Practical strategic planning for local climate change action plans
BAKIT BA KASI?
Now, climate change is mandated to be
mainstreamed into all development plans by the
Climate Change Act of 2009, --Using the NEDA
guidelines, all LGUs, which are at the frontline of
the CC campaigns, through their local development
councils (LDCs), shall formulate their Local Climate
Change Action Plan (LCCAP) which shall serve as
inputs, together with plans for local disaster risk
reduction (DRR), to the local development plans
(LDPs), annual investment plans, etc.

Me Ganun?! O sige, paano ba ‘yan?

Napili ang mga bayan ng Batuan, Gubat at
Caramoan na magsulong ng praktikal na modelo ng
pagbubuo ng Local Climate Change Action Plan
(LCCAP) kasama ang pagpapalakas sa mga
diskarteng pang- Disaster Risk Reduction (DRR)…

Kaya tayo ang unang maglalatag ng bakatan or
framework…

Step 2:
Relax!
Ang pagmamapa ng utak ay
isa lamang simpleng paraan
na nakakatulong sa pagbubuo
ng mga bagong ideya at
kuneksyon o ugnayan kaya’t
simulan sa isang
bukas, mapaglaro at magaan

                                change action plans
Step 4:
 Think Fast/Bilisan mo!
Mas magaling ang pag-gana
ng utak sa mga mabilisang (5-
7 minute bursts) tirada, so
capture that explosion of
ideas as rapidly as
possible. Gumamit ng Key
words, symbols and images
bilang shortcuts para mas
mahabol mo ang bilis ng utak
mo!

practical strategic planning for local climate change action plans
Step 5:
Break
Boundaries/sige
lang tawirin mo!
Get rid of the idea that
you always have to work
on white, A4-size paper
with black ink or pencil.
Use A3 or better A2-size
paper or cover an entire
wall with wall paper ... the
bigger the paper, the more
ideas you'll have.
Use wild colors, fat colored
markers, crayons, or
skinny felt tipped pens.

Group mind mapping

                          change action plans
Step 6:
Judge Not/huwag muna
husgahan!

Isulat muna lahat ng maisip
kahit hindi pa malinaw ang
kaugnayan sa central idea…
Put everything down that comes into
your minds, even if it is completely
unrelated.

practical strategic planning for local climate change action plans
Step 7:
Keep Moving/Galaw lang
ng galaw!

Keep your hands moving!

If ideas slow down, draw empty
spaces and watch your brains
automatically find ideas to fill them
with.

Or change colors to re-energize
your minds.

Stand up and walk around, talking
out loudly to generate even more
energy.

practical strategic planning for local climate change action plans
Step 8:
Allow Organization/Pwede
namang balikan!

 Minsan, kita mo agad ang
ugnayan at kuneksyon kayat
madaling ikabit ang mga anak ng
ideya sa kanilang “nanay” o main
idea.

Minsan naman, hindi, kaya i-rekta
mo lang kabit sa central idea.
Organization can always come
later; the first requirement is to
get the ideas out of your head
and onto the paper.

The Benefits of Mind Mapping
 The benefits of Mind (visual) Mapping are extensive and far reaching in that it naturally expands our biological
thinking capacity and ability to think laterally in any given situation.
 Here are some of the prolonged benefits experienced by “serial” Mind Mappers (those who regularly utilize Mind
Maps to clarify their thinking and organize their ideas)-- Adam Sicinski

lessons:…
• Sa anumang gawain, kailangan pala may lider
• Kelangan din ng pagkakaisa/kooperasyon
• May pagkakaisa ‘pag malinaw ang “purpose” o dahilan
 (manalo sa game)
• Kailangan may diskarte/strategy
• Even without words, pwede magkaintindihan kahit
 pakiramdaman, oo, communication can happen
 (come, stop quiet, eat, etc)
           ,
• Pero pwede’ng magkaroon ng mis-communication

Poor Communication
Many times a project may fail because the project
team members do not know exactly what to get
done or what's already been done. Or if they
know the what, the how and when or even the
              who, is not so clear.
 Disagreement
 Kahit sabihin nating evolving ang project,
Implementers must agree on various elements.:
 One look, one voice, one vision---one strategy,
          various tactics

Still with me? ANO BA YUNG PINAG-GAGAWA NATIN KANINA?

6. TUTUKUYIN NATIN ANG MGA problema at rarangguhan [identifying
problems, ranking them (prioritization)] a bit about situational analysis using the
     TUMAMA KA model.
7. Mag-aani tayo ng mga konsepto gamit ang MAPTAK o mindmap
8. Tatapusin natin ito sa paghahanay ng mga aksyon katapat ng mapagkasunduang
     strategy o diskarte

Use wild colors, fat colored markers, crayons, or skinny felt tipped pens. practical strategic planning for local climate change action plans

  • 31. Step 7: Keep Moving/Galaw lang ng galaw! Keep your hands moving! If ideas slow down, draw empty spaces and watch your brains automatically find ideas to fill them with. Or change colors to re-energize your minds. Stand up and walk around, talking out loudly to generate even more energy. practical strategic planning for local climate change action plans
  • 32. Step 8: Allow Organization/Pwede namang balikan! Minsan, kita mo agad ang ugnayan at kuneksyon kayat madaling ikabit ang mga anak ng ideya sa kanilang “nanay” o main idea. Minsan naman, hindi, kaya i-rekta mo lang kabit sa central idea. Organization can always come later; the first requirement is to get the ideas out of your head and onto the paper. practical strategic planning for local climate change action plans
