hunjhunu, a key
constituency in
the state of Ra-
jasthan, has been
witnessing an in-
triguing political scenario
over the years. The elec-
toral history of Jhunjhunu
reflects it as a significant
stronghold of the Con-
gress party. From 1952 to
2014, Congress dominat-
ed the constituency, with
leaders like Radheshyam
Morarka winning three
times and Sis Ram Ola
securing five consecutive
victories. Notably, in
1989, the current vice
president of India,
Jagdeep Dhankhar, won
the elections fighting
from the Janta Dal. How-
ever, the past two Lok
Sabha elections have seen
a shift, with the Bharatiya
Janata Party (BJP) emerg-
ing victorious in 2014 and
2019 with Santosh Ahla-
wat and Narendra Kumar
as MPs, respectively.
In the 2019 Lok Sabha
elections, BJP’s Narendra
Kumar won Jhunjhunu

stituency comprises eight
Vidhan Sabha segments,
including Jhunjhunu,

lani (SC), Khetri, Man-
dawa, Udaipurwati, and

sembly elections, Con-
gress secured six out of

Congress faces
challenge from BJP
As Jhunjhunu
gears up for
2024 LS polls,
the historical dominance
of Congress faces a chal-
lenge from BJP’s recent
successes. Data and
trends suggest a closely
contested battle, with
both major parties vying
for supremacy. Final
outcome will be shaped
by voters’ responses to
local issues, candidate
appeals, and the ef-
fectiveness of campaign
strategies. As political
scene evolves, Jhunjhunu
remains a key seat to
watch, reflecting broader
political landscape.

strong opposi-
tion is vital for a
healthy democ-
racy, yet India
haslackedarec-
ognised opposi-
tion for past decade. Over
72 years of parliamentary
history, country has been
without an opposition
leader for 47 years. Since
the first Lok Sabha elec-
tions in 1952, Congress
dominated, leading the
struggleforindependence.
With 32 years in pow-
er, Congress has seen 6
leaders of the opposition,
while BJPwhich has held
power for the last 10
years, has seen 3 opposi-
tion leaders. In total, 11
individuals have served
as Leader of Opposition,
with LK Advani holding
the position the most
times (four). Ganga Devi
had the shortest tenure,
only 16 days. The ab-
sence of a Leader of Op-
position underscores a
significant challenge to
democratic norms, high-
lighting the ongoing
struggle for political bal-
ance and representation
in India.
WHO IS THE LEADER
OF THE OPPOSITION?
The Leader of the Oppo-
sition in the Lok Sabha
must be an elected mem-
ber who heads the offi-
cial Opposition and leads
the largest party not in
government, with at least
10% of Lok Sabha seats.
However, the position
has remained vacant for
a decade as no party has
attained the required
10% seat threshold.
VAJPAYEE LEAVES AN
IMPACT AS LoP
Atal Bihari Vajpayee
made an unforgettable
impact as the LoP in the
Lok Sabha. Despite his
six-year tenure as Prime
Minister, Vajpayee’s op-
position leadership reso-
nated more with the pub-
lic. His eloquence and
engagement with oppos-
ing parties defined par-
liamentary history. Vaj-
payee’s diplomatic skills
were evident when PM
PV Narasimha Rao chose
him to represent India at
United Nations, where he
staunchly defended In-
dia’s stance on Kashmir.
Despite ideological gaps,
Vajpayee fostered a har-
monious atmosphere be-
tween ruling and opposi-
tion parties, showcasing
his ability to bridge di-
vides through dialogue
and respect.
RAM SUBHAG A LoP
FOR THE FIRST TIME
For the first time, after
the split of Congress in
1969, Congress (O) lead-
er Dr. Ram Subhag Singh
got the official status of
LoP, but Congress, which
ruled for the longest time
in independent India, has
not been able to secure
10% of the total number
of Lok Sabha seats re-
quired for LoPin last two
LS pollls. It secured 44
seats in 2014 and 52 in
2019 as against require-
ment of at least 55 seats.
LK ADVANI WAS THE
LoP FOUR TIMES
Lal Krishna Advani,
while not known for dy-
namic oratory, made sig-
nificant contributions to
maintaining parliamenta-
ry traditions.As Leader of
the Opposition four times,
he upheld coordination
with the ruling party, pre-
venting conflicts from
arising. His grasp of sub-
jects and commitment to
parliamentary decorum
left a lasting impression
on Indian politics.
SUSHMA CAME
READY FOR DEBATES
Sushma Swaraj, as Lead-
er of Opposition during
the second term of the
Manmohan Singh gov-
ernment, was known for
her thorough preparation
and articulate speaking
style. She effectively uni-
fied the opposition and
criticized the ruling party
with conviction.
SONIA KEPT THE
OPPOSITION UNITED
Sonia Gandhi, despite
being a relatively new
politician, excelled in
keeping opposition unit-
ed during her tenure as
LoP. While she didn’t ac-
tively engage in parlia-
mentary debates, her ef-
forts to unite opposition
parties to challenge the
government were widely
praised.

