Stabilize existing shoreline through hard protection (e.g. seawall) or soft protection (e.g. beach nourishment)
allow the use of current systems to continue with adjustment to accommodate the changing environment but eventually give way to natural environmental change or government may charge rent for continued occupation

In the United Kingdom, "village blue" idea has been proposed for several towns with growing river flood problems and growing populations.
1.
design buildings and infrastructure to resist damage by occasional or even periodic flooding
2.create retention areas for ocean surges or heavy rainfall.
a central recreation area that becomes an expandable lake, complete with swimming and boating facilities, in flood conditions.

Little River Salt Marsh Restoration Project
Based on hydrologic and hydraulic modeling of the marsh under various conditions of tides and storm flows, these culverts will allow adequate tidal flow to restore the marsh while at the same time solve the current flooding problem
Install twin 12' concrete box culverts at the location of the present north outlet to the marsh
