Background :
Artef the indipendence of Bangladesh in 1971 for
managing local economy and development,Union Parisad
was first formed in 1972,with the name of “Union
Panchaet” by Presidential Order No. 07. On 22nd March
in 1973 Presidential Order No. 22 was passed and the
name “Union Panchaet” was replaced by “Union
Council.” Then it consisted of 03 Wards each of them
having 03 members. In 1985 ‘ Bengal Local Autonomous
Government Act ’passed & the name of ‘Union Council’
was replaced by ‘Union Parishad’.At present Union
Parishad is operating under the Local Government (Union
Parishads) Act, 2009.

Introduction :
Union Parishads are the smallest rural administrative and
local government body at Union level in Bangladesh.Each
Union is made up of 09 Wards.Usually one village is
designated as a Ward..A Union Council consists of a
Chairman and twelve members including three members
exclusively reserved for women. There are 4,554 Unions in
Bangladesh
Section 8 of Union Parishad Act, 2009
declares Union Parishad as an administrative unit.
under the Article 152(1) of the Constitution of the
People’s Republic of Bangladesh.

The Union Parisad is formed with 13 members.They are
as follows :

Members (Common seats) : 09
Members (Reserved Seats) : 03
Total : 13
Except the election of reserved seats (for women
only), a union shall be divided into 9 wards; in each
ward a member shall be elected.
To elect the members of the reserved seats, a union
will be divided into 3 wards.
Kismatgonokoir Union Parishad situated at
Durgapur Upazilla in Rajshahi District. It is
about 45 km from the Office of the Deputy
Commissioner, Rajshahi. The Union
Parishad Complex accommodates the office
of itself as well as the office of Union Sub-
assistant Agriculture officer, BRDB,
Livestock department and others.

Working Strength
To create equality, equal distribution and participation of
people in Union Parishad at a large scale.
To give priority to the poor and ultra poor women
To build up an ideal model Union Parishad through the
development of education, communication, health,
nutrition, sanitation, women, use of modern technology
with the coordination between government and non-
government organization.
MISSION
Preparing 5 years plan, development works of rural infra-
structures;
Development with the help of Upazila education office in the
sector of primary and mass education,
 Law and order, environment, social and cultural related works;
Fixing and collecting taxes, fees etc;
Removal of family disputes, preparing and reserving lists of
widow, orphan, poor and distressed people and helping them;
Implementing e-governance, developing co-operative movement
and encouraging rural industrialization and extension;
 Execution of different types of social safety net programs.
Agriculture, fishery and livestock development in coordination
with the related officers.
Development in women and child welfare.
Development sanitation and creation of safe drinking water for
all.
Arrangement of socio cultural program and sports at different
level.
Disaster management and relief distribution.
Participation in health and family planning activities with the
collaboration of Upazila health and family planning department.
Renovation of graveyard and crematory places and their
development.
 Implementation of village court law in accordance with Village
Court Act, 2006.
 Other duties vested upon the Parishad by the government from
time to time.

3. Education, Primary and Mass Education, Health and
Family Planning related committee.
4. Social Welfare and disaster management related
committee.
5. Identification of taxes and collection related committee.
6. Rural infrastructure development and Conservation related
committee.
7. Culture and sports related committee.
8. Environment development and tree plantation related
committee.
9. Finance and establishment related committee.
10. Finance, Budget, Planning and local resource collection
related committee.
11. Public Health, Sanitation and supply of pure water related
committee
12. Law and Order related committee.
Vulnerable Group Development is in short form known as
VGD. Under this program, there are 124 beneficiaries
getting rice or wheat. 30 kg rice or wheat is distributed in
every month for every beneficiary. About 3.5 Metric Ton
is allotted for this Union parishad.
TR basically is a project development work. It’s area of
work including such like as road repair, establishment of
solar panel and mosque, mondir construction project.
Total allotment for the Noarai Union Parishad for the year
30 MT.
It is familiar as food for work. It is also project
development work. In this program, for every project 5
to more Metric Ton rice/wheat allotted. 32 MT are
allotted for the Union parishad in this year.
It is same as like as KHABHIKHA. It is known as
KajerBinimoye Taka. Project development work is
done by this program. Almost 8 lakh Tk is expenditure
by this program in year.
Excavation and re-excavation is done by this program. This
program duration length is 40 days. Road, embankment are
constructed by this program. Almost 45 lakh Tk is expenditure by
this work. The most important things that, absolutely poor people
are preferable to do this work.

