helper’s
job where he was told
to join the army.
Mangukiya was
killed in Donetsk
where he was work-
ing as a security help-
er for the Russian
army. There are other
Indians who went to
Russia after being
lured by job recruit-
ers but are now pan-
icking. Their circum-
stances at home
forced them to go to
Russia where they
were promised secu-
rity jobs and good
salaries. There are
others, five from
Punjab and two from
Haryana, who want to leave the battlefield and have
appealed to the Indian government for help.
Nepal has suffered heavier losses with 12 Nepali
nationals dying in others’ war. The Nepal govern-
ment has requested Russia for the repatriation of their
nationals as their families live in constant fear of los-
ing them. Poverty in Nepal and unemployment in
India makes youth vulnerable to job offers in distant
countries with which they are culturally and linguis-
tically completely unfamiliar. Government must step
in to check unscrupulous recruitment agencies from
taking advantage.

`5,000-CRORE AGRICULTURAL DEVELOPMENT
PROGRAMME FOR JAMMU  KASHMIR
The Prime Minister emphasized the strength of
Jammu  Kashmir’s agricultural produce, including
saffron, apples, dried fruits, and cherries, branding
the region as a significant agricultural hub. He said that the
Rs 5,000 crore agricultural development programme will
result in unprecedented growth in the agricultural sector
of Jammu and Kashmir over the next 5 years, particularly
focusing on horticulture and livestock development. “This ini-
tiative will create thousands of new opportunities, especially
in the fields of horticulture and animal husbandry”, he said.
‘HOLISTIC AGRICULTURE DEVELOPMENT
PROGRAMME’ TO BOOST AGRI-ECONOMY OF JK
To provide a big boost to the agri-economy of JK, PM
Modi dedicated ‘Holistic Agriculture Development Pro-
gramme’ (HADP) to the nation. HADP is an integrated
programme encompassing the full spectrum of activities in
the three major domains of agri-economy viz Horticulture,
Agriculture and Livestock husbandry in JK. The programme
will equip about 2.5 lakh farmers with skill development via
a dedicated Daksh Kisan portal. Under it, about 2000 Kisan
Khidmat Ghars will be established and robust value chains will
be put in place for the welfare of the farming community.

DESTINATION DEVELOPMENT SCHEME
The PM announced 42 tourist destinations select-
ed under Challenge Based Destination Develop-
ment (CBDD) Scheme. The scheme, announced
during Union Budget 2023-24, aims to provide end-to-
end tourist experiences by catalyzing the development
of tourist destinations while also promoting sustainability
and ushering competitive tourism. The 42 destinations
have been identified in 4 categories – 16 in Culture 
Heritage Destination, 11 in spiritual destinations, 10 in
Ecotourism  Amrit Dharohar and 5 in Vibrant Village.
43 PROJECTS LAUNCHED TO DEVELOP
PILGRIMAGE  TOURIST SITES ACROSS INDIA
The PM launched about 43 projects that will
develop a wide range of pilgrimage and tourist
sites across the country. These include impor-
tant religious sites like Annavaram Temple in Kakinada,
Andhra Pradesh; Navagraha Temples in Thanjavur and
Mayiladuthurai dists of Tamil Nadu and Karaikal dist of
Puducherry; Sri Chamundeshwari Devi Temple (My-
sore, Karnataka); Karni Mata Mandir (Bikaner, Rajast-
han); Maa Chintpurni Temple (Una, Himachal Pradesh);
Basilica of Bom Jesus Church, Goa, among others.

embrace this more holistic, all
embracing worldview.
I read somewhere that Ard-
hanarishvara signifies “totality
that lies beyond duality”, that
God is beyond the classification of
male and female. It unifies all the
dichotomies of Universe. It repre-
sents two conflicting ways of life
which are needed forlife to be cre-
ated. Therefore, none can exist
without the other.
And I think this is perfect. Two
halves of a whole!

to be equal to men. Let us promise

this critical connection, the central
government has placed Nari Shak-
ti at the forefront of its agenda
over the past ten years. The gov-
ernment understands that women's
empowerment is not a one-time
solution; it requires a comprehen-
sive approach that addresses their
needs throughout their lives. In
this regard, welfare programs have
been designed to support women
at different stages, enabling them
to overcome socio-economic bar-
riers and achieve wholesome em-
powerment.
