BELGIUM AND SRI LANKA
– Belgium is a small country in Europe.
– Smaller in area than the state of Haryana.
– Shares borders with the France, Germany, Netherlands and
Luxembourg.
– It has a population little over a 1 crore which is half of the population
of the state Haryana.
– The ethnic composition of this small country is very unique.
– Majoritarian – when a majority community gathers powers and
begins to assert the same through political actions and orders, it is
said to have asserted majoritarian.
ETHNIC COMPOSITION OF BELGIUM
AND BRUSELS.
59% people live in Flemish region and
speak Dutch.
Remaining 1% are German speaking.
40% people live in Wallonia region
and speak French.
IN BRUSSELS [CAPITAL CITY]
80% people speak French and 20% people speaks Dutch.
BELGIUM AND SRILANA
– The minority French – speaking community was relatively rich and
powerful. This was resented by the Dutch – speaking community
who got the benefit of economic development and education much
later. This led to tensions between the Dutch- speaking and French –
speaking communities during the 1950s and 1960s.
– Brussels presented a special problem – the Dutch speaking people
constituted a majority in the country, but a minority in the capital.
BELGIUM AND SRILANKA
– Sri Lanka is an island nation, just a few kilometers off the southern coast
of Tamil Nadu. It has about two crore people, about the same as in
Haryana.
– Sri Lanka has a diverse population. The major social groups are the
Sinhala speakers (74%) and the Tamil Speakers (18%).
– Tamil natives of the country are called “Sri Lankan Tamils” (13%). The
rest whose forefathers came from India as plantation workers during
colonial period are called “Indian Tamils.”
– Most of the Sinhala speaking people are Buddhists, while most of the
Tamils are Hindus or Muslims. There are about 7% Christians who are
both Tamil and Sinhala.
MAJORITARIANISM IN SRI
LANKA
– Sri Lanka emerged as an independent country in 1948. The leaders of the Sinhala
community sought to secure dominance over government by virtue of their majority.
As a result, the democratically elected government adopted a series of Majoritarian
measures to establish Sinhala supremacy.
– In 1956, an Act was passed to recognize Sinhala as the only official language, thus
disregarding Tamil. The governments followed preferential policies that favored
Sinhala applicants for university positions and government jobs.
– A new constitution stipulated that the state shall protect and foster Buddhism. These
measures made the Tamils feel alienated and isolated in their own nation. They
believed that none of the major political parties led by the Buddhist Sinhala leaders
were sensitive to their language and culture and that the constitution and government
policies deprived them of equal political rights and opportunities of employment and
development.
– The Sinhala – Tamil camaraderie only worsened with time.
ACCOMMODATION IN
BELGIUM
– The Belgian leaders took a different path. They recognized the existence of
regional differences and cultural diversities.
– Between 1970 and 1993, they amended their constitution four times so as to work
out an arrangement that would enable everyone to live together within the same
country.
– Elements of Belgian model
– Constitution prescribes that the number of Dutch and French speaking ministers
shall be equal in the central government. Some special laws require the support of
majority of members from each linguistic group. Thus, no single community can
make decisions unilaterally.
ACCOMMODATION IN
BELGIUM
– Many powers of the central government have been given to state governments of
the two regions of the country. The state governments are not subordinate to the
central government.
– Brussels has a seprate government in which both the communities have equal
representation. The French, speaking people accepted equal representation in
Brussels because the Dutch – speaking community has accepted equal
representation in the Central government.
– Apart from the central and the state government, there is a third kind of
government. This community government is elected by people belonging to one
language community – Dutch, French and German speaking – no matter where
they live. This government has the power regarding cultural, educational and
language related issues.
ACCOMMODATION IN
BELGIUM
– When many countries of Europe came together to form the European Union,
Brussels was chosen as its headquarters.
– Conclusion of the both stories
– Both are democracies.
– In Belgium, the leaders have realized that the unity of the country is possible only
by respecting the feelings and interests of different communities and regions.
Such a realization resulted in mutually acceptable arrangements for sharing
powers.
– Sri Lanka shows us a contrasting example. It shows us that if a majority
community wants to force its dominance over others and refuses to share power, it
can undermine the unity of the country.
WHY POWER SHARING IS
DESIRABLE ??
– Firstly, power sharing is good because it helps to reduce the possibility of conflict
between social groups

– Power Sharing Among Social Groups:
– Power may also be shared among different social groups. In a diverse country; like India; there
are various social, linguistic and caste groups and power is shared among each group. For
example; people from the minority communities, OBCs, and SC & ST are given reservation so
that there could be adequate representation for them in the government machinery.
– Power Sharing Among Various Pressure Groups:
– Power sharing among various political parties is more apparent for most of the people. Usually the
largest political party or the largest political coalition becomes the ruling party. The other parties
form the opposition. While opposition is not in power, it is responsible for seeing to it that the
ruling party functions as per the wishes of the people. Heads of various committees comes from
various political parties; which is another way of sharing power among different political parties.
– Pressure groups also get their share in power. For example; the trade unions, ASSOCHAM,
students’ union, etc. get some power by certain mechanisms. Representatives of these
associations become part of many decision making bodies and thus enjoy their share of power.

