he political
battle is set
for the 2024
Lok Sabha
elections. The
announce-
ment of the
candidates is awaited, but
the election campaign
seems to have intensified.
It is often seen in Lok
SabhaandAssemblyelec-
tions that many veterans
contest polls from more
than one seat. Reason be-
hind this may be search
for a safe seat or fight to
prove oneself. If we look
at the electoral history,
some candidates have
contested not one, not
two, but even three seats.
PM Narendra Modi con-
tested from two constitu-
encies in 2014 Lok Sabha
polls. PM Modi was a
candidate from two seats,
Varanasi and Vadodara.
He won both seats but
later left Vadodara seat.
The strategy behind
Modi’s move to go from
Gujarat to Varanasi to
contest LS polls might
have been formula de-
rivedfrom historicalprec-
edence. Historically, most
PMs in the country have
ascended to power by
winning polls in Uttar
Pradesh, which boasts a
maximum of 80 Lok Sab-
ha seats.
In the 2019 LS polls,
Rahul Gandhi contested
from two seats, UP’sAm-
ethi and Wayanad in Ker-
ala.While he lostAmethi,
he won fromWayanad. In
the past too, leaders like
Indira Gandhi, Atal Bi-
hariVajpayee, Sonia Gan-
dhi, and LK Advani have
contested from more than
one seat.
Similarly, in 1957, Va-
jpayeecontested elections
from three seats in UP,
includingBalrampur,Ma-
thura, and Lucknow. In
theyear1980,IndiraGan-
dhi contested elections
from two seats and won
both seats.
But what is the rule be-
hind this? What is the
maximum number of
seats a candidate can run
for in an election? How
many seats can a candi-
date contest from, one,
two, three, or four?
T
LEADERS CONTESTING ON MORE THAN ONE SEAT
CAUSE LOSS TO THE GOVERNMENT EXCHEQUER
After a candidate wins both seats, one seat has
to be vacated within 10 days of the election
results. Once the seat becomes vacant, the
Election Commission has to conduct by-elections there.
However, on one hand, the Election Commission has
to struggle in this entire process, on the other hand, it
leads to an unnecessary financial burden on the public
exchequer. Many recommendations were also made
against the rule of contesting elections from more than
one seat. In 2019, a petition in this regard was also filed
with the Supreme Court. The Election Commission also
supported it. However, the government said that this
would violate the rights of the candidates.
WHYLEADERS
CONTESTELECTIONS
MULTIPLE
SEATS?
FROM
l Modi, Sonia, Rahul, Atal, Advani all have contested polls
from two or more seats l NT Rama Rao is the only leader
who has won elections on all three seats simultaneously
In 1996 one could
contest polls on
only two seats!
he rules for con-
testing elections
are clear from
the Representation of
the People Act. It was
made clear in Section
33 of this Act that a
candidate can contest
on more than one
seat. This was the rule
before 1996, wherein
any candidate could
contest elections on
more than one seat.
However, after 1996,
Section 33 of this
Act was amended to
Section 33 (7) where
it was decided that
a candidate could
contest elections for a
maximum of two seats
only. If a candidate
wins more than one
seat, he has to choose
one of the two seats.
Along with this, one
seat has to be left after
which a by-election is
held on the vacated
seat. In the 2014 Lok
Sabha elections, PM
Modi had to give up
one seat. The same
thing happened with
Indira Gandhi, too, and
she had to give up a
seat after winning both.

tions from 3 Lok Sabha
constituencies in 1957.
In 1977, when Indira

tions in her stronghold

apart from Rae Bareli,
she also contested
from Medak. In 1991,
Vajpayee contested
LS polls from UP’s
Lucknow and MP’s
Vidisha seats. LK
Advani had won elec-
tions from New Delhi
and Gandhinagar. In
1999, UPA chairperson
Sonia Gandhi con-
tested elections from
Bellary and Amethi.
Mulayam Singh Yadav
contested 2014 LS
polls from Mainpuri and
Azamgarh. In 2009,
Lalu Yadav contested
from Saran and Patli-
putra. Former Hary-
ana Deputy CM Devi

three seats and was
defeated on all three.

elections of the Andhra

ajsamand Lok
Sabha seat fall-
ing in the
Udaipur division
is the only seat in
the state, which comprises
eight assembly seats in
five districts. Deputy
Chief Minister Diya Ku-
mari was the MP from
here in the BJP govern-
ment, but after becoming
MLA, she resigned from
the post of MP. Four as-
sembly constituencies of
Rajsamand district fall
under this constituency,
including Rajsamand,
Nathdwara, Kumbhal-
garh, and Bhim. Apart
from this, the Degana and
Merta assemblies are in
the Nagaur district, the
Jaitaran assembly is in the
Pali district, and theeighth
seat, Beawar itself, has
become a district. Dis-
tance from Udaipur to Ra-
jsamand is about 60 kilo-
metres and at one time it
was in Udaipur district.
Due to short distance,
place is closely connected
to Udaipur from political
as well as tourism & busi-
ness standpoints.
Four assembly constit-
uencies of the district fall
in Rajsamand seat, hence
there is a maximum claim
for tickets from here.
When this LS seat was
formed after the new de-
limitation in 2008, in the
first LS polls in 2009, Go-
pal Singh Edwa won on a
Congress ticket. Howev-
er, he lost in 2014. Now,
half a dozen contenders
from Merta-Degana as-
sembly seat are staking
their claim from this seat.
In recent assembly polls,
BJP secured victory in all
eight assembly seats of
Rajsamand LS seat.With-
in Rajsamand district,
BJP achieved a clean
sweep, winning in all four
assemblies. In the last LS
polls, BJP won here con-
secutively.

