❖ Biomass Power Plant is the most stable renewable power plant in term of
energy generation, comparing to other kinds of renewable power plant

❖ Measures of Adder and Feed-in Tariff (FiT) affects to electricity charge
burden, and direction of generating electricity from renewable energy
may cause risk to stability of electricity system.

❖ ASEAN Power Grid is balked. One of reasons is the lacking of policy and
organization to support among ASEAN

10. Policy Recommendations
1) Adjusting ratio of producing electricity from renewable
energy of each kind by following Alternative Energy Development Plan
(AEDP 2015) which considers capital cost and national benefits for producing
electricity from varied kind of renewable fuel in every aspects
2) Specify plan of using land for producing renewable fuel
3) Determine an organization to take responsibility to study and prioritize
suitability for buying electricity based on kind of renewable fuel in
term of location detail
4) Promote and support small renewable producer that can produce
and can apply to use within the community effectively
5) Promote and support policy that allow private sector to
produce renewable electricity efficiently and stably
11. Policy Recommendations
6) Regulate laws or principles on acceptation of buying electricity which may have
exception by considering reason of necessity or holistic information such as case
of buying electricity from waste-to-energy fuel which should be
accelerated and should reduce limitation of regulation that
become obstacles to the investment of building local power plant,
because it is more about environment management than power production
7) Rectify appropriate rate of buying electricity in format of Feed-
in Tariff (FiT)
8) Support development of renewable power plant via measures and
mechanics of economic motivation such as:
❖ Carbon Credit mechanisms
❖ Carbon tax law (Carbon Pricing Bill)
❖ Exceptional policy / tax reductions
