U.A.E: Dubai plans to invest $21.79bln in renewable energy projects

Dubai has invested up to Dh40 billion in the renewable energy sector as it is the future and the
emirate will invest another Dh40 billion to generate clean energy in coming years, says a senior
official.
Ahmed Buti Al Muhairbi, Secretary-General of the Dubai Supreme Council of Energy, engaged in a
fireside chat on Dubai’s net zero strategy during the second day of the World Green Economy
Summit, which witnessed several panel discussions primarily focused on achieving net-zero and
motivating youth to actively participate in climate action.
"The hydrocarbon and gas sector will continue to play an important role. The key factor that will
ensure effective clean energy security and supply, is a transition from conventional sources of
energy to renewables," Al Muhairbi said.
Al Muhairbi addressed the first session titled ‘Dubai’s Carbon Abatement Strategy & Net-Zero Goal’.

presentation on Dubai’s net zero strategy. John Defterios, Professor of Business, NYU Abu Dhabi
& World Economic Forum Energy Fellow, moderated the session.
The summit was held under the patronage of His Highness Sheikh Mohammed bin Rashid Al
Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai. It is organised by
Dubai Electricity and Water Authority (Dewa), the World Green Economy Organization (WGEO),
and the Dubai Supreme Council of Energy, in collaboration with various global organisations.
Al Muhairbi also highlighted the success in the private sector and spoke about the council’s
participation through public-private partnership. He shed light on the IPP projects, with almost 5,000
projects to date.

A town hall debate titled
‘How youth activism is
moving the needle on climate
change’ was held in which
speakers highlighted the
importance of youth
participation in tackling
sustainability issues. Omnia
El Omrani, President Youth Envoy, COP 27; Nisreen Elsaim, Chair of UN Secretary General’s Youth
Advisory Group on Climate Change; Aysha Mohammad AlRemeithi, Youth Council President &
Deputy Manager, Innovation Ecosystem – Solar Innovation Centre, Dewa; and Ahmed Alrebati,
Senior Environment Engineer – Projects & Studies, ENOC were the key speakers at the panel.
Omrani stressed that the initiatives implemented by the WGEO are crucial for advocating youth
engagement in a meaningful way. She explained that solid structures where the youth can actively
participate and express their opinions is necessary to accelerate the transition to a green economy.

During the summit, the landmark UAE-UK Clean Hydrogen Study (in conjunction with WGEO) was
also launched.
The panel discussion on ‘Building Back Better with Youth Involvement’ in which the youth interacted
with the private sector was held. During the session, delegates from the private sector highlighted
their initiatives to boost youth engagement in achieving net-zero ambitions, while the youth engaged
in the efforts in climate action also gave their insights.
She emphasised that the youth could voice their opinions on climate change through various
channels like social media, and they can look for opportunities to actively get involved in the global
efforts in climate action.
Following these panel discussions and other activities, another panel was held titled ‘Why the global
stocktake (GST) of Paris Agreement matters?’ It focused on transitioning from pledges to
implementation and from dialogue to action.
The panel highlighted the importance of the UAE hosting the COP 28 summit, which will account
for the much-anticipated stocktake that will measure the current progress and the remaining journey
towards fulfilling the Paris Agreement.
The panel discussion on ‘Hydrogen: Fuel of the Future’ showcased regional expertise and research
and development projects.
In the panel discussion titled ‘Investment in climate adaption, investment in growth and resilience’,
speakers discussed the need for balanced economic growth in the short term, while progressing
efforts in achieving climate goals to attain sustainable long-term growth.
As part of the youth circles organised at the Summit each year, a panel titled ‘Youth action towards
achieving net-zero’ was held by the Dewa Youth Council in conjunction with the Federal Youth
Authority, which focused on the role of youth in achieving sustainable development.
Another important panel discussed the net zero implementation case studies, which highlighted the
crucial role of the private sector in accelerating the energy transition agenda.
Ali Al Jarwan, CEO of Dragon Oil, discussed how to achieve zero carbon emission and ensure a
transition to clean energy, where he said that the journey till 2050 is a long one, and the UAE has
developed at a tremendous rate in the clean energy sector.
He emphasised that the energy required to run factories and other mechanisms should be
uninterrupted while being responsible for gas emissions and finding avenues to ensure zero
emissions, along with maintaining the cleanliness of oceans and seas with proactive measures in
pipelines to prevent leakage.
The final panel discussion titled ‘Understanding the role of green bonds in accelerating
sustainability’ highlighted the significance of green bonds in tackling the adverse effects of climate
change. The panel addressed the challenges, opportunities and barriers in the fight against climate
change.