Union Parishad Digital Services Center

  • 2. Background : Artef the indipendence of Bangladesh in 1971 for managing local economy and development,Union Parisad was first formed in 1972,with the name of “Union Panchaet” by Presidential Order No. 07. On 22nd March in 1973 Presidential Order No. 22 was passed and the name “Union Panchaet” was replaced by “Union Council.” Then it consisted of 03 Wards each of them having 03 members. In 1985 ‘ Bengal Local Autonomous Government Act ’passed & the name of ‘Union Council’ was replaced by ‘Union Parishad’.At present Union Parishad is operating under the Local Government (Union Parishads) Act, 2009.

Introduction : Union Parishads are the smallest rural administrative and local government body at Union level in Bangladesh.Each Union is made up of 09 Wards.Usually one village is designated as a Ward..A Union Council consists of a Chairman and twelve members including three members exclusively reserved for women. There are 4,554 Unions in Bangladesh
  • 5. Section 8 of Union Parishad Act, 2009 declares Union Parishad as an administrative unit. under the Article 152(1) of the Constitution of the People’s Republic of Bangladesh.

The Union Parisad is formed with 13 members.They are as follows : Chairman : 01 Members (Common seats) : 09 Members (Reserved Seats) : 03 Total : 13 Except the election of reserved seats (for women only), a union shall be divided into 9 wards; in each ward a member shall be elected. To elect the members of the reserved seats, a union will be divided into 3 wards.

  • 9. Kismatgonokoir Union Parishad situated at Durgapur Upazilla in Rajshahi District. It is about 45 km from the Office of the Deputy Commissioner, Rajshahi.   • 16. To create equality, equal distribution and participation of people in Union Parishad at a large scale. To give priority to the poor and ultra poor women To build up an ideal model Union Parishad through the development of education, communication, health, nutrition, sanitation, women, use of modern technology with the coordination between government and non- government organization.   • 19. Preparing 5 years plan, development works of rural infra- structures; Development with the help of Upazila education office in the sector of primary and mass education,  Law and order, environment, social and cultural related works; Fixing and collecting taxes, fees etc; Removal of family disputes, preparing and reserving lists of widow, orphan, poor and distressed people and helping them; Implementing e-governance, developing co-operative movement and encouraging rural industrialization and extension;  Execution of different types of social safety net programs.
  • 20. Agriculture, fishery and livestock development in coordination with the related officers. Development in women and child welfare. Development sanitation and creation of safe drinking water for all. Arrangement of socio cultural program and sports at different level. Disaster management and relief distribution. Participation in health and family planning activities with the collaboration of Upazila health and family planning department. Renovation of graveyard and crematory places and their development.  Implementation of village court law in accordance with Village Court Act, 2006.  Other duties vested upon the Parishad by the government from time to time.

Environment development and tree plantation related committee. 9. Finance and establishment related committee. 10. Finance, Budget, Planning and local resource collection related committee. 11. Public Health, Sanitation and supply of pure water related committee 12. Law and Order related committee.

  • 25. Vulnerable Group Development is in short form known as VGD. Under this program, there are 124 beneficiaries getting rice or wheat. 30 kg rice or wheat is distributed in every month for every beneficiary. About 3.5 Metric Ton is allotted for this Union parishad. TR basically is a project development work. It’s area of work including such like as road repair, establishment of solar panel and mosque, mondir construction project. Total allotment for the Noarai Union Parishad for the year 30 MT.

  • 27. It is familiar as food for work. It is also project development work. In this program, for every project 5 to more Metric Ton rice/wheat allotted. 32 MT are allotted for the Union parishad in this year. It is same as like as KHABHIKHA. It is known as KajerBinimoye Taka. Project development work is done by this program. Almost 8 lakh Tk is expenditure by this program in year.

  • 29. Excavation and re-excavation is done by this program. This program duration length is 40 days. Road, embankment are constructed by this program. Almost 45 lakh Tk is expenditure by this work. The most important things that, absolutely poor people are preferable to do this work.
