13. PROBLEMS IN SPAIN
Increase in social struggles, without an answer from
governments.
Anticlericalism: the left parties considered that the
Church has slowed progress in Spain.
Military problem: to get the old prestige, the Army
began a colonial adventure in Morocco and they began
to take part in the political life.
Nationalist movements: in the Basque Country and
Catalonia, they demand more autonomy.
14. There was a quite important political instability,
from 1902 to 1907, with 5 conservative
governments and 5 liberal (progressive)
governments.
Due to the short length of these governments, they
are unable to any attempt of regeneration.

Tras el Desastre del 98 la opinión pública
española reaccionó con indiferencia.
Surge entonces un movimiento intelectual
y político, el regeneracionismo, que
atribuye las causas de esa situación a la
corrupción de los partidos del turno y al
atraso económico y social.
Los regeneracionistas hablaban de la
necesidad de modernizar el país, elevar
el nivel de vida y educativo y de
dignificar la vida política.
Toda la sociedad, los partidos políticos y
hasta el Rey estuvieron influidos por las
ideas regeneracionistas.

25. Maura’s reforms (Reformas
desde arriba)
He called these reforms, revolution “desde arriba”
to avoid a social revolution “desde abajo”
Electoral reform (electoral Act in 1907), but it
doesn’t change the fraud in the elections.
Introduction of social policies: ex. Law of Sunday
Rest (Descanso dominical) or Right to strike – to
give some rights to the proletariat – with an
objective: to rise the social bases support to the
system.

28. El caso de la revista ¡Cu-Cut!
y la Ley de Jurisdicciones de 1906
•En 1905 el periódico catalanista Cu-
Cut! publicó una caricatura contra el
Ejército. Un grupo de oficiales
respondió atacando y destrozando
su redacción.
•Consecuencias de este suceso:
-La Ley de Jurisdicciones (1906) por
la que los insultos al Ejército y a la
Patria serían juzgados por tribunales
militares. Era el triunfo del poder
militar sobre el poder civil.
-Avivó el catalanismo.
-Hará aumentar la presión del
Ejército para defender sus intereses.
29. MOROCCO
Spain got a part of Morocco, given by France to be
against Germany. In the Treaty of Algeciras (1906),
Spain and France divided the Moroccan sultanate under
a protectorate.
The project was supported by the King, the Army and
the industrial bourgeoisie due to their interests in the
railways’ lines construction and the exploitation of the
iron mines in the Rif (Northern region of Morocco).

Antecedents:
Conference of Algeciras – Spanish Protectorate in Morocco.
Uprisings in the Rif Need to send soldiers.
Defeats Need to send more soldiers.
Unhappiness in the population (above all the popular
working classes).
36. La Semana Trágica
The troops that go to Morocco should board in
Barcelona, there are a lot of reservists. There
were lots of protests against this.
These demonstrations were spread during a
week in Barcelona.
The uprisings got radicalised. They reject la
bourgeoisie and the Church, as they consider
them allies of the political powers.
There are several fires in convents and churches.
37. La Semana Trágica de Barcelona, 1909
La movilización de soldados reservistas en Cataluña para la
guerra de Marruecos provocó esta revuelta popular (huelga
general, barricadas, quema de edificios religiosos…). Demostró
la creciente organización del movimiento obrero y tuvo como
consecuencia la dimisión de Maura.

42. The Semana Trágica
Reaction: The state of emergency (Estado de excepción, no rights) is
declared. The Army is sent to Barcelona.
There was a trial, in which Francisco Ferrer y Guardia (anarchist
pedagogist) is accused of being the « ideologically inspirer » and he is
convicted to death penalty.
The events and the « solution » was even worse for the Maura’s
government, as there is a reject from all the population and even there
is an internationa disapproval.
Maura is forced to resign.
The anarchist trade union (CNT) is created.