E.U: More U.S. LNG heads to Europe despite output constraints

U.S. producers of liquefied natural gas (LNG) boosted exports to Europe in September even as a
plant outage kept overall shipments below the average for the first eight months of 2022, Refinitiv
Eikon data showed on Monday.
A June fire at the United States' second-largest exporter Freeport LNG has the country's output
below its full processing capacity even as demand and prices for the superchilled gas soar on
European buyers seeking alternatives to Russian gas.
A total of 87 cargoes departed from U.S. ports last month carrying 6.3 million tonnes (mt) of LNG,
according to preliminary tanker tracking data. The total was slightly greater than August's 6.25 mt,
but below the more than 7 mt per month exported earlier this year.
Almost 70% of the cargoes, or 4.37 mt, headed to Europe, up from the 56% and 63%, respectively,
in the previous two months. The higher shipments to Europe left fewer cargoes for Asia, Latin
America and the Caribbean last month.
U.S. spot natural gas prices at the Henry Hub rose in September to $7.88 per million British thermal
units (mmBtu), the highest since 2008, as soaring global prices kept demand for U.S. LNG strong.
European gas prices averaged a much higher $57.90 per mmBtu the same month during tension
over Nord Stream 1 and 2 pipeline leaks in the Baltic Sea.
U.S. energy firms sent 11.5 billion cubic feet per day (bcfd) of gas to the country's seven big
liquefaction plants in September to be turned into LNG for export during growing concerns over gas
provision in Europe.
The Nord Stream outages "will inevitably affect Europe's gas supply this winter," Rystad Energy
analyst Emily McClain said in a note to clients. "But even more concerning is the impact on gas
storage inventories ahead of next winter."
In August, Freeport LNG postponed the partial reopening of its facility to November, with a goal of
reaching full capacity by March 2023.

After Freeport goes back to normal, the U.S. export capacity is not expected to rise much until new
terminals are completed. The Cove Point LNG facility in Maryland is expected to go offline this
month for planned annual maintenance.
But globally, investment in new LNG infrastructure is set to increase to $42 billion in 2024, according
to Rystad research. That investment would be 20 times the amount in 2020 when just $2 billion
went to LNG developments.
The new facilities will help double total LNG supply to about 636 million tonnes in 2030, Rystad said.
Price dislocations
European gas prices remain at sustained highs after the Dutch TTF month-ahead price hit a record
Eur212.15/MWh on March 8, according to Platts price assessments from S&P Global.The contract
was last assessed at Eur193.30/MWh on Aug. 9 as concerns linger over Russian gas supplies to
Europe ahead of the upcoming winter.
Germany in particular has accelerated efforts to offset lower Russian imports, with LNG
developments boosted in recent months by a number of new regulatory initiatives.
In May, the German parliament approved a new law designed to accelerate the approval process
for new LNG import terminals and the German regulator in June said it planned to lower the feed-in
tariffs at LNG terminals by 40%.
Germany has also now decided on the locations for all four of the FSRUs it has chartered, with two
vessels to be deployed at Wilhelmshaven and Brunsbuttel at the turn of the year. The other two
FSRUs will be available from May 2023 and will be located at Stade and Lubmin.

As well as the four state-backed FSRU projects, a fifth project was announced on July 13 by
privately owned Deutsche ReGas that will see France's TotalEnergies supply an FSRU for
deployment at Lubmin as early as December.
In the Netherlands, operator Gasunie expects to deploy two FSRUs -- the Exmar S188 and Golar
Igloo -- already in September.
"As early as by the end of this calendar year, the Netherlands' LNG import capacity will double and
we will be the biggest contributor to the ramping up of Europe's LNG import capacity," Gasunie CEO
Han Fennema said in July.
EU efforts
The European Commission also sees increased LNG imports as key to reducing dependence on
Russian gas, saying in its new energy strategy published in March that it could source an additional
50 Bcm of LNG within a year.
The US pledged to provide an additional 15 Bcm of LNG to the EU in 2022, with the EC saying it
would look to guarantee longer-term demand for US LNG of some 50 Bcm/year to 2030.
Europe currently has an import capacity of around 160 million mt/year (220 Bcm/year), but according
to industry group Gas Infrastructure Europe (GIE) LNG terminals in the EU could provide a gateway
for more than 285 Bcm of imports by 2030, enough to meet estimated import demand at that time.
However, the challenge remains how to secure LNG volumes, with GIE Deputy Secretary General
Roxana Caliminte saying in April that the EU needed to consider long-term contracts to make sure
LNG comes to Europe in sufficient quantities.
Caliminte pointed to Qatar as an example, where the majority of its LNG is sold to Asia under long-
term contracts.

