POLICY IMPLICATIONS
• Over the years, government as well as various non
government agencies have been promoting micro-
irrigation as a ‘New Concept in Agriculture’ through a
“Package Solution, with the following salient features:
[1] Water Saving
[2] Positive Net Present Value (NPV)
[3] Good Pay back Period and Internal rate of return (IRR)
[4] Customized and Highly Sophisticated technology
[5] Higher Yields and Better Quality of Output
[6] Labour Saving.
PRIORITIES AND NEED OF
FARMER
• They demand solutions and technologies that would
provide them:
[1] Assured Returns
[2] Lower Costs
[3] Simple Technology
[4] Generic Applicability and
[5] Higher and better Yields with fewer pumping hours
FEATURES OF MICRO IRRIGATION SCHEME
• It will be a Centrally Sponsored Scheme under which out
of the total cost of the MI System, 40% will be borne by
the Central Government, 10% by the State government
and the remaining 50% will be borne by the beneficiary

financial institutions.
• Assistance to farmers will be for covering a maximum
area of five ha per beneficiary family.
• The focus will be on horticultural crops being covered
under the National Horticulture Mission.
• Assistance for drip and sprinkler demonstration will
be 75% for the cost for a maximum area of 0.5 ha per
beneficiary which will be met entirely by the Central
government.
• The Panchayati Raj Institutions (PRIs) will be
involved in selecting the beneficiaries.

installation may lay demonstrations.
• For demonstrations, assistance would be provided @ 75%
of unit cost for a maximum area of 0.5 ha per beneficiary
family.
LAYOUT OF DRIP IRRIGATION SYSTEM
SCHEME ADMINISTRATION
• The scheme will have a three tier system for effective
implementation and monitoring of the scheme.
- National level (National Committee on Plasticulture
Applications in Horticulture (NCPAH) ).
- State Level (State Micro Irrigation Committee)
- District Level (District Micro Irrigation Committee (DMIC)
or IA.
National Committee on Plasticulture
Applications in Horticulture (NCPAH)
• At the national level, the National Committee on
Plasticulture Applications in Horticulture (NCPAH) under
the Chairmanship of Minister of Agriculture, GOI will be
the apex body which will provide overall guidance and
review the progress on the coverage of area under MI in

District will be provided for monitoring the scheme in the District
by the IA. Assistance to the tune of one percent of the annual outlay
for the District will be provided for monitoring the scheme in the
District by the IA.