DELIMITATION CHANGED
THE CASTE EQUATION
In 2008, Rajsamand was chosen as the new
general seat in place of Udaipur, which was
reserved for candidates from the Scheduled
Tribe community. The assembly constituencies of
Rajsamand are scattered and far-flung and their
combination has changed the caste equation in this
constituency, which by its name would be
considered part of the tribal belt. The mixing of four
assembly constituencies of Marwar and Mewar
regions has created complications in the Rajsamand
seat and influential leaders of both regions stake
their claim here. The constituency has more or less
the same proportion of Rajput, Jat and Brahmin
voters and hence for its first general elections, this
seat saw candidates from all three factions of the
society battling it out.
TOTAL RECALL
3RD LOK SABHA POLLS-1962
Nehru’s last poll;
country saw three
PMs in five years!
Manoj Mathur
Jaipur
ndian politics had
started taking a
new turn by the
time elections for
the third Lok Sabha took
place in 1962 and when
Indira Gandhi had for-
mally entered politics.
Indira was made the
President of Congress in
1959. The Congress con-
tested and won elections
under the leadership of
the then Prime Minister
Pandit Jawaharlal Nehru
but in this election itself,
disillusionment with
Nehruvian socialism be-
gan and its shine also di-
minished.
By making his daugh-
ter the Congress Presi-
dent, Nehru was also ac-
cused of dynasty politics.
Like the first two general
elections, this time also a
strong Opposition could
not emerge, yet the vot-
ing share and seats of the
Congress decreased.
Congress won 361 out of
494 parliamentary seats
with a 44.72 per cent vote
share and Pandit Nehru
became the Prime Minis-
ter for the third time. This
was Nehru’s last election.
The third Lok Sabha was
formed in June and just
three months later in Oc-
tober 1962, the India-
China war broke out. It is
said that Nehru suffered
a severe blow from this
war, from which he could
not recover. Nehru died
on 27 May 1964. Lal Ba-
hadur Shastri became the
Prime Minister of India
after Nehrus’ demise.
Shastri died in 1966 after
a tenure of 19 months.
Then Gulzari Lal Nanda
was made the interim
PM. In late 1966, Indira
Gandhi became the coun-
try’s first woman Prime
Minister. In this way, the
country got three PMs
during the tenure of the
third Lok Sabha.
Similar to previous
general elections, the 3rd
LS poll was lengthy,
spanning 110 days from
Feb 16 to June 6. The
abolition of two-member
parliamentary constitu-
encies in 1961 main-
tained 494 parliamentary
seats. With 21.8 crore
eligible voters, turnout
reached 55.4%. Among
1,985 candidates, 856
forfeited their deposits.
66 women contested,
with 31 securing a win.
MANY STALWARTS INCLUDING VAJPAYEE LOST
In the third Lok Sabha elections, prominent figures
such as Dr Ram Manohar Lohia, Shripad Amrit
Dange, AB Vajpayee, JB Kripalani, Balraj Madhok,
Lalit Narayan Mishra, Ramdhan, and former Bihar CM
Abdul Ghafoor faced defeat. Vajpayee, contesting from
Balrampur and Lucknow, lost both. Congress leaders
Subhadra Joshi defeated him in Balrampur, while BK
Dhawan in Lucknow. Despite these losses, Vajpayee
later served in Parliament as a Rajya Sabha member. JB
Kripalani lost to Congress veteran VK Krishna Menon in
Bombay City (North), and Balraj Madhok was defeated by
Meharchand Khanna of Congress in New Delhi.