E.U: Energy giants uses fuels coal as Europe braces for winter

Energy firm Orsted is to continue or restart operations at three fossil fuel facilities after being ordered
by Danish authorities to do so, as governments around Europe ready themselves for winter amid
the energy crisis.
In a statement over the weekend, Orsted — whose biggest stakeholder is the Danish state — said
the direction had been made “to ensure the security of the electricity supply in Denmark.”
Orsted said the order applied to “unit 3 at Esbjerg Power Station and unit 4 at Studstrup Power
Station, which both use coal as their primary source of fuel, and unit 21 at Kyndby Peak Load Plant,
which uses oil as fuel.”
Esbjerg Power Station had been slated for decommissioning on March 31, 2023, it added, while the
other two units were already decommissioned.
The news will dismay those opposed to the continued use of fossil fuels. Coal has a substantial
effect on the environment, with Greenpeace describing it as “the dirtiest, most polluting way of
producing energy.”
Elsewhere, the U.S. Energy Information Administration lists a range of emissions from coal
combustion, including carbon dioxide, sulfur dioxide, particulates and nitrogen oxides.
“We still believe that we, as a society, must phase out the use of gas, oil, and coal as soon as
possible, but we’re in the middle of a European energy crisis, and we will, of course, contribute to
ensuring the electricity supply to the best of our ability,” Orsted’s Nipper said.
A few days before Orsted’s announcement, another big European energy firm, Germany’s RWE,
said three of its lignite, or brown coal, units would “temporarily return to [the] electricity market to
strengthen security of supply and save gas in power generation.”
• “In order to ensure the security of the electricity supply, the Danish
authorities have today ordered us to continue as well as resume
operations at some of our oil- and coal-fired power stations,” Mads
Nipper, the Orsted CEO, says.
• Orsted says all of the units concerned will need maintenance in order to
get them ready for operation.
• The news will dismay those opposed to the continued use of fossil fuels.

RWE said each of the units had a 300 megawatt capacity. “Their deployment is initially
limited until 30 June 2023,” it added.
RWE shares, year-to-date
The news about RWE and Orsted comes at a time when Europe is scrambling to shore up energy
supplies as the war in Ukraine continues. Russia was the biggest supplier of both petroleum oils
and natural gas to the EU last year, according to Eurostat.
It has significantly reduced flows of natural gas to Europe after Western nations imposed sanctions
on the Kremlin as a result of its unprovoked invasion of Ukraine. Last week, unexplained leaks
affected both the Nord Stream 1 and 2 pipelines, major pieces of infrastructure built to funnel natural
gas from Russia to Europe via the Baltic Sea.

Oil prices edge up ahead of OPEC+ meeting to discuss supply cuts

Oil prices rose on Tuesday as expectations that OPEC+ may agree to a large cut in crude output
on Wednesday offset concerns about the global economy.
Brent crude was up 38 cents, or 0.43%, to $89.24 per barrel by 09.47 GMT after gaining more than
4% in the previous session. U.S. crude futures rose 31 cents, or 0.37%, to $83.94 a barrel, having
gained more than 5% in the previous session.
The Organization of the Petroleum Exporting Countries (OPEC) and its allies, known collectively as
OPEC+, is expected to cut output by more than 1 million barrels per day (bpd) at their first in-person
meeting since 2020 on Wednesday, according to OPEC sources.

Voluntary cuts by individual members could come on top of this, making it their largest cut since the
start of the COVID-19 pandemic, OPEC sources said. "We expect a substantial cut to be made,
which will not only help to tighten the physical fundamentals, but sends an important signal to the
market," Fitch Solutions said in a note.
Kuwait's oil minister said OPEC+ would make a suitable decision to guarantee energy supply and
to serve the interests of producers and consumers. Edward Moya, a senior analyst with OANDA,
said: "Despite everything going on with the war in Ukraine, OPEC+ has never been this strong and
they will do whatever it takes to make sure prices are supported here."
OPEC+ has boosted output this year after record cuts put in place in 2020 when the pandemic
slashed demand. But in recent months, the organisation has failed to meet its planned output
increases, missing in August by 3.6 million bpd.
The production target cut being considered was justified by the sharp decline in oil prices from
recent highs, said Goldman Sachs, adding that this reinforced its bullish outlook on oil. Oil prices
have dropped for four straight months as COVID-19 lockdowns in top oil importer China curbed
demand while interest rate hikes and a soaring U.S. dollar pressured global financial markets.
Major central banks have embarked on the most aggressive round of rate rises in decades, sparking
fears of a global economic slowdown. However, Swiss lender UBS said going into the year-end it
saw several bullish factors that could send crude prices higher, including "recovering Chinese
demand, OPEC+ further supply cut, the end of the U.S. Strategic Petroleum Reserve (SPR) release
and the upcoming EU ban on Russian crude exports."
U.S. crude oil stocks were estimated to have increased by around 2 million barrels in the week to
Sept. 30, a preliminary Reuters poll showed on Monday.

