GRID CONNECTED ROOFTOP AND SMALL SOLAR
POWER PLANTS PROGRAMME
 Target till 2019-20 : 4200 MW.
 Budgetary allocation : Rs. 5000 Crore.
 Central Financial Assistance of 30% is provided for general
category and 70% for special category States, NE States and
Islands.
 No Central Financial Assistance is provided for establishments
under commercial and industrial sector.
 Incentives is provided for Government Sectors/PSUs.
 Phase-II of Programme has ben initiated

 17 States have come out with Solar Policy supporting
grid connected rooftop systems
 SERCs of 31 States/UTs have notified regulations for
net- metering/gross-metering
 States/UTs where regulations for net- metering/gross-
metering are yet to be notified:
 Arunachal Pradesh
 Telangana
 Manipur
 Mizoram
 Nagaland
FISCAL INCENTIVES FOR SOLAR ROOFTOP
SYSTEMS
 Accelerated depreciation
 80%(of Project Cost) for 1st year
 10% for 2nd year
 10% for 3rd year
 Concessional custom duty
 Excise duty exemptions
 Income tax holiday for 10 years for plants set up by
2020
 Under Priority Sector Lending, loans are available upto
Rs. 10 lakhs for individuals & upto Rs. 15 crore for
renewable energy projects
 Bank loans as a part of home loan/ home improvement
loan for solar rooftop systems
 Loans available for system aggregators from IREDA,
SBI and ADB at concessional interest rate

 Identification of rooftop & vacant areas in Govt / PSU
buildings
 Data of about 55 Ministries indicates RTS potential of
5900 MW
 8 meetings held in the Cabinet Secretariat with
Departments
 Commitment certificates obtained from Ministries
 Expert PSUs empanelled
 Project management consultancy charges (3%) : by
MNRE
 PSUs have created Solar Cells + site assessments
 Bidding process for RESCO & CAPEX being started

STANDARDISATION OF RTS DOCUMENTS
 Model bidding documents were developed for both
CAPEX and RESCO modes
 Draft of following documents have been prepared
and vetted by Ministries of Law and Finance
o Memorandum of Understanding (MoU) for execution between
Organisation/ULB/Ministry/Departments and PSU’s
o Engineering, Procurement and Construction Agreement for
CAPEX /Ownership mode
o Power Purchase Agreement for RESCO /PPA mode RTS
 On the basis of the standardized documents, SECI’s
1000MW tender will be floated

PROPOSED ROOFTOP SOLAR INCENTIVE
SCHEME FOR DISCOMS
 To bring DisComs in the forefront for RTS implementation
 Providing them performance enabling financial support
 Providing support of Rs. 500 cr to DISCOMs for supporting
capacity of 1350 MWp by 2019-20.
 Maximum financial assistance provided: Rs. 37.5 lakh per
installed MW of RTS.
 To support the DisComs to
 develop RTS cell
 assess up gradation and modernization requirements of their
distribution network
 facilitate demand aggregation
 develop consumer awareness
 develop enabling forms/ processes,
 Enable meter/ equipment procurement
 capacity development etc.
PROPOSED RTS SCHEME FOR ULBS
 To focus on upcoming building so as to have RTS
installation.
 To enable RTS development from planning stage,
Ministry of Urban Development (MoUD) has
recently amended Model Building Bye-laws for
including RTS plants for major building projects
 ULBs to play pivotal role in accelerating the RTS by
means of implementation of building bye-laws,
building approvals, etc.
 MNRE proposes an incentive and award scheme
for ULBs through this scheme.

Surya Mitras
 Mobile App has been developed by NIC
to give complete details required for
RTS installation.
 Geo-Tagging of Projects with ISRO

solarrooftop.gov.in
 For empanelment applications
 To enter customer interest

 To enter PCRs of executed projects
etc.

GRID CONNECTED ROOFTOP AND SMALL SOLAR POWER PLANTS PROGRAMME  Target till 2019-20 : 4200 MW.  Budgetary allocation : Rs. 5000 Crore.  Central Financial Assistance of 30% is provided for general category and 70% for special category States, NE States and Islands.  No Central Financial Assistance is provided for establishments under commercial and industrial sector.  Incentives is provided for Government Sectors/PSUs.  Phase-II of Programme has ben initiated Achievement vis-a-vis Target Allocation Incentives for General Category States/UTs Incentives for Special Category States/UTs 80% and above Rs.18,750/- per kW Rs.45,000/- per kW Below 80% and upto 50% Rs.11,250/- per kW Rs.27,000/- per kW Below 50% Rs.7,500/- per kW Rs.18,000/- per kW

PRESENT STATUS: POLICIES AND REGULATIONS  17 States have come out with Solar Policy supporting grid connected rooftop systems  SERCs of 31 States/UTs have notified regulations for net- metering/gross-metering  States/UTs where regulations for net- metering/gross- metering are yet to be notified:  Arunachal Pradesh  Telangana  Manipur  Mizoram  Nagaland
  • 4. FISCAL INCENTIVES FOR SOLAR ROOFTOP SYSTEMS  Accelerated depreciation  80%(of Project Cost) for 1st year  10% for 2nd year  10% for 3rd year  Concessional custom duty  Excise duty exemptions  Income tax holiday for 10 years for plants set up by 2020  Under Priority Sector Lending, loans are available upto Rs. 10 lakhs for individuals & upto Rs. 15 crore for renewable energy projects  Bank loans as a part of home loan/ home improvement loan for solar rooftop systems  Loans available for system aggregators from IREDA, SBI and ADB at concessional interest rate

INSTALLATION OF ROOFTOP SOLAR ON GOVERNMENT BUILDINGS  Identification of rooftop & vacant areas in Govt / PSU buildings  Data of about 55 Ministries indicates RTS potential of 5900 MW  8 meetings held in the Cabinet Secretariat with Departments  Commitment certificates obtained from Ministries  Expert PSUs empanelled  Project management consultancy charges (3%) : by MNRE  PSUs have created Solar Cells + site assessments  Bidding process for RESCO & CAPEX being started

STANDARDISATION OF RTS DOCUMENTS  Model bidding documents were developed for both CAPEX and RESCO modes  Draft of following documents have been prepared and vetted by Ministries of Law and Finance o Memorandum of Understanding (MoU) for execution between Organisation/ULB/Ministry/Departments and PSU’s o Engineering, Procurement and Construction Agreement for CAPEX /Ownership mode o Power Purchase Agreement for RESCO /PPA mode RTS  On the basis of the standardized documents, SECI’s 1000MW tender will be floated

PROPOSED ROOFTOP SOLAR INCENTIVE SCHEME FOR DISCOMS  To bring DisComs in the forefront for RTS implementation  Providing them performance enabling financial support  Providing support of Rs. 500 cr to DISCOMs for supporting capacity of 1350 MWp by 2019-20.  Maximum financial assistance provided: Rs. 37.5 lakh per installed MW of RTS.  To support the DisComs to  develop RTS cell  assess up gradation and modernization requirements of their distribution network  facilitate demand aggregation  develop consumer awareness  develop enabling forms/ processes,  Enable meter/ equipment procurement  capacity development etc.

PROPOSED RTS SCHEME FOR ULBS  To focus on upcoming building so as to have RTS installation.  To enable RTS development from planning stage, Ministry of Urban Development (MoUD) has recently amended Model Building Bye-laws for including RTS plants for major building projects  ULBs to play pivotal role in accelerating the RTS by means of implementation of building bye-laws, building approvals, etc.  MNRE proposes an incentive and award scheme for ULBs through this scheme.