seats, coming in third with
a 7.89% vote share. The
Jan Sangh’s seats tripled

he political
battle is set
for the 2024
Lok Sabha
elections. The
announce-
ment of the
candidates is awaited, but
the election campaign
seems to have intensified.
It is often seen in Lok
SabhaandAssemblyelec-
tions that many veterans
contest polls from more
than one seat. Reason be-
hind this may be search
for a safe seat or fight to
prove oneself. If we look
at the electoral history,
some candidates have
contested not one, not
two, but even three seats.
PM Narendra Modi con-
tested from two constitu-
encies in 2014 Lok Sabha
polls. PM Modi was a
candidate from two seats,
Varanasi and Vadodara.
He won both seats but
later left Vadodara seat.
The strategy behind
Modi’s move to go from
Gujarat to Varanasi to
contest LS polls might
have been formula de-
rived from historical prec-
edence. Historically, most
PMs in the country have
ascended to power by
winning polls in Uttar
Pradesh, which boasts a
maximum of 80 Lok Sab-
ha seats.
In the 2019 LS polls,
Rahul Gandhi contested
from two seats, UP’sAm-
ethi and Wayanad in Ker-
ala.While he lostAmethi,
he won fromWayanad. In
the past too, leaders like
Indira Gandhi, Atal Bi-
hariVajpayee, Sonia Gan-
dhi, and LK Advani have
contested from more than
one seat.
Similarly, in 1957, Va-
jpayee contested elections
from three seats in UP,
includingBalrampur,Ma-
thura, and Lucknow. In
theyear1980,IndiraGan-
dhi contested elections
from two seats and won
both seats.
But what is the rule be-
hind this? What is the
maximum number of
seats a candidate can run
for in an election? How
many seats can a candi-
date contest from, one,
two, three, or four?
T
LEADERS CONTESTING ON MORE THAN ONE SEAT
CAUSE LOSS TO THE GOVERNMENT EXCHEQUER
After a candidate wins both seats, one seat has
to be vacated within 10 days of the election
results. Once the seat becomes vacant, the
Election Commission has to conduct by-elections there.
However, on one hand, the Election Commission has
to struggle in this entire process, on the other hand, it
leads to an unnecessary financial burden on the public
exchequer. Many recommendations were also made
against the rule of contesting elections from more than
one seat. In 2019, a petition in this regard was also filed
with the Supreme Court. The Election Commission also
supported it. However, the government said that this
would violate the rights of the candidates.

he rules for con-
testing elections
are clear from
the Representation of
the People Act. It was
made clear in Section
33 of this Act that a
candidate can contest
on more than one
seat. This was the rule
before 1996, wherein
any candidate could
contest elections on
more than one seat.
However, after 1996,
Section 33 of this
Act was amended to
Section 33 (7) where
it was decided that
a candidate could
contest elections for a
maximum of two seats
only. If a candidate
wins more than one
seat, he has to choose
one of the two seats.
Along with this, one
seat has to be left after
which a by-election is
held on the vacated
seat. In the 2014 Lok
Sabha elections, PM
Modi had to give up
one seat. The same
thing happened with
Indira Gandhi, too, and
she had to give up a
seat after winning both.

tions from New Delhi
and Gandhinagar. In
1999, UPA chairperson

tested elections from

Mulayam Singh Yadav
contested 2014 LS
polls from Mainpuri and

ajsamand Lok
Sabha seat fall-
ing in the
Udaipur division
is the only seat in
the state, which comprises
eight assembly seats in
five districts. Deputy
Chief Minister Diya Ku-
mari was the MP from
here in the BJP govern-
ment, but after becoming
MLA, she resigned from
the post of MP. Four as-
sembly constituencies of
Rajsamand district fall
under this constituency,
including Rajsamand,
Nathdwara, Kumbhal-
garh, and Bhim. Apart
from this, the Degana and
Merta assemblies are in
the Nagaur district, the
Jaitaran assembly is in the
Pali district, and the eighth
seat, Beawar itself, has
become a district. Dis-
tance from Udaipur to Ra-
jsamand is about 60 kilo-
metres and at one time it
was in Udaipur district.
Due to short distance,
place is closely connected
to Udaipur from political
as well as tourism & busi-
ness standpoints.
Four assembly constit-
uencies of the district fall
in Rajsamand seat, hence
there is a maximum claim
for tickets from here.
When this LS seat was
formed after the new de-
limitation in 2008, in the
first LS polls in 2009, Go-
pal Singh Edwa won on a
Congress ticket. Howev-
er, he lost in 2014. Now,
half a dozen contenders
from Merta-Degana as-
sembly seat are staking
their claim from this seat.
In recent assembly polls,
BJP secured victory in all
eight assembly seats of
Rajsamand LS seat.With-
in Rajsamand district,
BJP achieved a clean
sweep, winning in all four
assemblies. In the last LS
polls, BJP won here con-
secutively.

DELIMITATION CHANGED
THE CASTE EQUATION
In 2008, Rajsamand was chosen as the new
general seat in place of Udaipur, which was
reserved for candidates from the Scheduled
Tribe community. The assembly constituencies of
Rajsamand are scattered and far-flung and their
combination has changed the caste equation in this
constituency, which by its name would be
considered part of the tribal belt. The mixing of four
assembly constituencies of Marwar and Mewar
regions has created complications in the Rajsamand
seat and influential leaders of both regions stake
their claim here. The constituency has more or less
the same proportion of Rajput, Jat and Brahmin
voters and hence for its first general elections, this
seat saw candidates from all three factions of the
society battling it out.

