NATIONAL TRANSPORTATION COMMUNICATIONS for ITS PROTOCOL A communications protocol is a set of rules for how messages and data elements are coded and transmitted between electronic devices. The equipment at each end of a data transmission must use the same protocol to successfully communicate. NTCIP is a family of communication standards for transmitting data and messages between computer control devices used in Intelligent Transportation Systems.
