This document provides an agenda and background information on various topics related to CO2 emissions and climate change written by Paul Young, CPA, CGA. It includes sections on global CO2 polluters, air quality indexes, air pollution levels in New Delhi, comments from Canada's LPC Catherine McKenna on the country's emissions targets, expectations that China will launch a national carbon trading scheme, and a suggestion that Canada may already be carbon neutral.

Last year, Canada signed on to
the Paris Agreement, pledging to
reduce economy-wide greenhouse gas
emissions by 30 per cent below 2005
levels by 2030.
The government’s national carbon
pricing plan won’t kick in until next year,
McKenna told Kapelos, while phasing
out coal power plants and replacing
gas-guzzling buses and cars with light
rail in major cities also takes time.
The minister will likely need to use the
same arguments to convince the rest of
the world later this week in Bonn,
Germany, where she’ll be leading the
Canadian delegation at the United
Nations’ annual climate change
conference (COP23).Global TV – November 11, 2017

Expectations are growing in the run-up to global climate talks in Germany this week
that China is preparing to launch a national carbon trading scheme. Xi Jinping, China’s
leader, said two years ago that Beijing would launch an emissions trading system in
2017 that would almost certainly become the largest of its type, eclipsing that of the
EU. With time running out, government officials, industry experts and researchers at
Chinese think-tanks say Beijing could announce the scheme at the two-week Bonn
climate change meeting that opens on Monday. The expectations come as Beijing
signals its readiness to fill the gap in global climate leadership following President
Donald Trump’s decision to withdraw the US from the Paris climate change deal.