NARI SHAKTI ADHINIYAM –
AMRIT PEEDI’S MOMENT
A milestone in this journey has
been achieved by the passing of
the Nari Shakti Vandan Adhiniy-
am, 2023) which seeks to reserve
one-third of the total number of
seats for women in Lok Sabha,
State Legislative Assemblies and
Delhi Assembly.
BETI BACHAO, BETI PADHAO
– A STEP TOWARDS WOMEN
EMPOWERMENT
One of the key initiatives is the Beti
Bachao Beti Padhao (BBBP)
scheme. Over the years, there has
been a commendable improvement
in the sex ratio at birth, with a rise
of 19 points from 918 (2014-15) to
937(2020-21).Additionally,theen-
rolmentofgirlsinsecondaryeduca-
tion has increased from 75.51% in
2014-15 to 79.46% in 2020-21,
marking significant progress.
CELEBRATING MOTHERHOOD
In the pursuit of a malnutrition-
free India, the government
launched the POSHAN Abhiyaan
on March 8, 2018. This mission is
a convergence platform for vari-
ous stakeholders to address mal-
nutrition comprehensively. The
engagement of over 14 lakh An-
ganwadis and the coverage of ap-
proximately 10 crore beneficiaries
exemplify the scale of impact
achieved through this initiative.
PM AWAS YOJANA - GRAMIN
Recognizing the importance of
secure housing and financial deci-
sion-making for women, the gov-
ernment introduced the Pradhan
Mantri Awas Yojana - Grameen
(PMAY-G). Impressively, more
than 72% of these houses are ei-
ther solely or jointly owned by
women.
PM UJJWALA YOJANA
To address the health and safety
concerns of women, the Pradhan
Mantri Ujjwala Yojana (PMUY)
was launched in May 2016. This
initiative aims to provide clean
cooking fuel, (LPG), to rural and
underprivileged households. The
distribution of over 10 crores LPG
connections under PMUY has
safeguarded the health of millions
of women.
SWACCHA BHARAT MISSION
Another critical aspect of women's
empowerment is access to sanita-
tion. Realizing the challenges
faced by women due to inadequate
sanitation facilities, Prime Minis-
ter Narendra Modi launched the
Swachh Bharat Mission (SBM) on
October 2, 2014. And on 2nd Oc-
tober 2019, 11 years ahead of the
SDG-6 target set by the United
Nations, rural India became open
defecation-free (ODF).
JAL JEEVAN MISSION
Access to clean drinking water is
vital for the well-being of commu-
nities, particularly women. With
this understanding, the govern-
ment launched the Jal Jeevan Mis-
sion (JJM) on August 15, 2019.
With primary objective to provide
clean tap water to every rural
household and public institution,
tap water connection has been pro-
vided to 14.45 crore households
under the mission.
FINANCIAL EMPOWERMENT
Women's empowerment is contin-
gent upon the economic empower-
ment of women. Around 69% of
the loans have been sanctioned to
women entrepreneurs under Prad-
han Mantri Mudra Yojana and
84% of the beneficiaries under
Stand-Up India are women.
ABOLITION OF TRIPLE TALAQ
The Muslim Women (Protection
of Rights on Marriage) Act, 2019
was enforced in India on Septem-
ber 19, 2018. This Act renders the
practice of instant divorce, com-
monly known as triple talaq, void
and illegal when pronounced three
times. It imposes penalties, in-
cluding imprisonment for up to
three years and a fine, on husbands
who engage in the practice of in-
stant triple talaq.

TO WOMEN-LED
DEVELOPMENT
Over ten years, the government's
efforts have led to remarkable
progress in women's empower-
ment. The number of female po-
lice personnel has increased sig-
nificantly, and women athletes
have brought laurels to the coun-
try with their remarkable achieve-
ments. Enrolment of women in the
fields of Science, Technology, En-
gineering, and Mathematics
(STEM) has also witnessed sig-
nificant growth.