LOK SABHA POLLS-1962
Nehru’s last poll;
country saw three
PMs in five years!
Manoj Mathur
Jaipur
ndian politics had
started taking a
new turn by the
time elections for
the third Lok Sabha took
place in 1962 and when
Indira Gandhi had for-
mally entered politics.
Indira was made the
President of Congress in
1959. The Congress con-
tested and won elections
under the leadership of
the then Prime Minister
Pandit Jawaharlal Nehru
but in this election itself,
disillusionment with
Nehruvian socialism be-
gan and its shine also di-
minished.
By making his daugh-
ter the Congress Presi-
dent, Nehru was also ac-
cused of dynasty politics.
Like the first two general
elections, this time also a
strong Opposition could
not emerge, yet the vot-
ing share and seats of the
Congress decreased.
Congress won 361 out of
494 parliamentary seats
with a 44.72 per cent vote
share and Pandit Nehru
became the Prime Minis-
ter for the third time. This
was Nehru’s last election.
The third Lok Sabha was
formed in June and just
three months later in Oc-
tober 1962, the India-
China war broke out. It is
said that Nehru suffered
a severe blow from this
war, from which he could
not recover. Nehru died
on 27 May 1964. Lal Ba-
hadur Shastri became the
Prime Minister of India
after Nehrus’ demise.
Shastri died in 1966 after
a tenure of 19 months.
Then Gulzari Lal Nanda
was made the interim
PM. In late 1966, Indira
Gandhi became the coun-
try’s first woman Prime
Minister. In this way, the
country got three PMs
during the tenure of the
third Lok Sabha.
Similar to previous
general elections, the 3rd
LS poll was lengthy,
spanning 110 days from
Feb 16 to June 6. The
abolition of two-member
parliamentary constitu-
encies in 1961 main-
tained 494 parliamentary
seats. With 21.8 crore
eligible voters, turnout
reached 55.4%. Among
1,985 candidates, 856
forfeited their deposits.
66 women contested,
with 31 securing a win.
MANY STALWARTS INCLUDING VAJPAYEE LOST
In the third Lok Sabha elections, prominent figures
such as Dr Ram Manohar Lohia, Shripad Amrit
Dange, AB Vajpayee, JB Kripalani, Balraj Madhok,
Lalit Narayan Mishra, Ramdhan, and former Bihar CM
Abdul Ghafoor faced defeat. Vajpayee, contesting from
Balrampur and Lucknow, lost both. Congress leaders
Subhadra Joshi defeated him in Balrampur, while BK
Dhawan in Lucknow. Despite these losses, Vajpayee
later served in Parliament as a Rajya Sabha member. JB
Kripalani lost to Congress veteran VK Krishna Menon in
Bombay City (North), and Balraj Madhok was defeated by
Meharchand Khanna of Congress in New Delhi.

there is information in

ndia’s chip mission got a major boost when
the Union government gave its approval for
Rs 1.26-lakh crore investment in its first
semiconductor fabrication plant, and two other re-
lated projects, to be set up by the Tata Group jointly
with Taiwan’s chip-maker Powerchip (PSMC) in Gu-
jarat. Taiwan makes the bulk of the world’s semicon-
ductors, about 65 percent, and 90 percent of the most
advanced computer chips are Taiwan-made. These
chips keep smartphones, cars and supercomputers
running. This makes the small island nation extreme-
ly important for the world. The TATA-PSMC venture
will begin production soon and give the country the
much-needed self-reliance in a key strategic sector.
The announcement comes on the heels of Vedanta-
Foxconn, another Taiwanese company, deal being
called off. Union MinisterAshwini Vaishnav had said
that the decision to call off the deal will not affect
India’s semiconductor programme. The govern-
ment’s nod to the TATA- PSMC venture proves him
right. The decision gives India a prospective heft in
a US-China dominated market.

IN WARNING TO WEST
hen President Emmanuel dropped a bomb-
shell by stating that France did not rule out
sending ground forces to Ukraine to fight the
Russians it was presumed that it was an off-the-cuff
remark. But it was not. After a barrage of criticism
Macron stood by the remark which, he said, was
“thought through and measured”.
Germany, Poland and NATO immediately ruled out
any possibility of western troops going to Ukraine as
it would widen the conflict bringing Russia and the
West face-to-face. The consequences of any such con-

he said it was agreed
at the Paris confer-

European and NATO states, including the US and
UK, have provided huge support to Ukraine by way
of money and military hardware from the time the
war began over two years ago. Given the huge mis-
match between Ukraine and Russia in every respect,
Kyiv is finding it difficult to face the enemy without
western support which, on the other hand, is facing
economic constraints in providing for the war. Much
will change if Donald Trump wins.