Advances in technology led to record new well productivity in
the Permian Basin in 2021

The Permian Basin in western Texas and eastern New Mexico is one of the world’s most
prolific unconventional oil- and natural gas-producing regions. The Permian Basin has become
more productive because of the technological advancements in drilling and completion techniques,
which allow operators to economically extract hydrocarbons from the low permeability reservoirs.
The stacked reservoirs of the Permian Basin, and the Delaware and Midland subbasins within it,
vary in thickness and depth. Improved geological understanding, known as subsurface delineation,
helps operators place wells to optimize well spacing in the most productive areas.
The Permian Basin has produced oil and associated natural gas from vertical wells for decades.
Since 2010, advances in hydraulic fracturing and horizontal drilling led to rapid production growth.
The number of new horizontal wells increased to 4,524 in 2021, compared with 350 in 2010.
In June 2022, the Permian Basin accounted for about 43% of U.S. crude oil production and 17% of
U.S. natural gas production (measured as gross withdrawals).

The length of a well's horizontal section, or lateral, is a key factor in well productivity. In the Permian
Basin, average well horizontal length has increased to more than 10,000 feet in the first nine months
of 2022, compared with less than 4,000 feet in 2010.

Compared with other U.S. basins, the
Permian Basin benefits from lower
operational costs, better access to
oilfield services, and its proximity to
U.S. Gulf Coast refineries and export
facilities.
The average productivity of new wells
in the Permian Basin has grown for
12 consecutive years. Core areas of
the Permian Basin, and
its Delaware and Midland subbasins,
contain multiple stacked shale
formations.
By 2021, each new well drilled in the
Permian Basin was producing an
average of 960 barrels of oil equivalent per day. Our Short-Term Energy Outlook forecasts that
Permian production will continue to drive growth in total U.S. crude oil and natural gas production.

The industry downturn has operators fine-tuning efficiencies to drive down costs.
Protracted weakness in commodities prices has done a number on the U.S. oil patch over the past
12 months. The precipitous drop in the price of a barrel of benchmark West Texas Intermediate
crude oil, from $84 to $45 over that same period, prompted operators to apply downward pressure
on service providers and their pricing to better align dollars going into the ground with those
anticipated to come back out of the ground.
In today’s Permian Basin, the venerable,
sprawling, resource-rich 250-mile-wide, 300-mile-
long area of West Texas/Southern New Mexico,
producers are exploring the region’s multiple
layers of unconven- tional reservoirs with
horizontal wells—a method that has only really
been ongoing in the region for the past half-
decade or so.
One of the challenges in the Permian lies within
its multiple, nonhomog- enous productive zones.
In a play like the Wolf- camp, one part of the trend
is much thinner and may have significantly
different properties than the same trend if you
travel 50 miles south, for exam- ple.
Having wrung pricing down to a level that has
service companies calling the floor, producers are
now turning to efficiencies to make their dollars
go further, both above ground and below ground.
A marriage of technology and efficiency has
driven the Permian’s production output to levels
not seen since the 1970s. Legacy oil production
has remained mostly steady in 2015 at about
70,000 bbl/d decline rate.
However, the reduction is being offset by an
estimated 94,000 bbl/d of crude pro- duction from
new wells in the basin. If the estimate is correct,
overall production from the Permian will grow to
2.02 MMbbl/d, according to the U.S. Energy Information Administration. This will be the first time in
decades it eclipses the 2-MMbbl mark. This has been happening as production from both the
Bakken and Eagle Ford Shale regions is slipping.
Above ground, operators are not only keying in on new technology related to boosting volumes such
as artificial lift but also are looking at the driv- ing efficiency in the simplest day-to-day operations.
An integration inclination
Schlumberger’s 80-plus-year commitment to the Permian Basin remains strong as the largest
service provider expands on its recently opened Midland, Texas, regional headquarters via
commissioning of a cement plant as well as a drilling fluid/mud facility being built on the 60-acre
campus. The new cement facility will triple the contractor’s previous capacity. The proximity of

services and the loca- tion of teams of specialists in the basin is helping Schlumberger tout a unique
integration offering beyond the historic one-stop shop.
“The market environment over the past 12 months has forced our customers to reevaluate

