Failure to achieve the performance in 2016 of the target set is an indication of weakness in the existing competence in human resources, individual or organization. The main factor as the cause of the failure is not aligned with their competence and knowledge in-depth about the duties and responsibilities are handed over, so that the implementation of the task does not achieve the targets set. To achieve the performance targets set in 2017, then management must change strategy in manipulating the duties and responsibilities will be handed over to members of the organization, which is focused on 2 (two) things: duties engineering and responsibilities; and develop competence through the transformation of knowledge, skills and experience.