the Wom-

L e a g u e
(WPL) has stormed onto
the cricketing scene, leav-
ing fans enthralled with
dazzling displays of skill,
thrilling encounters, and
emerging talents. As the
first week of the 2024
WPL came to a close, the
stage was set for a capti-
vating journey through a
league that continues to
redefine women’s cricket.
As the first week con-
cluded, Delhi Capitals se-
cured a 25-run victory
over Royal Challengers
Bangalore, capping off a
week filled with last-ball
thrillers and spectacular
individual performances.
The points table began tak-
ing shape, with Mumbai
Indians, Royal Challeng-
ers Bangalore, and Delhi
Capitals occupying the top
positions, separated only
by net run rate. However,
the Gujarat Giants and UP
Warriorz faced challenges,
grappling with many is-
sues which has relegated
them to the bottom of the
table for now.
Individual performances
have added much needed
spice to the competition,
withSmritiMandhanafrom
RCB, after a lacklustre sea-
son in 2023, bouncing back
strongly. She currently
holds the Orange Cap with
130 runs in three matches at
a strike rate of 160.49. Sha-
fali Verma, from Delhi
Capitals, has also been
among runs, overcoming a
shakystarttorecordsucces-
sive fifties, amassing 114
runs in three matches at a
strike rate of 140.24.
Alice Capsey, a key
player for Delhi Capitals,
maintained her form with
crucial contributions both
with the bat and ball. Her
dynamic performance
against RCB for Delhi
Capitals, scoring 75 runs
and taking two wickets,
marked a sensational debut
in the WPL. Shafali and
Capsey are the big reasons
why Delhi finds itself at
the top of the points table.
Indian Captain and now
the Mumbai Indians skip-
per, Harmanpreet Kaur
,demonstrated her fine
form as she led from the
front in the first two match-
es. Notching up scores of
55 against Delhi Capitals
and an unbeaten 46 against
Gujarat Giants, Kaur
showcased her prowess
as a dependable chas-
er. Her strategic use
of paddle sweeps
and reverse sweeps
highlighted her ability
to control the game.
Among the bowlers,
Amelia Kerr’s all-round
brilliance has earned her
the Purple Cap, leading the
bowling charts with seven
wickets. Her all-round
skills, including handy
cameos with the bat, rein-
forced her status as one of
the standout performers in
the tournament.
Meanwhile, the dynamic
South African pace-bowl-
ing duo of Shabnim Ismail
and Marizanne Kapp have
also made their presence
felt in the tournament. Is-
mail’s explosive 3/18 per-
formance for Mumbai In-
dians against Gujarat Gi-
ants showcased her ability
to dismantle batting line-
ups during the powerplay.
Kapp, meanwhile, played a
pivotal role in Delhi Capi-
tals’first win, orchestrating
a masterful spell that dis-
mantled UP Warriorz, re-
ducing them to 16/3.
It’s not just the seamers
who are finding success at
the competition but also
Asha Sobhana, the under-
dog spinner from Royal
ChallengersBangalore.She
etched her name in WPL
history with a mesmerizing
five-wicket haul against
U.P Warriorz drawing par-
allels with the legendary
Anil Kumble. Asha’s
achievement has added a
touch of history to the un-
folding drama of the WPL.
The bottom of the table
is occupied by Gujarat Gi-
ants, who find themselves
in a familiar territory,
struggling to find a win-
ning formula. Despite re-
vamping their team, early
signs indicate a lack of
cohesion in their playing
XI. Last season’s wooden
spoon holders faced com-
prehensive defeats against
Mumbai Indians and Roy-
al Challengers Bangalore,
failing to post threatening
totals in both matches.
In the midst of this crick-
eting carnival, one player
who has emerged from
relative obscurity to steal
the spotlight is Sajana Sa-
jeevan. Picked by Mumbai
Indians, the 29-year-old
all-rounder from Wayanad
showcased her mettle in a
thrilling debut. Her first-
ball six in the final over
handed Mumbai Indians an
incredible win against Del-
hi Capitals, making her an
instant sensation.