The data stream collected by the contractor to assist clients in designing and carrying out bene-
ficial well placement and completion campaigns flows through its Petrel E&P software platform and
the recently launched Petrel Shale module. Using magnetic resonance T1 logging, Schlumberger
can locate the hydrocarbons in situ and better deter- mine where to drill to get as close as possible
to the hydrocarbons in the lateral.
During drilling operations, Schlumberger can call on its PowerDrive Orbit rotary steerable system
including its StingBlade conical diamond element bits as well as its HydraGlyde high-performance
water-based drilling fluid system.
“The StingBlade bit uses the latest advancements in cutter technology,” Christmas explained. “We
put these together with an ideal mud. For example, our new HydraGlyde water-based mud [is] a
system that delivers an oil-based-mud-comparable rate of penetration [ROP], which gives
exceptional hole cleaning, superb wellbore stability in high-angle build and long lateral sections.”
Two Schlumberger customers in the Wolfcamp have replaced their conventional diesel-based muds
with HydraGlyde, reducing surface torque by about 20% and increasing the average ROP.
“Because it is water-based you eliminate some of the waste transportation and disposal costs,”
Christmas added. “The customer achieved a 40% reduction in the cost per barrel of their drilling
fluid compared to offset wells that used the nor- mal diesel-based mud. Integrating these systems
together, we have had some tremendous perfor- mance recently in the Delaware Basin.
We drilled over a mile within a 24-hr period, then we repeated that three more times for the same
client. Else- where, we drilled a 2-mile lateral in the Wolfcamp, and from spud to total depth it took
17 days. That 10,000-ft lateral was drilled in a single run.”

The summit was held under the patronage of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai. It is organised by Dubai Electricity and Water Authority (Dewa), the World Green Economy Organization (WGEO), and the Dubai Supreme Council of Energy, in collaboration with various global organisations. Al Muhairbi also highlighted the success in the private sector and spoke about the council’s participation through public-private partnership. He shed light on the IPP projects, with almost 5,000 projects to date. The next session was a fireside chat with Noor Alkhulaif, Minister of Sustainable Development, Bahrain, on the sustainable development goals (SDGs), moderated by Defterios. Alkhulaif focused on the work that has been undertaken in Bahrain to achieve the goal of a clean future. She said there were many measures to be taken and Bahrain has ensured integrated steps and collaboration between different ministries. She emphasised that the nation considers all sustainable development goals within its governments and ministries’ framework and actions plan to ensure a combined approach. A town hall debate titled ‘How youth activism is moving the needle on climate change’ was held in which speakers highlighted the importance of youth participation in tackling sustainability issues. The panel discussion on ‘Building Back Better with Youth Involvement’ in which the youth interacted with the private sector was held. During the session, delegates from the private sector highlighted their initiatives to boost youth engagement in achieving net-zero ambitions, while the youth engaged in the efforts in climate action also gave their insights. She emphasised that the youth could voice their opinions on climate change through various channels like social media, and they can look for opportunities to actively get involved in the global efforts in climate action. Following these panel discussions and other activities, another panel was held titled ‘Why the global stocktake (GST) of Paris Agreement matters?’ It focused on transitioning from pledges to implementation and from dialogue to action. The panel highlighted the importance of the UAE hosting the COP 28 summit, which will account for the much-anticipated stocktake that will measure the current progress and the remaining journey towards fulfilling the Paris Agreement. The panel discussion on ‘Hydrogen: Fuel of the Future’ showcased regional expertise and research and development projects. In the panel discussion titled ‘Investment in climate adaption, investment in growth and resilience’, speakers discussed the need for balanced economic growth in the short term, while progressing efforts in achieving climate goals to attain sustainable long-term growth. As part of the youth circles organised at the Summit each year, a panel titled ‘Youth action towards achieving net-zero’ was held by the Dewa Youth Council in conjunction with the Federal Youth Authority, which focused on the role of youth in achieving sustainable development. Another important panel discussed the net zero implementation case studies, which highlighted the crucial role of the private sector in accelerating the energy transition agenda. Ali Al Jarwan, CEO of Dragon Oil, discussed how to achieve zero carbon emission and ensure a transition to clean energy, where he said that the journey till 2050 is a long one, and the UAE has developed at a tremendous rate in the clean energy sector. He emphasised that the energy required to run factories and other mechanisms should be uninterrupted while being responsible for gas emissions and finding avenues to ensure zero emissions, along with maintaining the cleanliness of oceans and seas with proactive measures in pipelines to prevent leakage. The final panel discussion titled ‘Understanding the role of green bonds in accelerating sustainability’ highlighted the significance of green bonds in tackling the adverse effects of climate change. The panel addressed the challenges, opportunities and barriers in the fight against climate change.