By shifting the narrative from
women as recipients of welfare to
agentsofempowerment,thegovern-
ment has been successful in hugely
transforming Indian women’s lives.
Fromaddressinggenderdiscrimina-
tion to promoting education, health,
housing,entrepreneurship,andsafe-
ty, these initiatives have brought
about tangible improvements in the
lives of women and contributed to
the nation's overall progress. Today,
itisnotjustaboutwomen'sdevelop-
ment but women-led development.
SAFETY AND SECURITY
Mission Shakti is another notewor-
thy endeavour by the government,
seeking to enhance women’s safety,
empowerment, and participation in
the workforce. A toll-free women’s
helpline (181) further offers emer-
gency and non-emergency support.

absolutely essential for her re-
spectable life. Since ancient
times, women considered it their
destiny to merge their existence
as the pivot of household in the
social structure, but in today’s
changing environment, women’s
participation in the economic, so-
cial, political and administrative
scenario has increased manifold.
Due to this, economic independ-
ence has emerged as the largest
and most comprehensive dimen-
sion of women empowerment.
Just as sugar dissolves in water
and sweetens it but becomes in-
visible, in the same way, for eco-
nomic dependence, a woman re-
lies on others for her existence,
which in many places mars her
own existence. But women are
not like sugar that dissolves in
water but is like cement and soil
which together with water gives
a solid foundation to the structure
of the society.
The positive impact of eco-
nomic strength not only provides
a strong present and strong future
to a woman but also to the entire
family, society and nation. If we
look at this in depth, then the so-
lution to many problems of wom-
en is more participation of wom-
en in inclusive economic devel-
opment. On one hand, it will
strengthen their voice and on the
other hand it will allow them to
be self-reliant and confident.
Today, educating daughters
and giving them a strong founda-
tion for economic self-reliance
holds great importance in their
lives. Many enlightened people
take pride in saying “We do not
have to make our daughter work,
we don’t have to eat from her
earnings.” What is to be under-
stood here is that doing a job
is not a form of slavery but the
freedom to make decisions
for oneself, the ability to face
challenges.
The skill to recognize one’s
existence and the opportunity to
leave an impact on society is
something that every person
should have. So, society needs to
review such ideas. Today, ‘Kan-
ya-Maan’is more important than
Kanya-Daan. Economic self-re-
liance is absolutely essential for
a dignified, secure and strong
future.
If we look at the other aspect of
this subject, then every country
needs manpower for economic
development and the country
whose half of the population does
not directly contribute to the
Gross Domestic Product (GDP)
cannot tread the path of progress.
World Bank’s Managing Di-
rector (Operations) Anna Bjerde
has also said that if India increas-
es its female labour force by fifty
percent, it will help in increasing
India’s GDP.

BARMER–JAISALMER LOK SABHA SEAT A BATTLEGROUND DOMINATED BY JATS & RAJPUTS Abhishek Tiwari Jaipur armer-Jaisalmer parliamentary seat, historically dominated by Jats and Ra- jputs, has been a pivotal battleground since 1952. Candidates from these communities have most- ly clinched victory, with occasional surprises dur- ing the Modi era. Nota- ble victories include for- mer Jagirdar Bhawani Singh and Maharawal Raghunath Singh Baha- dur, who won indepen- dently in 1952. Rajput leader Tan Singh won in 1962 on the Ram Rajya Parishad ticket. Congress secured the seat in 1967, courtesy of Amrit Naha- ta, who won again in 1971. Tan Singh re- claimed the seat amidst anti-Congress fervor in 1977 under the Janata Party banner. In 1980 and 1984, freedom fighter Virdhi Chand Jain secured vic- tories for Congress. Kalyan Singh Kalvi, rep- resenting Janata Dal in 1989, won during the rise of VP Singh’s National Front government. How- ever, Ram Niwas Mirdha of Congress took over in 1991. From 1996 to 1999, Jat leader Col Sonaram retained the seat for Congress. BJP’s Manvendra Singh broke Congress’s streak in 2004, succeeding after a previous attempt in 1999. The delayed general elections saw Indira Gan- dhi decisively rejected, paving the way for India’s first non-Congress govern- ment. The