mainstreamed into all development plans by the
Climate Change Act of 2009, --Using the NEDA
guidelines, all LGUs, which are at the frontline of
the CC campaigns, through their local development
councils (LDCs), shall formulate their Local Climate
Change Action Plan (LCCAP) which shall serve as
inputs, together with plans for local disaster risk
reduction (DRR), to the local development plans
(LDPs), annual investment plans, etc.
