BBMP's decision to stop collecting garbage from apartments is illegal and violates environmental laws. The Municipal Solid Wastes Management and Handling Rules of 2000 clearly state that BBMP is solely responsible for collecting, transporting, and disposing of all municipal solid waste generated within its jurisdiction. No law defines or allows for a "bulk waste generator" category. While KMCA addresses accumulation of filth, it does not apply to daily garbage generation or override BBMP's obligations under national environmental laws. If BBMP fails to comply, penalties including fines and imprisonment can be imposed on the department heads as per the Environment Protection Act of 1986.
