New Urbanism at its Best
A burgeoning technological corridor in the Dallas Fort Worth
area is home to Legacy Business Park, the headquarters of such
corporate giants as Frito-Lay, J.C. Penney, Dr. Pepper/Seven Up and
ATT Wireless.
With some 36,000 employees working in the park, a center was
needed to house and provide entertainment and daily amenities to
the affluent newcomers. CallisonRTKL was hired to provide urban
design services for the preparation of a land-use and development
plan for a 150-acre mixed-use town center abutting a business
park.
By incorporating design elements that humanize the public
appearance of the development, the design team was able to
create a dynamic street life. Sensitive sense of scale, thoughtful
adjacencies and an appropriate mix of spaces generate a
pedestrian-friendly environment that virtually eliminates the
need for cars. Ground-level shops and restaurants are located
below residential housing units, making it a convenient and active
community with a built-in neighborhood watch. Landscaping,
environmental graphics and public art add visual interest and
excitement, creating an appealing, secure and user-friendly place
to go.

Transit Creates a New Front Door
Located four miles north of downtown Dallas, Mockingbird Station
is an urban-chic, mixed-use village linked directly to a Dallas Area
Rapid Transit light-rail station via a welcoming pedestrian bridge.
The first mixed-use project in Texas specifically designed and built
for a light-rail train station, it includes 211 upscale loft residences,
140,000 SF of office space, and 180,000 SF of space for retail,
theaters, and restaurants, parking and an enclosed public plaza,
all linked to the station. Today, commercial and residential tenants
are drawn to Mockingbird Station as much for its convenience as
its true urban character, which mixes materials, architectural styles
and unprecedented amenities to create a lively community.

District Revitalization
Victory Park Block D involved transforming a mundane parking
structure into an iconic block of retail, restaurants, and parking.
A dramatic architectural roof was added to define the block
and provide shade for outdoor seating at the restaurant.
Retail storefronts were added along Victory Park Lane to help
activate the streetscape. The unexpected fusion of eye-catching
murals integrated with artistic signage and wayfinding creates
a memorable experience that inspires curiosity and creativity,
amplifies the spirit of Victory Park and brings visitors back again
and again.
For Block G, one of the development’s assets was also one
of its biggest challenges: the 9-plex cinema atop a six-level parking
structure offered views of the downtown skyline via a huge glass
façade in the lobby, but posed obstacles with regard to access,
parking and security for the adjacent residential tower. CRTKL’s
design solution was to break down the scale of the project into
three sections, maintaining a pedestrian scale and, in doing so,
creating a pool terrace fronting a park with downtown views. The
cinema and parking structure, also the anchor for the southern
end of Victory Park’s main retail street, are clad with a perforated,
creatively lit metal scrim, enhancing visual appeal. With the City of
Dallas’s green design standards in mind, the parking requirement
was reduced by 60 spaces due to proximity to light rail transit, and
a bike shop open to the public has street frontage

Public/private Collaboration Breeds a
New Community Center
In the early 1990s, the town of Addison, Texas partnered with
CRTKL to identify a unique personality for the Dallas suburb. The
result was the transformation of an 80-acre site into a hub of
community living for Addison’s residents.
Respecting the town’s moratorium on garden-style apartments,
CRTKL created a high-density urban district that supports 3,500
residential units and up to 4,000,000 SF of office, hotel and retail
space. More importantly, a pedestrian-friendly street grid, a series
of public parks and a landmark sculpture define an outdoor focus
for the development.
Next to a traffic-calming rotary, three mid-rise buildings surround
structured parking and embrace a public park with trees preserved
during design and construction. A public esplanade and adjacent
retail, residential and office structures extend toward the Dallas
North Tollway to establish a highly visible commercial presence.
This award-winning district is a groundbreaking example of
a public-private partnership that has produced a sustainable
alternative to suburban sprawl.

