The need for a clear definition at the beginning of a project is not simply a
preference; it is a necessity. As much as the Project Team may wish a
project to move to the next phase, it cannot do so until there is a sufficient
understanding of project requirements and adequate definition of project
outcomes to move ahead.
The project can progress or proceed when the amount of clarity and
definition is sufficient to convince the management and the team that the
outcome can be achieved within the allowable and estimated bounds of
time, resources, and quality of performance agreed before the project
starts.

The purpose of Project Startup is to begin to define the overall
parameters of a project and to establish the appropriate project
management, project controls and quality environment required to
complete the project.

The major deliverable for this process is the Project Definition
Document (PDD) - a collection of information used to describe the
environment that will govern the project and set the overall
parameters of the project that will serve as the main guide to follow
during project delivery process.
This preliminary plan will be refined during Project Planning and
iteratively throughout the entire project management lifecycle and
will serve as the main guide to follow during Project Execution and
Control.