Power sharing

  • 1. POWER SHARING MADE BY :- SACHI H JADHAV CLASS - 10
  • 2. BELGIUM AND SRI LANKA – Belgium is a small country in Europe. – Smaller in area than the state of Haryana. – Shares borders with the France, Germany, Netherlands and Luxembourg. – It has a population little over a 1 crore which is half of the population of the state Haryana. – The ethnic composition of this small country is very unique. – Majoritarian – when a majority community gathers powers and begins to assert the same through political actions and orders, it is said to have asserted majoritarian.
  • 3. ETHNIC COMPOSITION OF BELGIUM AND BRUSELS. 59% people live in Flemish region and speak Dutch. Remaining 1% are German speaking. 40% people live in Wallonia region and speak French. IN BRUSSELS [CAPITAL CITY] 80% people speak French and 20% people speaks Dutch.
  • 4. BELGIUM AND SRILANA – The minority French – speaking community was relatively rich and powerful. This was resented by the Dutch – speaking community who got the benefit of economic development and education much later. This led to tensions between the Dutch- speaking and French – speaking communities during the 1950s and 1960s. – Brussels presented a special problem – the Dutch speaking people constituted a majority in the country, but a minority in the capital.
  • 5. BELGIUM AND SRILANKA – Sri Lanka is an island nation, just a few kilometers off the southern coast of Tamil Nadu. It has about two crore people, about the same as in Haryana. – Sri Lanka has a diverse population. The major social groups are the Sinhala speakers (74%) and the Tamil Speakers (18%). – Tamil natives of the country are called “Sri Lankan Tamils” (13%). The rest whose forefathers came from India as plantation workers during colonial period are called “Indian Tamils.” – Most of the Sinhala speaking people are Buddhists, while most of the Tamils are Hindus or Muslims. There are about 7% Christians who are both Tamil and Sinhala.
  • 6. MAJORITARIANISM IN SRI LANKA – Sri Lanka emerged as an independent country in 1948. The leaders of the Sinhala community sought to secure dominance over government by virtue of their majority. As a result, the democratically elected government adopted a series of Majoritarian measures to establish Sinhala supremacy. – In 1956, an Act was passed to recognize Sinhala as the only official language, thus disregarding Tamil. The governments followed preferential policies that favored Sinhala applicants for university positions and government jobs. – A new constitution stipulated that the state shall protect and foster Buddhism. These measures made the Tamils feel alienated and isolated in their own nation. They believed that none of the major political parties led by the Buddhist Sinhala leaders were sensitive to their language and culture and that the constitution and government policies deprived them of equal political rights and opportunities of employment and development. – The Sinhala – Tamil camaraderie only worsened with time.
  • 7. ACCOMMODATION IN BELGIUM – The Belgian leaders took a different path. They recognized the existence of regional differences and cultural diversities. – Between 1970 and 1993, they amended their constitution four times so as to work out an arrangement that would enable everyone to live together within the same country. – Elements of Belgian model – Constitution prescribes that the number of Dutch and French speaking ministers shall be equal in the central government. Some special laws require the support of majority of members from each linguistic group. Thus, no single community can make decisions unilaterally.
  • 8. ACCOMMODATION IN BELGIUM – Many powers of the central government have been given to state governments of the two regions of the country. The state governments are not subordinate to the central government. – Brussels has a seprate government in which both the communities have equal representation. The French, speaking people accepted equal representation in Brussels because the Dutch – speaking community has accepted equal representation in the Central government. – Apart from the central and the state government, there is a third kind of government. This community government is elected by people belonging to one language community – Dutch, French and German speaking – no matter where they live. This government has the power regarding cultural, educational and language related issues.

ACCOMMODATION IN BELGIUM – When many countries of Europe came together to form the European Union, Brussels was chosen as its headquarters. – Conclusion of the both stories – Both are democracies. – In Belgium, the leaders have realized that the unity of the country is possible only by respecting the feelings and interests of different communities and regions. Such a realization resulted in mutually acceptable arrangements for sharing powers. – Sri Lanka shows us a contrasting example. It shows us that if a majority community wants to force its dominance over others and refuses to share power, it can undermine the unity of the country.
  • 10. WHY POWER SHARING IS DESIRABLE ?? – Firstly, power sharing is good because it helps to reduce the possibility of conflict between social groups

  • 13. FORMS OF POWER - SHARING – Power Sharing Among Social Groups: – Power may also be shared among different social groups. In a diverse country; like India; there are various social, linguistic and caste groups and power is shared among each group. For example; people from the minority communities, OBCs, and SC & ST are given reservation so that there could be adequate representation for them in the government machinery. – Power Sharing Among Various Pressure Groups: – Power sharing among various political parties is more apparent for most of the people. Usually the largest political party or the largest political coalition becomes the ruling party. The other parties form the opposition. While opposition is not in power, it is responsible for seeing to it that the ruling party functions as per the wishes of the people. Heads of various committees comes from various political parties; which is another way of sharing power among different political parties. – Pressure groups also get their share in power. For example; the trade unions, ASSOCHAM, students’ union, etc. get some power by certain mechanisms. Representatives of these associations become part of many decision making bodies and thus enjoy their share of power.