Canalejas managed the Liberal (Progressive) Party.
He faced Maura’s authoritarism.
Canalejas’ reforms were focused in:
An active role in the social and employment policies.
About the 9 hour workday; women and children labour
rights; Social Security organised by the State.
Secularisation of the politics, thanks to the effective
separation of Church and State.
45. Canalejas prepared the “Ley de Mancomunidades”, to
create the “Mancomunidad de Cataluña”, inspired in a
federal state.
In the War in Morocco, the occupation of Arcila, Larache
and Alcazarquivir made stronger the Spanish situation.
Canalejas was murdered in November 1912, in an
anarchist attack.
The regenerationist project finished with that action.

Consequence: differences between the
«africanists» and the «peninsulars». The
promotions based on the military merit and
the war increased. Who were promoted
faster? The africanists.
Problem: excessive macrocephaly in the
Army.

There was a group of « aliadófilos» (ej. Liberal
Conde de Romanones – Neutralidades que

WWI – The countries at war had their production focused on
the war – they need provisioning: Spain is neutral, and can
sell both sides.
Spain became a supplier of industrial and agrarian products.
Positive result: Résultat positif:
Increase of benefits. But for whom?
Development of the industrial sectors.
Problem:
No reinvestment of the accumulate capital: speculative increase.
Increase in prices of basic products.

60. THE CRISIS OF 1917
The year 1917 is a special year when the crisis of the
Spanish liberalism was clear.
The crisis began under the influence of three
processes:
Political problems, that had begun a time ago, during all the
Restoration system.
The temporary (coyuntural) economical expansion.
The social conflict created during the WWI.
• During summer 1917, there will be three
conflicts: military, political and social.
61. LA CRISIS DEL RÉGIMEN LIBERAL
La protesta militar: la formación de las Juntas

Ante el cierre de las Cortes, Cambó convoca a los
diputados en Barcelona. Solo acuden republicanos,

62. THE CRISIS OF 1917 – SOCIAL
CRISIS
The two more important trade unions (UGT
and CNT) convene together several strikes
and a general strike. There is an alliance
between them.
67. The “Asamblea de
Parlamentarios”
Under the initiative of certain catalan deputies,
lead by Cambó, there was in July in Barcelona a
meeting of Parliament members who didn’t
belong to the dynastic parties (catalanist,
republicans and socialists).
They pretended to help in the political demands of
the militars and avoid a revolutionary process.
68. La Asamblea de Parlamentarios
Their proposals are the formation of a provisional
government and the convene of Constituent Cortes.
Their objective was to finish with the turn of dynastic
parties and to increase the Parliament importance.
The Assemby asked for the end of the turn, a reform of
the Constitution and a regime of autonomies for the
regions.
The government dissolved the “Asamblea de
Parlamentarios”.

De la crisis de 1917 parecían deducirse tres hechos
fundamentales:
La ficción del turno de partidos era ya inviable.
El reformismo regeneracionista intentado sobre todo por
la Asamblea de Parlamentarios acabó por el peligro ante
una posible revolución similar a la rusa.
El Ejército avanzó en su participación en la política, dado
que la presión de las Juntas de Defensa (formada por
ellos) acabó por derribar al gobierno de Dato en el otoño
de 1917
72. Balance de la crisis
De la crisis de 1917 parecían deducirse tres hechos
fundamentales:
Los gobiernos de partido ya no podían continuar con
la ficción del turno.
El reformismo regeneracionista intentado sobre todo
por la Asamblea de Parlamentarios, se vio desbordado
por el peligro de una revolución social. En 1917, por
otro lado, había tenido lugar la Revolución Rusa, por
lo que se temía especialmente un estallido
revolucionario similar.
El Ejército avanzó en su participación en la política,
dado que la presión de las Juntas de Defensa (formada
por ellos) acabó por derribar al gobierno de Dato en el
otoño de 1917

dictatorship focused in some main axis:

The Army honour was restored.
Creation of an only political party: Unión Patriótica.
And a National Consultive Assembly. Trying to give
the regime a legal appearance.
89. FIRST MEASURES
After the coup, the dictator Primo de
Rivera named himself as only
minister, being advised by a
Directorio Militar.
Supporting the new government
there was an oligarchy of
landowners (terratenientes) and
industrial owners.