Page 4 E.U: More U.S. LNG heads to Europe despite output constraints Reuters + NewBase U.S. producers of liquefied natural gas (LNG) boosted exports to Europe in September even as a plant outage kept overall shipments below the average for the first eight months of 2022, Refinitiv Eikon data showed on Monday. A June fire at the United States' second-largest exporter Freeport LNG has the country's output below its full processing capacity even as demand and prices for the superchilled gas soar on European buyers seeking alternatives to Russian gas. A total of 87 cargoes departed from U.S. ports last month carrying 6.3 million tonnes (mt) of LNG, according to preliminary tanker tracking data. The total was slightly greater than August's 6.25 mt, but below the more than 7 mt per month exported earlier this year. Almost 70% of the cargoes, or 4.37 mt, headed to Europe, up from the 56% and 63%, respectively, in the previous two months. The higher shipments to Europe left fewer cargoes for Asia, Latin America and the Caribbean last month. U.S. spot natural gas prices at the Henry Hub rose in September to $7.88 per million British thermal units (mmBtu), the highest since 2008, as soaring global prices kept demand for U.S. LNG strong. European gas prices averaged a much higher $57.90 per mmBtu the same month during tension over Nord Stream 1 and 2 pipeline leaks in the Baltic Sea. U.S. energy firms sent 11.5 billion cubic feet per day (bcfd) of gas to the country's seven big liquefaction plants in September to be turned into LNG for export during growing concerns over gas provision in Europe. The Nord Stream outages "will inevitably affect Europe's gas supply this winter," Rystad Energy analyst Emily McClain said in a note to clients. "But even more concerning is the impact on gas storage inventories ahead of next winter." In August, Freeport LNG postponed the partial reopening of its facility to November, with a goal of reaching full capacity by March 2023.

The Cove Point LNG facility in Maryland is expected to go offline this month for planned annual maintenance. But globally, investment in new LNG infrastructure is set to increase to $42 billion in 2024, according to Rystad research. That investment would be 20 times the amount in 2020 when just $2 billion went to LNG developments. The new facilities will help double total LNG supply to about 636 million tonnes in 2030, Rystad said. Price dislocations European gas prices remain at sustained highs after the Dutch TTF month-ahead price hit a record Eur212.15/MWh on March 8, according to Platts price assessments from S&P Global.The contract was last assessed at Eur193.30/MWh on Aug. 9 as concerns linger over Russian gas supplies to Europe ahead of the upcoming winter. Germany in particular has accelerated efforts to offset lower Russian imports, with LNG developments boosted in recent months by a number of new regulatory initiatives. In May, the German parliament approved a new law designed to accelerate the approval process for new LNG import terminals and the German regulator in June said it planned to lower the feed-in tariffs at LNG terminals by 40%. Germany has also now decided on the locations for all four of the FSRUs it has chartered, with two vessels to be deployed at Wilhelmshaven and Brunsbuttel at the turn of the year. The other two FSRUs will be available from May 2023 and will be located at Stade and Lubmin.

Page 6 As well as the four state-backed FSRU projects, a fifth project was announced on July 13 by privately owned Deutsche ReGas that will see France's TotalEnergies supply an FSRU for deployment at Lubmin as early as December. In the Netherlands, operator Gasunie expects to deploy two FSRUs -- the Exmar S188 and Golar Igloo -- already in September. "As early as by the end of this calendar year, the Netherlands' LNG import capacity will double and we will be the biggest contributor to the ramping up of Europe's LNG import capacity," Gasunie CEO Han Fennema said in July. EU efforts The European Commission also sees increased LNG imports as key to reducing dependence on Russian gas, saying in its new energy strategy published in March that it could source an additional 50 Bcm of LNG within a year. The US pledged to provide an additional 15 Bcm of LNG to the EU in 2022, with the EC saying it would look to guarantee longer-term demand for US LNG of some 50 Bcm/year to 2030. Europe currently has an import capacity of around 160 million mt/year (220 Bcm/year), but according to industry group Gas Infrastructure Europe (GIE) LNG terminals in the EU could provide a gateway for more than 285 Bcm of imports by 2030, enough to meet estimated import demand at that time. However, the challenge remains how to secure LNG volumes, with GIE Deputy Secretary General Roxana Caliminte saying in April that the EU needed to consider long-term contracts to make sure LNG comes to Europe in sufficient quantities. Caliminte pointed to Qatar as an example, where the majority of its LNG is sold to Asia under long- term contracts.

