Militarism – military buildup of Germany, esp. navy leads to nervousness
                       and buildup in other countries; internal pressure to use
                       military

Anarchy – No international organization like the UN or League of Nations to
                       diffuse international conflict

Leadership – Poor decision-making on the part of national leaders