Something for Everyone in Uptown
The State-Thomas Area Plan was commissioned by a coalition of
property owners to guide the rezoning of a planned development
district of 130 acres adjacent to the Dallas Central Business
District. CRTKL’s effort towards the creation of a plan involved
frequent meetings over a one-year period with neighborhood
residents, property owners, city staff members, and community
organizations. Responding to the concerns of the residents,
property owners, and city planning department proposals, CRTKL
established a framework for development which greatly extended
the range of housing types available in downtown Dallas.
The State-Thomas District represents a significant step forward
in the planning and urban design process both in the City of
Dallas and nationally. The lessons learned and techniques utilized
helped to blend public policy with economic realities and create
a vibrant and exciting mixed-use urban district, at the same time,
the planning effort creates a visually exciting environment with an
authentic sense of place. The consensus planning process allowed
for all parties to be satisfied with the final product, as well as
giving a greater sense of ownership. In the end, the State-Thomas
District redefines modern urban life creating a unique live, work,
play environment that is one of the fastest developing areas in
Dallas and signifies the rebirth of uptown.

One of the Largest Mixed-Use
Developments in North Texas
CallisonRTKL’s vision for Frisco Station, a 242-acre
mixed-use development near the Dallas Cowboys’
headquarters complex, includes office, medical,
hospitality and residential space as well as dining
and entertainment surrounding a 25-acre park with a
number of exciting amenities.
Sustainability is a unifying thread rather than a
secondary goal for the Frisco Station master plan.
The park’s landscape will encompass trails, gardens,
water features and urban plazas, and will serve as a
natural drainage site for the development’s stormwater
runoff, reducing traditional infrastructure needs. A
number of LEED certified buildings are planned, and
an emphasis on strong pedestrian connections within
a grid of densely developed blocks will reduce the
need for automobiles—a strategy made possible by a
change in zoning code that permits flexibility in future
development. When complete, Frisco Station will be one
of the largest mixed-use developments in north Texas.

CRTKL is designing a new 1.3-million SF, high-profile
academic hospital expansion for UT Southwestern
(UTSW) Medical Center, one of the country's leading
academic medical centers, patient-care providers, and
research institutions nationally ranked in six specialties
by U.S. News World Report's America's Best Hospitals.
The project did not begin as a replacement hospital,
however, but as an expansion to an existing hospital.
Initially in 2007, UTSW retained CRTKL to plan and
design an expansion of St. Paul University Hospital. The
medical center had recently purchased St. Paul, and
the fast-paced growth of the UTSW program made the
expansion a top priority. It was to include a new 285-bed
patient tower, emergency department, and diagnostic/
treatment platform.
After exploring all possible options for the expansion,
CRTKL and UTSW became convinced that any
hospital addition would be a compromise. Since the
proposed expansion was so large and included most
major hospital functions, the idea of building a new
replacement hospital on a nearby 34-acre site became
a reasonable possibility. Further study indicated that
the cost of building a new state-of-the-art facility
would approximately equal the cost of maintaining and
expanding the 1963-era St. Paul hospital.

Elements such as inpatient operating rooms, emergency
department, and imaging services will be included
to support patient care in the replacement hospital,
as well as support those functions remaining in the
original inpatient building. Support facilities will include
the replacement of the central plant and shipping and
receiving. The project will also include parking garages
and site utilities.

Modern Take on the Classic Hill
Country Aesthetic
Nestled among the rolling landscape of central Texas, Hill Country
Galleria provides a thoughtfully designed environment that
unites a village planned around a central main street concept and
anchored by retail.
The main street is broken up by a series of cross streets that
form a grid connecting each end of the site to a ring road; this
configuration allows for vehicular circulation around the site and
provides the best possible pedestrian experience in and around
the retail, office, and civic core. The architectural concept is a
modern take on the classic Hill Country aesthetic, using local
materials in an exciting and responsible way. A park creates a
signature public space that fronts a natural preserve area, lined
with residential buildings with views across the landscape to the
north. This melding of pedestrian-friendly vehicular streets creates
a comfortable townscape and maximizes opportunities for retailer
success in an underserved Austin market.
The client also commissioned CallisonRTKL for graphics and
signage that would be straightforward and utilitarian and provide
much-needed navigation. The design team saw an opportunity to
take the assignment one step further and created a solution that
was functional and cost effective but that also greatly contributed
to the overall sense of place and customer experience.