Page 7 E.U: Energy giants uses fuels coal as Europe braces for winter CNBC Anmar Frangoul + NewBase Energy firm Orsted is to continue or restart operations at three fossil fuel facilities after being ordered by Danish authorities to do so, as governments around Europe ready themselves for winter amid the energy crisis. In a statement over the weekend, Orsted — whose biggest stakeholder is the Danish state — said the direction had been made “to ensure the security of the electricity supply in Denmark.” Orsted said the order applied to “unit 3 at Esbjerg Power Station and unit 4 at Studstrup Power Station, which both use coal as their primary source of fuel, and unit 21 at Kyndby Peak Load Plant, which uses oil as fuel.” Esbjerg Power Station had been slated for decommissioning on March 31, 2023, it added, while the other two units were already decommissioned. The news will dismay those opposed to the continued use of fossil fuels. Coal has a substantial effect on the environment, with Greenpeace describing it as “the dirtiest, most polluting way of producing energy.” Elsewhere, the U.S. Energy Information Administration lists a range of emissions from coal combustion, including carbon dioxide, sulfur dioxide, particulates and nitrogen oxides. “We still believe that we, as a society, must phase out the use of gas, oil, and coal as soon as possible, but we’re in the middle of a European energy crisis, and we will, of course, contribute to ensuring the electricity supply to the best of our ability,” Orsted’s Nipper said. A few days before Orsted’s announcement, another big European energy firm, Germany’s RWE, said three of its lignite, or brown coal, units would “temporarily return to [the] electricity market to strengthen security of supply and save gas in power generation.” • “In order to ensure the security of the electricity supply, the Danish authorities have today ordered us to continue as well as resume operations at some of our oil- and coal-fired power stations,” Mads Nipper, the Orsted CEO, says. • Orsted says all of the units concerned will need maintenance in order to get them ready for operation. • The news will dismay those opposed to the continued use of fossil fuels.

It has significantly reduced flows of natural gas to Europe after Western nations imposed sanctions on the Kremlin as a result of its unprovoked invasion of Ukraine. Last week, unexplained leaks affected both the Nord Stream 1 and 2 pipelines, major pieces of infrastructure built to funnel natural gas from Russia to Europe via the Baltic Sea.

"We expect a substantial cut to be made, which will not only help to tighten the physical fundamentals, but sends an important signal to the market," Fitch Solutions said in a note. Kuwait's oil minister said OPEC+ would make a suitable decision to guarantee energy supply and to serve the interests of producers and consumers. Edward Moya, a senior analyst with OANDA, said: "Despite everything going on with the war in Ukraine, OPEC+ has never been this strong and they will do whatever it takes to make sure prices are supported here." OPEC+ has boosted output this year after record cuts put in place in 2020 when the pandemic slashed demand. But in recent months, the organisation has failed to meet its planned output increases, missing in August by 3.6 million bpd. The production target cut being considered was justified by the sharp decline in oil prices from recent highs, said Goldman Sachs, adding that this reinforced its bullish outlook on oil. Oil prices have dropped for four straight months as COVID-19 lockdowns in top oil importer China curbed demand while interest rate hikes and a soaring U.S. dollar pressured global financial markets. Major central banks have embarked on the most aggressive round of rate rises in decades, sparking fears of a global economic slowdown. However, Swiss lender UBS said going into the year-end it saw several bullish factors that could send crude prices higher, including "recovering Chinese demand, OPEC+ further supply cut, the end of the U.S. Strategic Petroleum Reserve (SPR) release and the upcoming EU ban on Russian crude exports." U.S. crude oil stocks were estimated to have increased by around 2 million barrels in the week to Sept. 30, a preliminary Reuters poll showed on Monday.

The Permian Basin has become more productive because of the technological advancements in drilling and completion techniques, which allow operators to economically extract hydrocarbons from the low permeability reservoirs. The stacked reservoirs of the Permian Basin, and the Delaware and Midland subbasins within it, vary in thickness and depth. Improved geological understanding, known as subsurface delineation, helps operators place wells to optimize well spacing in the most productive areas. The Permian Basin has produced oil and associated natural gas from vertical wells for decades. Since 2010, advances in hydraulic fracturing and horizontal drilling led to rapid production growth. The number of new horizontal wells increased to 4,524 in 2021, compared with 350 in 2010. In June 2022, the Permian Basin accounted for about 43% of U.S. crude oil production and 17% of U.S. natural gas production (measured as gross withdrawals).