n country’s poli-
tics, general elec-
tions held in 1967
for the 4th Lok
Sabha are considered be-
ginning of Indira Gandhi
era. This election took
place at a time when there
was tremendous turmoil
in the country on politi-
cal, economic and social
front. India had fought
wars with China in 1962
and Pakistan in 1965.The
western world, which
was friendly to Pakistan,
had stopped aid to India.
The public was strug-
gling with food shortage
and rising inflation. Due
to increasing fiscal defi-
cit and high oil prices, in
June 1966, 7 months be-
fore the fourth LS polls.
the then PM Indira Gan-
dhi announced the de-
valuation of the rupee.
There was no significant
benefit from this either.
Indira’s opponents
were raising their heads
within Congress and
amid this, for the first
time in absence of Pandit
Nehru, Congress con-
tested elections under
Indira and was successful
in forming government
for fourth consecutive
time, but its performance
paled in comparison to
previous polls. It also lost
government in six states.
The process of the 4th
general election did not
last as long as the first
three elections and was
completed in five days
between February 17 and
February 21, 1967. After
delimitation in 1963, the
number of Lok Sabha
constituencies increased
to 520 in 1967. Out of
total 25 crore voters,
61.3% exercised their
franchise. Congress won
283 seats. Indira Gandhi
became PM again on
March 13, 1967, contest-
ing from Rae Bareli, her
late husband Firoz
Khan’s seat. Despite
forming government for
fourth consecutive time,
it was Congress’s weak-
est performance yet.
Their vote share dropped
to 40.78%, 78 seats less
than third LS election.
CONGRESS SEES ITS FIRST MAJOR SPLIT
Congress’ weak performance in the Lok Sabha
elections allowed Morarji Desai, then Deputy
Prime Minister, to become more vocal. He rallied
anti-Indira leaders, leading to a split in the Congress party.
On November 12, 1969, Prime Minister Indira Gandhi was
expelled, resulting in the formation of Congress (O) under
Morarji Desai and Congress (R) under Indira Gandhi’s
leadership. Despite the government becoming a minority,
Indira managed to govern with Communist Party support.
To avoid prolonged minority rule, she called for mid-term
Lok Sabha elections in 1971, a year earlier than scheduled.

Chief Minister Bhajan

commitment to provide
better education opportu-
nities to every student.
“Our objective is to de-
velop such an environ-

village, town to city, so
that students of every cat-
egory can dream of a
beautiful future and can
also fulfill it,” Sharma
was presiding over the

Monday. CM directed the
officials of the School
Education Department to
make a plan to provide
necessary educational fa-
cilities and resources in
government schools like
private sector schools so
that high quality educa-
tion can be provided to
the students from needy
families. He said that
teachers are employed in
government schools after
passing difficult exami-
nations and they have full
potential to shape the fu-
ture of the students. He
also stressed the need for
harmonious utilization of
human resources to fill
the vacant posts in gov-