The announce- ment of the candidates is awaited, but the election campaign seems to have intensified. It is often seen in Lok SabhaandAssemblyelec- tions that many veterans contest polls from more than one seat. Reason be- hind this may be search for a safe seat or fight to prove oneself. If we look at the electoral history, some candidates have contested not one, not two, but even three seats. PM Narendra Modi con- tested from two constitu- encies in 2014 Lok Sabha polls. PM Modi was a candidate from two seats, Varanasi and Vadodara. He won both seats but later left Vadodara seat. The strategy behind Modi’s move to go from Gujarat to Varanasi to contest LS polls might have been formula de- rivedfrom historicalprec- edence. Historically, most PMs in the country have ascended to power by winning polls in Uttar Pradesh, which boasts a maximum of 80 Lok Sab- ha seats. In the 2019 LS polls, Rahul Gandhi contested from two seats, UP’sAm- ethi and Wayanad in Ker- ala. While he lostAmethi, he won fromWayanad. In the past too, leaders like Indira Gandhi, Atal Bi- hariVajpayee, Sonia Gan- dhi, and LK Advani have contested from more than one seat. Similarly, in 1957, Va- jpayeecontested elections from three seats in UP, includingBalrampur,Ma- thura, and Lucknow. In theyear1980,IndiraGan- dhi contested elections from two seats and won both seats. But what is the rule be- hind this? What is the maximum number of seats a candidate can run for in an election? How many seats can a candi- date contest from, one, two, three, or four? T LEADERS CONTESTING ON MORE THAN ONE SEAT CAUSE LOSS TO THE GOVERNMENT EXCHEQUER After a candidate wins both seats, one seat has to be vacated within 10 days of the election results. Once the seat becomes vacant, the Election Commission has to conduct by-elections there. However, on one hand, the Election Commission has to struggle in this entire process, on the other hand, it leads to an unnecessary financial burden on the public exchequer. Many recommendations were also made against the rule of contesting elections from more than one seat. In 2019, a petition in this regard was also filed with the Supreme Court. The Election Commission also supported it. However, the government said that this would violate the rights of the candidates. WHYLEADERS CONTESTELECTIONS MULTIPLE SEATS? FROM l Modi, Sonia, Rahul, Atal, Advani all have contested polls from two or more seats l NT Rama Rao is the only leader who has won elections on all three seats simultaneously In 1996 one could contest polls on only two seats! he rules for con- testing elections are clear from the Representation of the People Act. It was made clear in Section 33 of this Act that a candidate can contest on more than one seat. This was the rule before 1996, wherein any candidate could contest elections on more than one seat. However, after 1996, Section 33 of this Act was amended to Section 33 (7) where it was decided that a candidate could contest elections for a maximum of two seats only. If a candidate wins more than one seat, he has to choose one of the two seats. Along with this, one seat has to be left after which a by-election is held on the vacated seat. In the 2014 Lok Sabha elections, PM Modi had to give up one seat. The same thing happened with Indira Gandhi, too, and she had to give up a seat after winning both. T NTR, stalwart from South, who won polls from all three seats! tal Bihari Vajpayee had contested elec- tions from 3 Lok Sabha constituencies in 1957. In 1977, when Indira Gandhi lost the elec- tions in her stronghold Rae Bareli, in 1980, apart from Rae Bareli, she also contested from Medak. In 1991, Vajpayee contested LS polls from UP’s Lucknow and MP’s Vidisha seats. LK Advani had won elec- tions from New Delhi and Gandhinagar. In 1999, UPA chairperson Sonia Gandhi con- tested elections from Bellary and Amethi. Mulayam Singh Yadav contested 2014 LS polls from Mainpuri and Azamgarh. In 2009, Lalu Yadav contested from Saran and Patli- putra. Former Hary- ana Deputy CM Devi Lal contested from three seats and was defeated on all three. Nandamuri Taraka Rama Rao, popularly known as NT Rama Rao, the veteran leader of the South, contested from three seats Hindu- pur, Nalgonda and Gudivada in the 1985 elections of the Andhra Pradesh Assembly and won all three. A Prime Minister Narendra Modi contested from two constituencies including Varanasi and Vadodara in the 2014 Lok Sabha elections. ajsamand Lok Sabha seat fall- ing in the Udaipur division is the only seat in the state, which comprises eight assembly seats in five districts. Deputy Chief Minister Diya Ku- mari was the MP from here in the BJP govern- ment, but after becoming MLA, she resigned from the post of MP. Four as- sembly constituencies of Rajsamand district fall under this constituency, including Rajsamand, Nathdwara, Kumbhal- garh, and Bhim. Apart from this, the Degana and Merta assemblies are in the Nagaur district, the Jaitaran assembly is in the Pali district, and theeighth seat, Beawar itself, has become a district. Dis- tance from Udaipur to Ra- jsamand is about 60 kilo- metres and at one time it was in Udaipur district. Due to short distance, place is closely connected to Udaipur from political as well as tourism & busi- ness standpoints. Four assembly constit- uencies of the district fall in Rajsamand seat, hence there is a maximum claim for tickets from here. When this LS seat was formed after the new de- limitation in 2008, in the first LS polls in 2009, Go- pal Singh Edwa won on a Congress ticket. Howev- er, he lost in 2014. Now, half a dozen contenders from Merta-Degana as- sembly seat are staking their claim from this seat. In recent assembly polls, BJP secured victory in all eight assembly seats of Rajsamand LS seat.With- in Rajsamand district, BJP achieved a clean sweep, winning in all four assemblies. In the last LS polls, BJP won here con- secutively. The assembly constituencies of