results ad- dressed grievances from the Emergency era, usher- ing in the Janata Party. Morarji Desai, a former Congressmember,became the inaugural non-Con- gress PM, inaugurating his cabinetonMarch24,1977. However, within three years, political turmoil led to two Prime Ministers, culminating in mid-term elections in 1980. Chaud- hary Charan Singh, the second PM, lasted only 23 days, marking shortest ten- ure in Indian history. After the lifting of the ‘Emergency’, considered a dark chapter in Indian de- mocracy, it marked a sec- ond freedom for the peo- ple. Opposition leaders were freed, and normalcy gradually returned. Janata Partyemerged,comprising Jan Sangh, Congress (O), Bharatiya Lok Dal, and the Socialist Party, with Jaiprakash Narayan at its helm. Notable figures like Morarji Desai, Madhu Li- maye, Rajnarayan, George Fernandes, and Madhu Dandavate were part of the party, alongside Atal Bi- hari Vajpayee, Lal Krishna Advani, and Nanaji Desh- mukh from Jan Sangh. Charan Singh, Chan- drashekhar, Mohan Dhar- ia, Ramdhan, and Krishna Kant also joined, having rebelled against Indira dur- ing Emergency. Mean- while, leaders like Babu Jagjivan Ram, Hemwati Nandan Bahuguna, and Nandini Satpathy left Con- gress to join Janata Party. Termed a ‘referendum against Emergency’, the election posed choice be- tween ‘democracy or dic- tatorship’. Due to symbol issues, Janata Party con- tested under the ‘Bharatiya Lok Dal’symbol, securing 295 seats. CHARAN SINGH GOVT LASTED ONLY 23 DAYS Following the Janata Party government’s formation, Indira Gandhi’s arrest ensued based on the Shah Commission’s recommendations probing Emergency abuses. Internal contradictions emerged, leading to Janata Party’s fragmentation due to leadership ambitions and dual memberships. Chaudhary Charan Singh’s rebellion led him to assume Prime Ministership on July 28, 1979, supported by Congress. However, a day prior to the confidence vote, Indira Gandhi withdrew her backing. Charan Singh resigned on August 20, 1979, serving as the acting Prime Minister until mid-term elections on January 14, 1980. l Public took revenge for the atrocities of Emergency by defeating Indira l India saw 2 PMs in about 3 yrs, but Lok Sabha could not complete its tenure I Voting for the sixth Lok Sabha spanned from March 16 to 19, with vote counting starting on March 20. Out of 542 seats, Congress plummeted to 154, losing nearly 200 seats, and its vote share dipped below 35%. Janata Party and its al- lies secured 330 seats, with Janata Party alone clinching 295. Notably, Indira Gandhi and her son Sanjay lost in Rae Bareli and Amethi, respectively, signaling the public’s rejection of Congress in North India. The party failed to secure a single seat in key states like Bihar and UP, as well as in Rajasthan, Madhya Pradesh and Delhi. INDIRACOULDNOT EVENSAVEHERSEAT IF WE LOOK AT THE LAST 12 LOK SABHA ELECTIONS, THE VICTORY FIGURE WAS NOT EVEN ONE PERCENT VOTERSAREWARYOF INDEPENDENTSINLOKSABHAPOLLS Maximum 42 independents won in 1957 elections but only four won in 2019 REPRESENTATIONAL Pankaj Soni Jaipur fter every Lok Sabha election, the number of independent MPs is continu- ously decreasing. Be- sides, the graph of votes received by independent candidates is also de- creasing. Till now, the 1957 election witnessed the highest number of in- dependent MPs at 42 in the Lok Sabha. Earlier, in the country’s first general elections in 1952, the number of independent MPs was 37 while in the 1962 Lok Sabha polls, the number of independ- ent MPs was reduced to 20. This was the year when the number of inde- pendent MPs dropped by more than half compared to the previous election. However, in the subse- quent elections, the num- ber of independents once again increased. A total of 3,438 independent candidates were in the fray in the 2019 general elections. But out of these, only four won. In the 1967 Lok Sabha elections, 35 independent candidates reached the Lok Sabha. Once again the number of independ- ent MPs increased in this election. However, this was the last election in which independent can- didates reached the Lok Sabha by winning in large numbers. Their numbers continued to de- cline in the years that fol- lowed. In 1971, 14 inde- pendent candidates and in 1989, 12 independent candidates won the Lok Sabha elections. Apart from this, the number of independent MPs has never reached double fig- ures in the elections held so far. In