The Supreme Court on
Monday held that an indi-
vidual member of the leg-
islature cannot assert a
claim of privilege to seek
immunity under Articles
105 and 194 from prose-
cution on a charge of brib-
ery in connection with a
vote or speech in the leg-
islature. “Corruption and
bribery by members of
legislatures erode probity
in public life,” seven-
judge bench led by CJI
DY Chandrachud said. It
overruled 1998 judge-
ment in PV Narasimha
Rao case (JMM Bribery
case) which said legisla-
tors would enjoy immu-
nity from prosecution in
case of bribery to vote.
Such a claim to immunity fails to fulfil the
twofold test that the claim is tethered to the
collective functioning of the House and that it
is necessary to the discharge of the essential duties of a
legislator. —SEVEN-JUDGE CONSTITUTION BENCH

the elections fighting
from the Janta Dal. How-
ever, the past two Lok
Sabha elections have seen
a shift, with the Bharatiya
Janata Party (BJP) emerg-
ing victorious in 2014 and
2019 with Santosh Ahla-
wat and Narendra Kumar
as MPs, respectively.
In the 2019 Lok Sabha
elections, BJP’s Narendra

As Jhunjhunu

2024 LS polls,
the historical dominance
of Congress faces a chal-
lenge from BJP’s recent
successes. Data and
trends suggest a closely
contested battle, with
both major parties vying
for supremacy. Final
outcome will be shaped
by voters’ responses to
local issues, candidate

strong opposi-
tion is vital for a
healthy democ-
racy, yet India
haslackedarec-
ognised opposi-
tion for past decade. Over
72 years of parliamentary
history, country has been
without an opposition
leader for 47 years. Since
the first Lok Sabha elec-
tions in 1952, Congress
dominated, leading the
struggleforindependence.
With 32 years in pow-
er, Congress has seen 6
leaders of the opposition,
while BJPwhich has held
power for the last 10
years, has seen 3 opposi-
tion leaders. In total, 11
individuals have served
as Leader of Opposition,
with LK Advani holding
the position the most
times (four). Ganga Devi
had the shortest tenure,
only 16 days. The ab-
sence of a Leader of Op-
position underscores a
significant challenge to
democratic norms, high-
lighting the ongoing
struggle for political bal-
ance and representation
in India.
WHO IS THE LEADER
OF THE OPPOSITION?
The Leader of the Oppo-
sition in the Lok Sabha
must be an elected mem-
ber who heads the offi-
cial Opposition and leads
the largest party not in
government, with at least
10% of Lok Sabha seats.
However, the position
has remained vacant for
a decade as no party has
attained the required
10% seat threshold.
VAJPAYEE LEAVES AN
IMPACT AS LoP
Atal Bihari Vajpayee
made an unforgettable
impact as the LoP in the
Lok Sabha. Despite his
six-year tenure as Prime
Minister, Vajpayee’s op-
position leadership reso-
nated more with the pub-
lic. His eloquence and
engagement with oppos-
ing parties defined par-
liamentary history. Vaj-
payee’s diplomatic skills
were evident when PM
PV Narasimha Rao chose
him to represent India at
United Nations, where he
staunchly defended In-
dia’s stance on Kashmir.
Despite ideological gaps,
Vajpayee fostered a har-
monious atmosphere be-
tween ruling and opposi-
tion parties, showcasing
his ability to bridge di-
vides through dialogue
and respect.
RAM SUBHAG A LoP
FOR THE FIRST TIME
For the first time, after
the split of Congress in
1969, Congress (O) lead-
er Dr. Ram Subhag Singh
got the official status of
LoP, but Congress, which
ruled for the longest time
in independent India, has
not been able to secure
10% of the total number
of Lok Sabha seats re-
quired for LoPin last two
LS pollls. It secured 44
seats in 2014 and 52 in
2019 as against require-
ment of at least 55 seats.
LK ADVANI WAS THE
LoP FOUR TIMES
Lal Krishna Advani,
while not known for dy-
namic oratory, made sig-
nificant contributions to
maintaining parliamenta-
ry traditions.As Leader of
the Opposition four times,
he upheld coordination
with the ruling party, pre-
venting conflicts from
arising. His grasp of sub-
jects and commitment to
parliamentary decorum
left a lasting impression
on Indian politics.
SUSHMA CAME
READY FOR DEBATES
Sushma Swaraj, as Lead-
er of Opposition during
the second term of the
Manmohan Singh gov-
ernment, was known for
her thorough preparation
and articulate speaking
style. She effectively uni-
fied the opposition and
criticized the ruling party
with conviction.
SONIA KEPT THE
OPPOSITION UNITED
Sonia Gandhi, despite
being a relatively new
politician, excelled in
keeping opposition unit-
ed during her tenure as
LoP. While she didn’t ac-
tively engage in parlia-
mentary debates, her ef-
forts to unite opposition
parties to challenge the
government were widely
praised.