Rajsamand are scattered and far-flung and their combination has changed the caste equation in this constituency, which by its name would be considered part of the tribal belt. The mixing of four assembly constituencies of Marwar and Mewar regions has created complications in the Rajsamand seat and influential leaders of both regions stake their claim here. The constituency has more or less the same proportion of Rajput, Jat and Brahmin voters and hence for its first general elections, this seat saw candidates from all three factions of the society battling it out. TOTAL RECALL 3RD LOK SABHA POLLS-1962 Nehru’s last poll; country saw three PMs in five years! Manoj Mathur Jaipur ndian politics had started taking a new turn by the time elections for the third Lok Sabha took place in 1962 and when Indira Gandhi had for- mally entered politics. Indira was made the President of Congress in 1959. The Congress con- tested and won elections under the leadership of the then Prime Minister Pandit Jawaharlal Nehru but in this election itself, disillusionment with Nehruvian socialism be- gan and its shine also di- minished. By making his daugh- ter the Congress Presi- dent, Nehru was also ac- cused of dynasty politics. Like the first two general elections, this time also a strong Opposition could not emerge, yet the vot- ing share and seats of the Congress decreased. Congress won 361 out of 494 parliamentary seats with a 44.72 per cent vote share and Pandit Nehru became the Prime Minis- ter for the third time. This was Nehru’s last election. The third Lok Sabha was formed in June and just three months later in Oc- tober 1962, the India- China war broke out. It is said that Nehru suffered a severe blow from this war, from which he could not recover. Nehru died on 27 May 1964. Lal Ba- hadur Shastri became the Prime Minister of India after Nehrus’ demise. Shastri died in 1966 after a tenure of 19 months. Then Gulzari Lal Nanda was made the interim PM. In late 1966, Indira Gandhi became the coun- try’s first woman Prime Minister. In this way, the country got three PMs during the tenure of the third Lok Sabha. Similar to previous general elections, the 3rd LS poll was lengthy, spanning 110 days from Feb 16 to June 6. The abolition of two-member parliamentary constitu- encies in 1961 main- tained 494 parliamentary seats. With 21.8 crore eligible voters, turnout reached 55.4%. Among 1,985 candidates, 856 forfeited their deposits. 66 women contested, with 31 securing a win. MANY STALWARTS INCLUDING VAJPAYEE LOST In the third Lok Sabha elections, prominent figures such as Dr Ram Manohar Lohia, Shripad Amrit Dange, AB Vajpayee, JB Kripalani, Balraj Madhok, Lalit Narayan Mishra, Ramdhan, and former Bihar CM Abdul Ghafoor faced defeat. Vajpayee, contesting from Balrampur and Lucknow, lost both. Congress leaders Subhadra Joshi defeated him in Balrampur, while BK Dhawan in Lucknow. Despite these losses, Vajpayee later served in Parliament as a Rajya Sabha member. JB Kripalani lost to Congress veteran VK Krishna Menon in Bombay City (North), and Balraj Madhok was defeated by Meharchand Khanna of Congress in New Delhi. l Indira Gandhi formally entered politics, also became a Prime Minister l 3 months after third Lok Sabha was formed, Indo-China war broke I APARTFROMCONG, FOURPARTIESTOUCHED DOUBLEFIGURES In the third Lok Sabha election, CPI secured 29 seats, making it the second-largest party, while the Swatantra Party, founded in 1959 by C. Rajagopalachari, secured 18 seats, coming in third with a 7.89% vote share. The Jan Sangh’s seats tripled compared to 1957, securing 14 seats with a 6.44% vote share. The strategy behind Modi’s move to go from Gujarat to Varanasi to contest LS polls might have been formula de- rived from historical prec- edence. Similarly, in 1957, Va- jpayee contested elections from three seats in UP, includingBalrampur,Ma- thura, and Lucknow. Apart from this, the Degana and Merta assemblies are in the Nagaur district, the Jaitaran assembly is in the Pali district, and the eighth seat, Beawar itself, has become a district. Movie featuring Ranveer Singh stuck due to I-T raids on main character hailing from Jpr First India Bureau Jaipur ndian movie producer Raj- kumar Hirani has been planning his next movie for a long time and it seemed that he finally had the right story to woo the audi- ence. However, now it appears that perhaps the entire script of the film may be changed or the film will not be made at the moment! But why would it come to this? Truth be told, Hirani was making a film on the life of Har- ish Jagtani of Jaipur! Jagtani is a big business- man of Congo and Hi- rani has cast Ranveer Singh to play Harish’s role in the film. But the recent Income Tax raid has changed the entire story of the film and there is information in ‘relevant circles’ about Harish’s assets being worth crores of rupees. Moreover, word is that now ED may also enter the case soon. On the other hand, there is news of Harish leaving India and shifting to London. Harish has assets worth crores of rupees in India and it is being said that Harish has allegedly tied up with a big builder and a big Congress leader to facilitate his movement out of the nation. Interestingly, Harish Jagtani used to run a small restaurant 15 years ago and built a huge em- pire worth billions of ru- pees in just 15 years. Jagtani is the owner of HJ Foundation, Service Air Cargo, Modern Con- struction, HJ Hospital, Shiv Sheetal Builders and is famous in foreign countries by the name of ‘Sir Harry’! His name also cropped up in controversy with the former President of Congo and recently, there was a lot of discus- sion in the city after he gifted a villa worth Rs 100 crore to his wife Neha in Jagatpura. Taiwan makes the bulk of the world’s semicon- ductors, about 65 percent, and 90 percent of the most advanced computer chips are Taiwan-made. These chips keep smartphones, cars and supercomputers running. This