3. Choosing Subject?
Energy – saving (Policies, Education, Advocacy
campaigns)
Citizens’ participation
Waste Recycling/Management
Renewable Energy – Solar power
- Wind energy
- Hydropower
Sustainable Development
Energy policy for the future
Waste to energy
4. SUBJECTS :
Waste Management/ Recycling
The reason to choose : common in our country
The relationship between climate change & waste
management :
5. Issues & challenges :
Public participation is low or lacking
Waste separation at source is not being practiced
Rising population vis a vis waste volume
Absence of state of the art technology facility due to financial constraints
Poor implementation or enforcement of laws
Low institutional capacity(Technical, Human resource)
Limited area for another landfill (need to adopt alternative technology)
Sustainable planning development for closed waste mgt. facility (post closer
plan)
6. ISSUES &
CHALLENGES
GOAL & TARGET STRATEGIES
1. Low public
participation or
compliance
100% public participation
by 2020
- incentivizing/rewards
- Advocacy dissemination to stakeholders (schools,
NGOs, communities)
- Include in school curriculum subject of recycling
- Community empowerment (special councils
authority)
- impose fines
2. Increase in waste
volume due to rising
population
Waste
avoidance/minimization
by 50%/ person by 2020
- Impose packaging regulation
- Campaign for reuse /reduce/recycle
- Impose volume-based waste fee
- Rewards & incentive
- Adopt a food/construction material bank system
3. Absence of state
of the art technology
& facilities due to
financial constraints
An incineration plant &
recycling facility (ALA
Seoul) to be in place by
2050
- Explore PPP
- Clustering of resource with neighboring cities
- Financing from the national govt. for prioritization
(common facility)
- Grants from foreign NGO’s
7. ISSUES & CHALLENGES GOAL & TARGET STRATEGIES
4. Poor Implementation of laws High rate of compliance - Training program for
enforcers
- Issue clear implementing
guidelines of laws
- Deputization of citizens
5. Law Institution Capacity - A trained, competent LG staff
by 2016
- Right people on the right job
in place by 2018
- Apply to SHRDC for trainings
- Provide funding for continuing
training education in
partnership with universities &
Technical inst.
- Empowering LG to implement
capacity-building programs
6. Sustainable post-closure
plans of waste facilities (i.e.
world cup park)
- Reusability of old/closed
facility by(?)
- Closure plan approved
- Implement innovative ideas
for change of use (like landfill
to golf course etc.
- Financing options (loans,
grants)
8. Conclusion
Our cities pale in comparison with Seoul city. But
with clear targets & goals to mitigate and adapt to
the effects of climate change, there are surefire
and doable strategies that can work well for each
city. With Seoul as benchmark, we can never go
wrong. Participants’ friendships and relationships
must not end here but rather a good start of
constant communications & networking so that we
can keep up with each other especially in the area
of climate change.