n country’s poli-
tics, general elec-
tions held in 1967
for the 4th Lok
Sabha are considered be-
ginning of Indira Gandhi
era. This election took
place at a time when there
was tremendous turmoil
in the country on politi-
cal, economic and social
front. India had fought
wars with China in 1962
and Pakistan in 1965.The
western world, which
was friendly to Pakistan,
had stopped aid to India.
The public was strug-
gling with food shortage
and rising inflation. Due
to increasing fiscal defi-
cit and high oil prices, in
June 1966, 7 months be-
fore the fourth LS polls.
the then PM Indira Gan-
dhi announced the de-
valuation of the rupee.
There was no significant
benefit from this either.
Indira’s opponents
were raising their heads
within Congress and
amid this, for the first
time in absence of Pandit
Nehru, Congress con-
tested elections under
Indira and was successful
in forming government
for fourth consecutive
time, but its performance
paled in comparison to
previous polls. It also lost
government in six states.
The process of the 4th
general election did not
last as long as the first
three elections and was
completed in five days
between February 17 and
February 21, 1967. After
delimitation in 1963, the
number of Lok Sabha
constituencies increased
to 520 in 1967. Out of
total 25 crore voters,
61.3% exercised their
franchise. Congress won
283 seats. Indira Gandhi
became PM again on
March 13, 1967, contest-
ing from Rae Bareli, her
late husband Firoz
Khan’s seat. Despite
forming government for
fourth consecutive time,
it was Congress’s weak-
est performance yet.
Their vote share dropped
to 40.78%, 78 seats less
than third LS election.
CONGRESS SEES ITS FIRST MAJOR SPLIT
Congress’ weak performance in the Lok Sabha
elections allowed Morarji Desai, then Deputy
Prime Minister, to become more vocal. He rallied
anti-Indira leaders, leading to a split in the Congress party.
On November 12, 1969, Prime Minister Indira Gandhi was
expelled, resulting in the formation of Congress (O) under
Morarji Desai and Congress (R) under Indira Gandhi’s
leadership. Despite the government becoming a minority,
Indira managed to govern with Communist Party support.
To avoid prolonged minority rule, she called for mid-term
Lok Sabha elections in 1971, a year earlier than scheduled.

Churu: Under the direction of Churu district SP Jay
Yadav, significant action has been taken against illicit
liquor and narcotics in Churu. A raid led to the seizure
of illegal liquor worth Rs. 1 lakh and 43.4 kilograms of opium.
Three vehicles were confiscated, and five suspects were ar-
rested in separate operations by Bhanipura and Rajgarh police.
This operation underscores the commitment of law enforce-
ment agencies to combat the menace of illegal substances.
Jaipur/Jodhpur: A successful
operation by the Narcotics
Control Bureau in Jodhpur
Jaipur led to the interception of a car
at Bor Charnan Toll Plaza, Barmer-
Sanchore Road. Two suspects, Ram
Prakash and Birbal, were apprehend-
ed. A search of the vehicle revealed
approximately 8.5 kilograms of opium
concealed near rear tires. Valued at around 42.5 lakhs, the
opium was seized, and the vehicle was impounded. A case
was registered under relevant sections of the NDPS Act 1985.
The seized opium will be presented before the Barmer court
for inventory and sampling. Seizure proceedings are ongoing,