the 1991 Lok Sabha elections, 5514 independ- ent candidates were in the fray and of these only one managed to secure a win. This is the lowest figure of an independent MP in the Lok Sabha. FOUR VETERANS WON EVEN IN MODI WAVE In the 2019 Lok Sabha elections, BJP won a landslide victory under the leadership of PM Nar- endra Modi. Many big leaders of other parties lost the fight in this elec- tion however, four inde- pendent candidates man- aged to win creating a lot of buzz. There was a lot of discussion about these four candidates who won the elections and reached the Lok Sabha. Navneet Rana reached the Lok Sabha after winning the election from the Amra- vati seat of Maharashtra as an independent candi- date. Apart from this, in- dependent candidate Su- manlatha won the elec- tion from the Mandya seat of Karnataka. She defeated Nikhil, son of then Chief Minister HD Kumaraswamy. Kokra- jhar Lok Sabha seat in Assam was one of the four Lok Sabha seats in the country where an in- dependent candidate won the election in 2019. In- dependent candidate Naba Kumar Saraniya won from this seat. Inde- pendent candidate Delkar Sanjibhai won from the Union Territory of Dadra and Nagar Haveli. WHO QUALIFIES AS AN INDEPENDENT CANDIDATE? An independent candidate is an individual who participates in elections without alignment to any political party. Independents often advocate for policies divergent from those of major political parties. While the number of independent candidates contesting Lok Sabha elections has increased since the inaugural general election of 1951-52, the quantity of successful candidates has dwindled. Moreover, their share of the vote has been on a decline. In India, independent candidates face significant challenges in campaigning and garnering support from voters due to limited resources and influence. The Law Commission of India’s 255th report ignited controversy by proposing the prohibition of independent candidates from participating in elections, citing concerns that they may not be genuinely committed to the electoral process or may stand solely to confuse voters. NARI SHAKTI ADHINIYAM – AMRIT PEEDI’S MOMENT A milestone in this journey has been achieved by the passing of the Nari Shakti Vandan Adhiniy- am, 2023) which seeks to reserve one-third of the total number of seats for women in Lok Sabha, State Legislative Assemblies and Delhi Assembly. BETI BACHAO, BETI PADHAO – A STEP TOWARDS WOMEN EMPOWERMENT One of the key initiatives is the Beti Bachao Beti Padhao (BBBP) scheme. Over the years, there has been a commendable improvement in the sex ratio at birth, with a rise of 19 points from 918 (2014-15) to 937(2020-21).Additionally,theen- rolmentofgirlsinsecondaryeduca- tion has increased from 75.51% in 2014-15 to 79.46% in 2020-21, marking significant progress. CELEBRATING MOTHERHOOD In the pursuit of a malnutrition- free India, the government launched the POSHAN Abhiyaan on March 8, 2018. This mission is a convergence platform for vari- ous stakeholders to address mal- nutrition comprehensively. The engagement of over 14 lakh An- ganwadis and the coverage of ap- proximately 10 crore beneficiaries exemplify the scale of impact achieved through this initiative. PM AWAS YOJANA - GRAMIN Recognizing the importance of secure housing and financial deci- sion-making for women, the gov- ernment introduced the Pradhan Mantri Awas Yojana - Grameen (PMAY-G). Impressively, more than 72% of these houses are ei- ther solely or jointly owned by women. PM UJJWALA YOJANA To address the health and safety concerns of women, the Pradhan Mantri Ujjwala Yojana (PMUY) was launched in May 2016. This initiative aims to provide clean cooking fuel, (LPG), to rural and underprivileged households. The distribution of over 10 crores LPG connections under PMUY has safeguarded the health of millions of women. SWACCHA BHARAT MISSION Another critical aspect of women's empowerment is access to sanita- tion. Realizing the challenges faced by women due to inadequate sanitation facilities, Prime Minis- ter Narendra Modi launched the Swachh Bharat Mission (SBM) on October 2, 2014. And on 2nd Oc- tober 2019, 11 years ahead of the SDG-6 target set by the United Nations, rural India became open defecation-free (ODF). JAL JEEVAN MISSION Access to clean drinking water is vital for the well-being of commu- nities, particularly women. With this understanding, the govern- ment launched the Jal Jeevan