for evacuation times. This will allow citizens the ability to gather their things and move to safety by
avoiding lava flow. These maps, when used correctly, will save numerous lives, and save an
incredible amount of money for cities and its citizens. Mount Pinatubo in the Philippines is a prime
example of the success of GIS technology. Mount Pinatubo erupted in 1991. While this eruption was
catastrophic, there were thousands of lives, and millions of dollars saved because of GIS. This was
due to the ability of geologist seeing the warning signs of activity which led them to start mapping
areas that were going to be unsafe. Once the areas were mapped the information was turned over to
officials and the military, and evacuations were given out. The areas that had a high chance of
having rocks and other debris land were evacuated first as well as the U.S. military moving to a safe

Within Tort Law it has been acclaimed by most, that UK courts are not in favour of negligent claims
brought against the police force. 'There is no doubt that a police officer owes a duty to protect the

of negligence proclaims that one must be owed a duty of care to claim, otherwise negligence caused
to the claimant due to the conduct of the defendant, is held without regard. As stated in the Police

It was firstly suggested that the 'courts show willingness to invoke public policy principles of
immunity where certain groups of defendants were sued in negligence' , to which the case facts in
Hill v Chief Constable of West Yorkshire Police [1988] will shine light on. Moreover, one may
suggest that the emergency services should be free to carry out their line of work without the
conscious threat of liability. If one was to act in such a way as that which threatened overriding
liability, it is questionable as to whether an officer would act in a defensive state of mind, as stated
by Lord Keith in Hill .
It may well be considered that the courts specifically deny claims against the emergency services,
invoking public policy, as observed in Capital and Countries Bank plc v Hampshire CC [1997] and
John Munroe Ltd v London Fire and Civil Defence Authority & Others [1997] . The fire brigade,

emergency call is not responded to.

told me that I only wanted black baby dolls when I was old enough to start talking and asking for
things. I do remember wishing to be the black Barbie doll. I would throw pennies into wishing wells
and make wishes on shooting stars that I would wake up as the black Barbie. It was then that I
realized the difference of my white skin in comparison to my idol that had dark skin. I also went
through a stage before school started where I was obsessed with Asian culture. I only wore kimonos,

Asian décor. My uncle told me before I learned to actually speak English and I was babbling that I

conclusion that a U.S. tactical commander was a need in Afghanistan. The decision was to assign the
10th Mountain Division Commander, Major General (MG) Franklin Hagenbeck, as the tactical
commander. In an effort to strengthen MG Hagenbeck's command authority, CENTCOM named his
headquarters Combined Joint Task Force (CJTF) Mountain and gave it command and control
authority over Operation Anaconda. By having command and control authority, MG Hagenbeck

In early 2010 central south Chile experienced a Mw = 8.8 earthquake and large tsunami waves that
devastated areas on the Chilean Pacific coast, nearby offshore islands, and areas near the epicenter.
In addition to the tsunami, the earthquake had many other geological consequences including
aftershocks, terrestrial and submarine land–sliding, elevation changes, and a gravity shift. The
purpose of this paper is to discuss and analyze the earthquake, its consequences, the resulting
damages, and mitigation.

The most severe impacts were observed on the Chilean coastline adjacent to the epicenter from San
Antonio – Tirua, and 670 km offshore on the Juan Fernandez Archipelago (Synolakis, 2011;
Yamazaki and Cheung, 2011). The tsunami hit many areas close to the epicenter within 30 minutes
of the main event, however due to bathymetry and coastline shape, tsunami directions, impacts, and
arrival times vary. (Synolakis, 2011; Yamazaki and Cheung, 2011). For example, Talcahuano Harbor
located in The Bay of Concepcion 100 kilometers south of the epicenter experienced an impact from
a resonated 129 minute period oscillating wave three hours after the main event (Yamazaki and
Cheung, 2011). Resonance such as this occurred in various areas along the Chilean coastline, and
was caused by standing and partial standing wave systems produced along the coast due to wave
reflection between the continental shelf and the headlands, resulting in radiated tsunami energy to
become trapped over the continental margin (Yamazaki and Cheung, 2011).
6. Land sliding
The main event caused both terrestrial and submarine land sliding to occur in the area. Around 30
slides were delineated, with a majority of them being submarine (Volker, et.al., 2011). These
submarine slides were confined to the walls of various submarine canyons, and were characterized
as thin transitional slides retrograding into open slopes adjacent to the canyons (Volker, et.al., 2011).

Reflection I first learned to hate the criminal justice system through juvenile graffiti around New
Haven. I admired the rebellion of the rushed handwriting comparing cops to pigs on walls and
flowing anarchist symbols. The fight against the police system was first rooted in teenage angst
rather than real frustration. My friends and I would sing along to punk songs written by train
hoppers about how corrupt capitalists and police were and I gleefully claimed to be a communist,
without really knowing what any of this rebellion really meant. As I grew up I began to see injustice
in a much more real and concerning light, far beyond the mindless slogans. I would listen in horror
as my friends from New Haven told stories of being handcuffed and put on the ground for merely

There is a fundamental distinction between Pure Econom–ic Loss and Consequential Economic
Loss, as Pure Eco–nomic Loss occurs independent of any physical damage to the person or property
of the victim. What is common to both types of claims is that in order to successfully claim or even
"have a leg to stand on" there must be proof of a" duty of care" having been broken. As long as you
can show the defendant has breached their "duty of care" and you have suffered foreseeable damage
then you can recover. The problem with Pure Economic Loss is that the classes of people who can
recover is very limited. The Courts have tried to keep it this way in order to keep the number of
claimants as low as possible. The fear is that if claims for purely economic loss are allowed then it
would encourage more claims of this type. Chief Justice Cardazo from America stated 'Recovery of
economic loss in the absence of physical damage or per–sonal injury would expose defendants to
liability in an in–determinante time to an indeterminante class.' This general rule applies in Scotland,

form fracture networks. The transmissivity of rocks in a specific environment is difficult to quantify;