est Bengal has been in the news for shocking
incidents of rape and molestation allegedly
by Trinamool Congress (TMC) leader
Sheikh Shahjehan. Chief Minister Mamata Banerjee
was involved in war or words with Prime Minister
Narendra Modi over the complaints filed by some of
the Sandeshkhali victims and an alleged attempt by
the TMC to shield Sheikh Shahjehan who is also al-
leged to have orchestrated an attack on a team of
Enforcement Directorate officials.
And now the focus has shifted to JusticeAbhijit Gan-
gopadhyay of the Kolkata High Court who has re-
signed to enter active politics and, going by his con-
troversial stance towards the state’s ruling party, he
may presumably join the BJP. This has raised issues
of judiciary’s independence and politicization. While
one cannot expect judges from having political lean-
ings, a semblance of neutrality during court proceed-
ings is the least one expects of them.
Whoever said that judges should be like hermits may
not have foreseen how the judiciary would change.
W
A VERDICT TO CLEAN
THE POLITICAL SYSTEM
he Supreme Court’s Constitution Bench rul-
ing against immunity to lawmakers under
parliamentary privileges in bribery cases is
a landmark decision which was long overdue for pro-
bity in public life and saving parliamentary democ-
racy. A seven-judge Bench headed by Chief Justice
of India DY Chandrachud set aside the 1998 verdict
of the apex court which said that members of parlia-
ment and state legislatures were entitled to immu-
nity under Articles 105 (2) and 194 (2) of the Con-
stitution for accepting bribe “in contemplation of a
vote or speech in the legislature”.
The 3:2 judgment
of 1998 given by a
five-judge Bench or-
dered that legislators
and parliamentari-
ans’ privileges under
Article 105 (2) and
194 (2) shielded
them from prosecu-
tion in cases of brib-
ery. This order was
passed in Narasimha
Rao’s case when it
was revealed that
Jharkhand Mukti
Morcha MPs were
bribed to secure their votes to save the former prime
minister’s government.
The judgment drew attention to the “paradoxical
situation” created by the 1998 verdict as “a legislator
accepting bribe and voting accordingly is protected
whereas a legislator who, despite taking a bribe,
votes independently”.
The judgment’s importance will be better under-
stood by those who have heard and seen of money
changing hands to buy support to keep governments
afloat. “Corruption and bribery of members of the
legislature erode the foundation of Indian parliamen-
tary democracy…and creates a polity which deprives
citizens of responsible, responsive, and representa-
tive democracy.
The judgment withdrawing immunity from corrupt
lawmakers is yet another step to cleanse the polity,
but it may not be able to eradicate it.