Prohibition of the Catalan flag and anthem.
Restriction of the Catalan language to the private
area.
“Firm hand” in the public order.
Creation of the only allowed party, the Unión
Patriótica.
This government had a success in Africa, with the
Desembarco de Alhucemas in 1925, they finished with
the Kabilas of the Rift resistance. Their leader Abd-el-
Krim surrended to the French authorities.
94. ECONOMIC POLICY
- Development of public works.
a. Positive: Increase in employment and
boost of infrastructures.
b. Negative: strong déficit.
- Monopolies: creation of companies with
public capital that encourage determined
economic sectors. Ex: CAMPSA,
Telefónica, Hidroeléctrica,
Confederaciones Hidrográficas.

Social doctrine of the Church. Influence of the
Church.
Reppression of intellectual people: Unamuno
was sent to Fuerteventura.
Elimination of working movements.
An only trade union was allowed with patrons
and workers together, with the State as a referee
between them.
96. OPPOSITION
Conservative sectors: dynastic parties, that had
been sent away from power.
Republicans: intellectual people supported a
Republic.
Working movement: the anarchism became more
radical.
Catalanism, reaction against the elimiation of
symbolic signs of identity, such as their language.
97. FALL OF THE DICTATORSHIP
In 1929, the dictatorship collapsed above
all due to the economic Crisis.
Alfonso XIII gave the government to the
General Berenguer, “dictablanda”, with
the goal of return to a liberal system
(democratic, maybe).
99. La oposición y caída de la
dictadura.Primo de Rivera resolvió el problema de Marruecos, las luchas
sociales estaban acalladas por la bonanza económica, pero no
solucionó el problema nacionalista y buscó la confrontación con
quienes le habían apoyado:
• Persigue la lengua catalana.
Las dos fuerzas que más contribuyeron a la caída de la
dictadura fueron los intelectuales (Unamuno, Ortega y
Gasset...) y estudiantes; y los propios militares peninsulares
que se sentían agraviados con respecto a sus compañeros de
Marruecos.
El 30 de enero de 1930, falto de apoyos,
Primo de Rivera presenta la dimisión a
Alfonso XIII.
100. El Pacto de San Sebastián.
En agosto de 1930 se reunieron en San Sebastián tres fuerzas
para tratar un cambio hacia la República: socialistas,
republicanos históricos y monárquicos poco convencidos. Más
tarde se unirían los nacionalistas catalanes.
Objetivo: acabar con la dictadura y con la monarquía que había
apoyado al dictador.
Como consecuencia del Pacto se creó un comité
revolucionario integrado por personalidades como: Alcalá
Zamora, Miguel Maura, Marcelino Domingo, Indalecio Prieto,
Manuel Azaña...
Un manifiesto de este comité en diciembre llamaba abiertamente a
derribar la Monarquía. Es de destacar la lbor de Ortega y Gasset
con sus artículos antimonárquicos: Delenda est Monarchia!.
101. Evolución política hasta la
caída de la Monarquía.Tras la dimisión de Primo de Rivera Alfonso XIII encarga al general
Berenguer la formación de un gobierno que prepare el paso hacia la vida
parlamentaria como si nada hubiera pasado. Era la Dictablanda.
Berenguer dimite el 14 de febrero de 1931 y se encarga de continuar el
proyecto el almirante Aznar.
El paso a la vida parlamentaria se preveía como un retorno
escalonado, primero se realizarían unas elecciones municipales y más
tarde unas legislativas.
Los partidos del Pacto de San Sebastián se plantean el sufragio como un
referéndum entre Monarquía y República.
Las elecciones municipales se convocan para el 12 de abril de 1931.
Una vez realizada la consulta ganan los monárquicos más concejales que
los republicanos, pero los republicanos ganan en las grandes ciudades.
Ante la tensión en la calle Alfonso XIII abandona el país, el día 14 se
proclama la República.