Mis- sion (JJM) on August 15, 2019. With primary objective to provide clean tap water to every rural household and public institution, tap water connection has been pro- vided to 14.45 crore households under the mission. FINANCIAL EMPOWERMENT Women's empowerment is contin- gent upon the economic empower- ment of women. Around 69% of the loans have been sanctioned to women entrepreneurs under Prad- han Mantri Mudra Yojana and 84% of the beneficiaries under Stand-Up India are women. ABOLITION OF TRIPLE TALAQ The Muslim Women (Protection of Rights on Marriage) Act, 2019 was enforced in India on Septem- ber 19, 2018. This Act renders the practice of instant divorce, com- monly known as triple talaq, void and illegal when pronounced three times. It imposes penalties, in- cluding imprisonment for up to three years and a fine, on husbands who engage in the practice of in- stant triple talaq. FROM WOMEN DEVELOPMENT TO WOMEN-LED DEVELOPMENT Over ten years, the government's efforts have led to remarkable progress in women's empower- ment. The number of female po- lice personnel has increased sig- nificantly, and women athletes have brought laurels to the coun- try with their remarkable achieve- ments. Enrolment of women in the fields of Science, Technology, En- gineering, and Mathematics (STEM) has also witnessed sig- nificant growth. By shifting the narrative from women as recipients of welfare to agentsofempowerment,thegovern- ment has been successful in hugely transforming Indian women’s lives. Fromaddressinggenderdiscrimina- tion to promoting education, health, housing,entrepreneurship,andsafe- ty, these initiatives have brought about tangible improvements in the lives of women and contributed to the nation's overall progress. Today, itisnotjustaboutwomen'sdevelop- ment but women-led development. SAFETY AND SECURITY Mission Shakti is another notewor- thy endeavour by the government, seeking to enhance women’s safety, empowerment, and participation in the workforce. A toll-free women’s helpline (181) further offers emer- gency and non-emergency support. Since ancient times, women considered it their destiny to merge their existence as the pivot of household in the social structure, but in today’s changing environment, women’s participation in the economic, so- cial, political and administrative scenario has increased manifold. Due to this, economic independ- ence has emerged as the largest and most comprehensive dimen- sion of women empowerment. Just as sugar dissolves in water and sweetens it but becomes in- visible, in the same way, for eco- nomic dependence, a woman re- lies on others for her existence, which in many places mars her own existence. But women are not like sugar that dissolves in water but is like cement and soil which together with water gives a solid foundation to the structure of the society. The positive impact of eco- nomic strength not only provides a strong present and strong future to a woman but also to the entire family, society and nation. If we look at this in depth, then the so- lution to many problems of wom- en is more participation of wom- en in inclusive economic devel- opment. On one hand, it will strengthen their voice and on the other hand it will allow them to be self-reliant and confident. Today, educating daughters and giving them a strong founda- tion for economic self-reliance holds great importance in their lives. Many enlightened people take pride in saying “We do not have to make our daughter work, we don’t have to eat from her earnings.” What is to be under- stood here is that doing a job is not a form of slavery but the freedom to make decisions for oneself, the ability to face challenges. The skill to recognize one’s existence and the opportunity to leave an impact on society is something that every person should have. So, society needs to review such ideas. Today, ‘Kan- ya-Maan’is more important than Kanya-Daan. Economic self-re- liance is absolutely essential for a dignified, secure and strong future. If we look at the other aspect of this subject, then every country needs manpower for economic development and the country whose half of the population does not directly contribute to the Gross Domestic Product (GDP) cannot tread the path of progress. World Bank’s Managing Di- rector (Operations) Anna Bjerde has also said that if India increas- es its female labour force by fifty percent, it will help in increasing India’s GDP.
