This document discusses policy issues related to mainstreaming gender into land and water management and natural resource management projects in the Middle East and North Africa region. It finds that providing microcredit opportunities and access to training for women can help empower them. It recommends including women in agricultural programs to recognize their land rights, pursuing gender-mixed training approaches, and targeting support toward individual women as well as strengthening women's groups. Gender-disaggregated data and monitoring are also needed to ensure projects do not increase women's workload without giving them greater control and decision-making power over resources. Mainstreaming gender from the start, including in priority-setting and targeting, as well as skills development, microcredit, and awareness-raising can help intrinsically and instrument