THE ROAD
AHEAD
The governments need
to work on ensuring more
representatives of women
in the Central and state
legislatures along with local
bodies comprising all class-
es, castes, ethnicity, etc.
The political parties need to
nurture women leadership
and ensure better participa-
tion of women in public life
and better representation
in the governance.
The unpaid work of women
needs to be considered
while attributing their con-
tribution to family, society
and nation building. The
whole gambit of unpaid
work and unorganised sec-
tor work must be brought
into a legal framework.
Besides honouring and
celebrating International
Women’s Day, the govern-
ment needs to create
environment to optimally
utilise the largest untapped
reservoir (women) of talent
we have in the country.
WOMEN EMPOWERMENT IN INDIA
Alotmoredesired
n ancient In-
dian culture,
women were
treated equal
to men, and
there was no discrimination
on the basis of gender, rath-
er women were honoured
by society. They used to
enjoy full basic rights and
got to live equal life just
like men. Women in Indian
history have gone through
two things in their life one
is subjection and second is
deliverance. The ultimate
goal of empowerment of
women based on Mahatma
Gandhi’s vision is Sarvo-
daya- the welfare of all
through cooperation and
trusteeship in the economic
sphere, equal participation
in the political sphere, and
mutual aid in the social
sphere without regard to
caste, or class or gender.
As the world is prepar-
ing to celebrate Interna-
tional Women’s Day on
March 8, 2024, it would be
prudent to reflect on the
progress made by India re-
garding women’s empow-
erment. Women’s empow-
erment has five main com-
ponents: sense of self-
worth; freedom to decide
for self; access to opportu-
nities and resources; pow-
er to control their own
lives, both within and out-
side the home; and their
ability to influence the di-
rection of social change to
create a more just social
and economic order, na-
tionally and globally.
It’s no secret that Indian
women have been living in
a patriarchal structure for
too long now. Though sev-
eral women have shown
courage to break barriers,
it is still a long way to go,
as most women still hold
back their words even to-
day for fear of being
judged and are unsure
about how others will react
to their words. Ages of
conditioning has created
an internal fear among
women of what society or
family would think and
how they would react,
leading to loss of confi-
dence in self-worth and
their personal growth as an
individual. The economic
empowerment of women
is one of the most funda-
mental components of
achieving gender equality
and women’s empower-
ment more broadly. If
women participate in the
economy identically to
men, it would accelerate
our journey to becoming a
developed nation by 2047.
In our country do the
women really have free-
dom to make choices when
it comes to their marriage,
education, career, travel or
participation in political,
social and economic ac-
tivities freely. Despite ex-
plicit rights granted by our
constitution on freedom
and equality to both men
and women, the ground
realities are far from satis-
factory and a lot more is
desired. while the Consti-
tution of India does not
recognise the right to mar-
ry explicitly, but a number
of fundamental rights like
the right to life, the right to
personal liberty, the right
to equality indirectly sup-
port the right to marry.
However, the number of
cases of child marriage,
early marriage, forced
marriage, or interference
with the right to marry
makes the laws hollow as
implementation is far from
what is desired by law.
In the overall literacy
rate of India females are
almost 15 % behind males.
Despite a higher employa-
bility rates of female at
53% vs 48% for male, the
labour force ratios above
15 years of ages remains a
low 33% of female vs 67 %
for male. The unpaid care
work done by women like
bringing up children, look-
ing after old age parents
and in- laws, voluntary un-
paid work under taken dur-
ing family, social and reli-
gious functions is all unac-
counted for when it comes
to contribution of women.
The 73rd and 74th con-
stitutional Amendments
provide reservation to
women in local bodies so
as to make them politically
empowered and have a say
in decision- making at base
levels. Implementation of
these provisions has em-
powered women but proxy
representation (which is
now on decline) by the
male family members has
undermined the whole pro-
cess of women empower-
ment. The poor state of
women representation in
States and Central legisla-
tures (though this has pro-
gressively increased but
still hovers around 12 to
14%) is indicative of the
fact that we have miles to
go before the women get
their due.
Over the years central
and state governments in
India have worked towards
issues pertaining to reduc-
ing gender inequality, vio-
lence against women, im-
proving the sex ratio at
birth, health, and educa-
tion, thanks to decades of
women’s activism and the
feminist movements. The
country has registered sig-
nificant improvements in
closing gender gaps in ed-
ucation specially in pri-
mary education and ter-
tiary education enrolment.
There have been some
signs of positive changes
in the status and position of
women but there are many
challenges, that can only
be resolved by synergised
efforts of people, govern-
ments and NGOs.
While there has been
good progress in education
and basic health sectors
but the financial and per-
sonal autonomy eludes
most women. The gender
gap in asset ownership and
lifetime earning remains a
major concern where the
share of women is below
50%. The former is indis-
criminately promoted but
it also must be remem-
bered that these are factors
that also enhance women’s
marriage market prospects.
However, within the pri-
vate realm, rigid gender
roles are practised and pro-
moted, and women’s so-
cio-economic autonomy is
discouraged and seen with
suspicion. To truly em-
power women and reduce
gender inequality, we need
to value and invest in girls
and women not merely as
a means to some end but as
an end in themselves.

US Vice President Ka-
mala Harris urged an im-
mediate ceasefire in
Gaza, upping the pres-
sure on key ally Israel as
heavy fighting raged in
the Palestinian territory.
Harris’s comments on
Sunday, the most force-
ful to date by a US ad-

came as Washington led
a push to lock in a truce
before Ramadan, the
Muslim fasting month
that begins in around
one week.
Envoys from the Unit-
ed States, Qatar and Ha-
mas were in Cairo for the
latest round of talks over
a proposal to pause the
five-month-old war.
According to a senior
US official, Israel has
broadly accepted the
terms, which would see
stepped-up aid deliveries
and the exchange of hos-
tages for Palestinian pris-
oners. “Hamas claims it
wants a ceasefire. Well,
there is a deal on the ta-
ble,” Harris said.
Taking an unusually
sharp tone, she demand-
ed Israel “do more to sig-
nificantly increase the
flow of aid” into Gaza,
where she said people are
starving and the condi-
tions “inhumane”.
