6. PROJECT MANAGEMENT DEPARTMENT
The objective of the Project Management department is
to plan and mobilize projects and ensure execution as
per plans. Project is generally issued to an eligible
contractor through a process called Bidding.
Tender is a process whereby government invite bids for
large projects that must be submitted within a finite
deadline.
The Government chooses an eligible contractor in order
to take up the project. Eligible Contractor is chosen
through evaluation. Evaluation is based on the price
offered to complete the project by the Contractor and
the capability of the Contractor.
Once the eligible contractor is chosen, a kick off meeting
is held where the contractor signs the contract and the
parties discuss the factors of the contract. Important
details are mentioned in the contract such as the date of
commencement and completion.
7. The project manager is allotted and his responsibilities
are mentioned in the contract.
Initially Memorandum of Agreement is prepared by the
parties for mutual understanding where the contractor is
willing and able to perform the works desired by the
Company.
In case of ambiguity or conflict between any of these
documents priority shall be given to the documents in
the order given. The Contractor agrees to execute and
complete the works in conformity with the Contract.
The Company or the Government agrees to pay the
Contractor in consideration of the satisfactory execution
and completion of the works, in accordance with terms
of the Contract the sum not exceeding the amount
subject to actual works carried out and such variation
thereof as shall become payable under the terms and
conditions of the Contract.
8. HR DEPARTMENT
Human Resource Department of MECC is
committed to serve the Company and assist the
employees by way of creating, interpreting and
implementing the human resource policies within
the limits of Kuwait Labour Law and providing
necessary information on human resources
concerns as and when required.
The HR Policy Manual is not an all-inclusive
manual and its contents are to be used as
guidelines. It may be changed at any intervals as
per changes in company policies or Kuwait
Municipality, Commercial or Labour Law.
9. HR Department deals with management of people
within the Company there are numerous

10. PROCUREMENT DEPARTMENT
The objective is to define a system such that items
are procured on time, as per requirements and
store them appropriately.
It related to purchase of Spare parts, Consumables
and other raw material related to Projects &
Equipment Leasing functions.
The overall responsibility lies with the Commercial
Manager.
11. PRODUCTION DEPARTMENT
The duct factory started in the year 2006 with the idea of
producing duct for centralized air conditioners. This area of
production is very competitive and the competitors are
Badr-Mulla, Yousuf Al Ghanim & Kharafi. The production
unit further expanded and started producing water coolers
and refrigerators in the year 2013. The production
department later came up with the idea of producing
kitchen appliances that are made of stainless steel for fast
food restaurants such as Burger King, Apple Bee's, Taco
Bell, Pizza Hut in Kuwait. Laying duct for government
hospitals was one of the major projects. The factory
started off with 18 staffs working which has now increased
to 150 staffs.
