The Union Parishad is the smallest rural government body in Bangladesh, consisting of 13 members including a chairman and 12 members representing 9 wards (3 seats are reserved for women). The Kismatgonokoir Union Parishad has 9 wards covering an area of 31 square kilometers. It provides various services to citizens through committees and government programs, and faces challenges around development, education, health and infrastructure. It aims to promote equality, participation, and improve living standards through coordination with other organizations.
2. Background :
Artef the indipendence of Bangladesh in 1971 for
managing local economy and development,Union Parisad
was first formed in 1972,with the name of “Union
Panchaet” by Presidential Order No. 07. On 22nd March
in 1973 Presidential Order No. 22 was passed and the
name “Union Panchaet” was replaced by “Union
Council.” Then it consisted of 03 Wards each of them
having 03 members. In 1985 ‘ Bengal Local Autonomous
Government Act ’passed & the name of ‘Union Council’
was replaced by ‘Union Parishad’.At present Union
Parishad is operating under the Local Government (Union
Parishads) Act, 2009.

4. Introduction :
Union Parishads are the smallest rural administrative and
local government body at Union level in Bangladesh.Each
Union is made up of 09 Wards.Usually one village is
designated as a Ward..A Union Council consists of a
Chairman and twelve members including three members
exclusively reserved for women. There are 4,554 Unions in
Bangladesh

declares Union Parishad as an administrative unit.
under the Article 152(1) of the Constitution of the
People’s Republic of Bangladesh.

The Union Parisad is formed with 13 members.They are
as follows :

Members (Reserved Seats) : 03
Total : 13
Except the election of reserved seats (for women
only), a union shall be divided into 9 wards; in each
ward a member shall be elected.
To elect the members of the reserved seats, a union
will be divided into 3 wards.

9. Kismatgonokoir Union Parishad situated at
Durgapur Upazilla in Rajshahi District. It is
about 45 km from the Office of the Deputy
Commissioner, Rajshahi. The Union
Parishad Complex accommodates the office
of itself as well as the office of Union Sub-
assistant Agriculture officer, BRDB,
Livestock department and others.

25. Vulnerable Group Development is in short form known as
VGD. Under this program, there are 124 beneficiaries
getting rice or wheat. 30 kg rice or wheat is distributed in
every month for every beneficiary. About 3.5 Metric Ton
is allotted for this Union parishad.
TR basically is a project development work. It’s area of
work including such like as road repair, establishment of
solar panel and mosque, mondir construction project.
Total allotment for the Noarai Union Parishad for the year
30 MT.

27. It is familiar as food for work. It is also project
development work. In this program, for every project 5
to more Metric Ton rice/wheat allotted. 32 MT are
allotted for the Union parishad in this year.
It is same as like as KHABHIKHA. It is known as
KajerBinimoye Taka. Project development work is
done by this program. Almost 8 lakh Tk is expenditure
by this program in year.

program duration length is 40 days. Road, embankment are
constructed by this program. Almost 45 lakh Tk is expenditure by
this work. The most important things that, absolutely poor people
are preferable to do this work.
