by anyone;

accessible to people with disabilities and people who
do not yet have access to the Internet.

Recommends States to foster awareness and promote
use of OER, in order to facilitate several advantages
including;
- reduce barriers and widening access to education at
all levels
- improve cost efficiency in teaching and learning