In the Permian Basin, average well horizontal length has increased to more than 10,000 feet in the first nine months of 2022, compared with less than 4,000 feet in 2010. Note: 2022 values reflect data between January and September. Compared with other U.S. basins, the Permian Basin benefits from lower operational costs, better access to oilfield services, and its proximity to U.S. Gulf Coast refineries and export facilities. The average productivity of new wells in the Permian Basin has grown for 12 consecutive years. Core areas of the Permian Basin, and its Delaware and Midland subbasins, contain multiple stacked shale formations. By 2021, each new well drilled in the Permian Basin was producing an average of 960 barrels of oil equivalent per day. Our Short-Term Energy Outlook forecasts that Permian production will continue to drive growth in total U.S. crude oil and natural gas production.

Page 14 The industry downturn has operators fine-tuning efficiencies to drive down costs. Protracted weakness in commodities prices has done a number on the U.S. oil patch over the past 12 months. The precipitous drop in the price of a barrel of benchmark West Texas Intermediate crude oil, from $84 to $45 over that same period, prompted operators to apply downward pressure on service providers and their pricing to better align dollars going into the ground with those anticipated to come back out of the ground. In today’s Permian Basin, the venerable, sprawling, resource-rich 250-mile-wide, 300-mile- long area of West Texas/Southern New Mexico, producers are exploring the region’s multiple layers of unconven- tional reservoirs with horizontal wells—a method that has only really been ongoing in the region for the past half- decade or so. One of the challenges in the Permian lies within its multiple, nonhomog- enous productive zones. In a play like the Wolf- camp, one part of the trend is much thinner and may have significantly different properties than the same trend if you travel 50 miles south, for exam- ple. Having wrung pricing down to a level that has service companies calling the floor, producers are now turning to efficiencies to make their dollars go further, both above ground and below ground. A marriage of technology and efficiency has driven the Permian’s production output to levels not seen since the 1970s. Legacy oil production has remained mostly steady in 2015 at about 70,000 bbl/d decline rate. However, the reduction is being offset by an estimated 94,000 bbl/d of crude pro- duction from new wells in the basin. If the estimate is correct, overall production from the Permian will grow to 2.02 MMbbl/d, according to the U.S. Energy Information Administration. This will be the first time in decades it eclipses the 2-MMbbl mark. This has been happening as production from both the Bakken and Eagle Ford Shale regions is slipping. Above ground, operators are not only keying in on new technology related to boosting volumes such as artificial lift but also are looking at the driv- ing efficiency in the simplest day-to-day operations. An integration inclination Schlumberger’s 80-plus-year commitment to the Permian Basin remains strong as the largest service provider expands on its recently opened Midland, Texas, regional headquarters via commissioning of a cement plant as well as a drilling fluid/mud facility being built on the 60-acre campus. The new cement facility will triple the contractor’s previous capacity. The proximity of

Page 16 The data stream collected by the contractor to assist clients in designing and carrying out bene- ficial well placement and completion campaigns flows through its Petrel E&P software platform and the recently launched Petrel Shale module. Using magnetic resonance T1 logging, Schlumberger can locate the hydrocarbons in situ and better deter- mine where to drill to get as close as possible to the hydrocarbons in the lateral. During drilling operations, Schlumberger can call on its PowerDrive Orbit rotary steerable system including its StingBlade conical diamond element bits as well as its HydraGlyde high-performance water-based drilling fluid system. “The StingBlade bit uses the latest advancements in cutter technology,” Christmas explained. “We put these together with an ideal mud. For example, our new HydraGlyde water-based mud [is] a system that delivers an oil-based-mud-comparable rate of penetration [ROP], which gives exceptional hole cleaning, superb wellbore stability in high-angle build and long lateral sections.” Two Schlumberger customers in the Wolfcamp have replaced their conventional diesel-based muds with HydraGlyde, reducing surface torque by about 20% and increasing the average ROP. “Because it is water-based you eliminate some of the waste transportation and disposal costs,” Christmas added. “The customer achieved a 40% reduction in the cost per barrel of their drilling fluid compared to offset wells that used the nor- mal diesel-based mud. Integrating these systems together, we have had some tremendous perfor- mance recently in the Delaware Basin. We drilled over a mile within a 24-hr period, then we repeated that three more times for the same client. Else- where, we drilled a 2-mile lateral in the Wolfcamp, and from spud to total depth it took 17 days. That 10,000-ft lateral was drilled in a single run.”
