Strategy for New India
• The government’s goal is for India to be a USD 5.0 trillion economy
• First, development must become a mass movement, in which every Indian recognizes
his/her role and also experiences the tangible benefits accruing to him/her in the form
of better ease of living.
• Second, development strategy should help achieve broad-based economic growth to
ensure balanced development across all regions and states and across all sectors.
• Third, the strategy when implemented, will bridge the gap between public and private
sector performance.

• National Infrastructure Pipeline (NIP) Rs.111 lakh crore ($1.5 trillion) in
Infrastructure with energy, roads, urban infrastructure, Railways having
major share in it.
• Railway alone has a share of about Rs.13.58 lakh crore in it.
• 724 identified Railway projects (Centre and States) for between 2020-25
of which 697 projects worth Rs.11.97 lakh crores will be implemented in
EPC mode and 27 projects worth Rs.1.61 lakh crore will be through PPP
mode.
National Infrastructure Pipeline
PM’s GatiShakti…
The GatiShakti National Master plan, supported by seven engines of
Infrastructure, aim to develop a multi-modal network with
comprehensive support for planning, financing, innovation and
technology.
Launched on 13th Oct. 2021
 Indian Railways carries only 27-28% of the freight traffic and 20% of
passenger traffic loosing even intercity travel to emergence of other
modes such as domestic civil aviation.
 National Rail Plan, Vision 2024 - 100% electrification, multi-tracking
of congested routes, upgradation of speed to 160 kmph on Delhi-
Howrah and Delhi-Mumbai routes, upgradation of speed to
130kmph on all other Golden Quadrilateral-Golden Diagonal
(GQ/GD) routes and elimination of all Level Crossings on all GQ/GD
route.

 Indian Railways achieves an originating Freight loading of 1512 MT
in 2022-23 (growth of 7% )
 Mission By 2030 ---> 2030 MT
MISSION 2030
Vision: To develop capacity, infrastructure and enhance rail
freight share ahead of the demand. Develop capacity by 2030
that will cater to growing demand up to 2050.
 Create a ‘future ready’ Railway system by 2030.
 Formulate strategies based on both operational capacities
and commercial policy initiatives to increase modal share of
Rlys in freight to 45%.

India jumps 79 positions from 142nd (2014) to 63rd (2022) in Ease of

Construction Permits: India’s ranking :- 184 in 2014 and 27 in 2019.
Getting Electricity: India’s ranking :- 137 in 2014 and 22 in 2019.
Apart from these significant improvements, among the 190
economies, India ranks 13th in Protecting Minority Investors and
25th in Getting Credit.

Aiming to achieve ‘quick last-mile delivery', end transport-related challenges.
• Logistics costs have to be cut by half to be near global benchmarks by 2030 by
reducing the cost of logistics from 14-18% of GDP to global best practices of
8%.
• Being the 5th largest economy in the world, India aims to be among the top 10
in the LPI (Logistics Performance Index) by 2030.
• In 2023, India was ranked 38th in the LPI.
• Creating data-driven Decision Support Systems (DSS) to enable an efficient
logistics ecosystem.
• The policy’s target is to ensure that logistical issues are minimised, exports
grow manifold, and small industries and the people working in them benefit
significantly.

Multi-Modal Logistics Parks (MMLPs)
A Multi-Modal Logistics Park (MMLP) as an inter-modal freight-handling
establishment comprising warehouses, dedicated cold chain facilities, freight or
container terminals and bulk cargo terminals. It eases and optimizes merchandise
movement via Road, Rail, Waterway and Air.
Advantages & Significances of MMLP:
• Minimise Costs of Logistics (14% to 10%)
• Reduce cost of storage and trans-shipment
• Efficient Inventory planning (end-to-end visibility of inventory, collaboration, agility
and optimization)
• Optimize efficiency through technology (information technology infrastructure and
integrated Application Programming Interface (APIs) based platforms)
• Maximise Utilisation of Assets
• Environment Friendly (increased freight movement on higher sized trucks and rail )
• Social Benefit (Create employment opportunities)

Multi-Modal Logistics Parks (MMLPs)
 MOU with NHAI represented by National Highways Logistics Management Limited (NHLML) : 2021
 Objectives of improving logistics efficiency for goods generating and aggregating from ports, hinterland
and for the Country as a whole, RVNL and NHLML agreed to co-operate and collaborate with each
other in achieving the objectives for development of MMLP Project in an integrated manner.
 Role of RVNL - Design, planning, feasibility study, DPR, implementation and commissioning of the track
connectivity work for MMLPs.
 Separate MoUs and Agreements shall be drawn at appropriate stage for each MMLP which are planned
at 35 locations in the Country.
 35 MMLPs (JVs) will be incorporated. Following three(3) SPVs has been incorporated :
• “Chennai MMLP Pvt. Ltd.”, (NHLML: 40.18%, ChPA: 26.02%, RVNL: 26%, TIDCO: 7.80%)
• “Bengaluru MMLP Pvt. Ltd.” (NHLML: 51.29%, KIADB: 32.38%, RVNL: 16.33%)
• “Indore MMLP Pvt. Ltd.” (NHLML: 52.83%, MPIDC: 25.16%, RVNL: 22.01%)

Multi-Modal Logistics Parks (MMLPs)  MOU with NHAI represented by National Highways Logistics Management Limited (NHLML) : 2021  Objectives of improving logistics efficiency for goods generating and aggregating from ports, hinterland and for the Country as a whole, RVNL and NHLML agreed to co-operate and collaborate with each other in achieving the objectives for development of MMLP Project in an integrated manner.  Role of RVNL - Design, planning, feasibility study, DPR, implementation and commissioning of the track connectivity work for MMLPs.  Separate MoUs and Agreements shall be drawn at appropriate stage for each MMLP which are planned at 35 locations in the Country.  35 MMLPs (JVs) will be incorporated.