makes the small island nation extreme- ly important for the world. The TATA-PSMC venture will begin production soon and give the country the much-needed self-reliance in a key strategic sector. The announcement comes on the heels of Vedanta- Foxconn, another Taiwanese company, deal being called off. Union MinisterAshwini Vaishnav had said that the decision to call off the deal will not affect India’s semiconductor programme. The govern- ment’s nod to the TATA- PSMC venture proves him right. The decision gives India a prospective heft in a US-China dominated market. I PUTIN MINCES NO WORDS IN WARNING TO WEST hen President Emmanuel dropped a bomb- shell by stating that France did not rule out sending ground forces to Ukraine to fight the Russians it was presumed that it was an off-the-cuff remark. But it was not. After a barrage of criticism Macron stood by the remark which, he said, was “thought through and measured”. Germany, Poland and NATO immediately ruled out any possibility of western troops going to Ukraine as it would widen the conflict bringing Russia and the West face-to-face. The consequences of any such con- frontationistmovewouldbedisastrous.GermanChan- cellor Olaf Scholz calmed nerves when he said it was agreed at the Paris confer- ence that “there will be no ground troops, no soldiers on Ukrainian soil who are sent there by Eu- ropean states or NATO states”. In a warning which France and NATO should not ignore, Russian President Vladimir Putin spoke of a nu- clear war if Euro- pean ground troops were to land in Ukraine. He re- minded the “reck- less and irresponsi- ble” western lead- ers of the fate of past invaders like Napoleon and Hitler and said that those invading Russia now will meet a more tragic fate. European and NATO states, including the US and UK, have provided huge support to Ukraine by way of money and military hardware from the time the war began over two years ago. Given the huge mis- match between Ukraine and Russia in every respect, Kyiv is finding it difficult to face the enemy without western support which, on the other hand, is facing economic constraints in providing for the war. Much will change if Donald Trump wins. As the first week of the 2024 WPL came to a close, the stage was set for a capti- vating journey through a league that continues to redefine women’s cricket. As the first week con- cluded, Delhi Capitals se- cured a 25-run victory over Royal Challengers Bangalore, capping off a week filled with last-ball thrillers and spectacular individual performances. The points table began tak- ing shape, with Mumbai Indians, Royal Challeng- ers Bangalore, and Delhi Capitals occupying the top positions, separated only by net run rate. However, the Gujarat Giants and UP Warriorz faced challenges, grappling with many is- sues which has relegated them to the bottom of the table for now. Individual performances have added much needed spice to the competition, withSmritiMandhanafrom RCB, after a lacklustre sea- son in 2023, bouncing back strongly. She currently holds the Orange Cap with 130 runs in three matches at a strike rate of 160.49. Sha- fali Verma, from Delhi Capitals, has also been among runs, overcoming a shakystarttorecordsucces- sive fifties, amassing 114 runs in three matches at a strike rate of 140.24. Alice Capsey, a key player for Delhi Capitals, maintained her form with crucial contributions both with the bat and ball. Her dynamic performance against RCB for Delhi Capitals, scoring 75 runs and taking two wickets, marked a sensational debut in the WPL. Shafali and Capsey are the big reasons why Delhi finds itself at the top of the points table. Indian Captain and now the Mumbai Indians skip- per, Harmanpreet Kaur ,demonstrated her fine form as she led from the front in the first two match- es. Notching up scores of 55 against Delhi Capitals and an unbeaten 46 against Gujarat Giants, Kaur showcased her prowess as a dependable chas- er. Her strategic use of paddle sweeps and reverse sweeps highlighted her ability to control the game. Among the bowlers, Amelia Kerr’s all-round brilliance has earned her the Purple Cap, leading the bowling charts with seven wickets. Her all-round skills, including handy cameos with the bat, rein- forced her status as one of the standout performers in the tournament. Meanwhile, the dynamic South African pace-bowl- ing duo of Shabnim Ismail and Marizanne Kapp have also made their presence felt in the tournament. Is- mail’s explosive 3/18 per- formance for Mumbai In- dians against Gujarat Gi- ants showcased her ability to dismantle batting line- ups during the powerplay. Kapp, meanwhile, played a pivotal role in Delhi Capi- tals’first win, orchestrating a masterful spell that dis- mantled UP Warriorz, re- ducing them to 16/3. It’s not just the seamers who are finding success at the competition but also Asha Sobhana, the under- dog spinner from Royal ChallengersBangalore. She etched her name in WPL history with a mesmerizing five-wicket haul against U.P Warriorz drawing par- allels with the legendary Anil Kumble. Asha’s achievement has added a touch of history to the un- folding drama of the WPL. The bottom of the table is occupied by Gujarat Gi- ants, who find themselves in a familiar territory, struggling to find a win- ning formula. Despite re- vamping their team, early signs indicate a lack of cohesion in their playing XI. Last season’s wooden spoon holders faced com- prehensive defeats against Mumbai Indians and Roy- al Challengers Bangalore, failing to post threatening totals in both matches. In the midst of this crick- eting carnival, one player who has emerged from relative obscurity to steal the spotlight is Sajana Sa- jeevan. Picked by Mumbai Indians, the 29-year-old all-rounder from Wayanad showcased her mettle in a thrilling debut. Her first- ball six in the final over handed Mumbai Indians an incredible win against Del- hi Capitals, making her an instant sensation.
