Guiding Principles
Republic Act No. 8491 states that our national motto shall be:

MISSION STATEMENT
To protect and promote the right of every Filipino to quality,
equitable, culture-based, and complete basic education where:
Students learn in a child-friendly, gender-sensitive, safe, and
motivating environment.
Teachers facilitate learning and constantly nurture every learner
Administrators and staff, as stewards of the institution, ensure an
enabling and supportive environment for effective learning to happen
Family, community, and other stakeholders are actively engaged and
share responsibility for developing life-long learners.
Rights of Students
As provided for in Batas Pambansa Bilang 232 or Education Act of 1982: In
addition to other rights, and subject to the limitation prescribed by law and
regulations, and student and pupils in all schools shall enjoy the following
rights:
1. The right to receive, primarily through competent instruction,
relevant quality education in line with national goals and conducive
to their full development as person with human dignity.
2. The right to freely choose their field of study subject to existing
curricula and to continue their course therein up to graduation,
except in cases of academic deficiency, or violation of disciplinary
regulations.
3. The right to school guidance and counseling services for decisions
and selecting the alternatives in fields of work suited to his
potentialities.
4. The right of access to his school records, the confidentiality of
which the school shall maintain and preserve.
5. The right to the issuance of official certificates, diplomas, transcript
of records, grades, transfer credentials and other similar documents
within thirty (30) working days upon request.
6. The right to publish a student newspaper and similar publications,
as well as the right to invite resource persons during assemblies,
symposia and other activities of similar nature.
7. The right to free expression of opinions and suggestions, and to
effective channels of communication with appropriate academic
channels and administrative bodies of the school or institution.
8. The right to form, establish, join and participate in organizations
and societies recognized by the school to foster their intellectual,
physical, cultural, and spiritual growth and development, or to
form, establish, join and maintain organizations and societies for
purposes not contrary to law.
9. The right to be free from involuntary contributions, except those
approved by their own organizations and societies.
In addition to what had been provided under the existing laws, all students
should exercise the following:
10. The right for access of information, including his rights and
privileges as a person, a student, and a child.
11. The right to be respected and treated fairly and dealt accordingly as
a person.
Duties & Responsibilities of Students
As being provided in Batas Pambansa Bilang 232/Education Act of 1982: in
Addition to those provided for under existing laws, every student shall:
1. Exert his utmost effort to develop his potentialities for service,
particularly by undergoing an education suited to his abilities, in
order that he may become an asset to his family & society.
2. Uphold the academic integrity of the school, endeavor to achieve
academic excellence & abide by the rules and regulations
governing his academic responsibilities and moral integrity.
3. Promote and maintain the peace and tranquility of the school by
observing the rules and discipline, and by exerting efforts to attain
harmonious relationships with fellow students, the teaching and
academic staff & other school personnel.
4. Participate actively in civic affairs & in the promotion of the
general welfare, particularly in the social, economic & cultural
development of his community & in the attainment of a just,
compassionate & orderly society.
5. Exercise his rights responsibly in the knowledge that he is
answerable for any infringement or violation of the public welfare
and of the rights of others.
Rights of Parents
In addition to other rights under existing laws, all parents who have children
enrolled in a school have the following rights:
1. The right to organize by themselves and/or with teachers for the
purpose of providing a forum for the discussion of matters relating
to the total school program, and for ensuring the full cooperation of
parents and teachers in the formulation and efficient
implementation of such programs.
2. The right to access to any official record directly relating to the
children who are under their parental responsibility.
Duties of Parents
In addition to those provided for under existing laws, all parents shall have
the following duties and obligations:
1. Parents, individually or collectively, through the school systems,
shall help carry out the educational objectives in accordance with
national goals.
2. Parents shall be obliged to enable their children to obtain
elementary education and shall strive to enable them to obtain
secondary and higher education in the pursuance of the right
formation of the youth.
3. Parents shall cooperate with the school in the implementation of the
school program curricular & co-curricular.
School Discipline
Authority to Maintain School Discipline (D.O. No. 92, s. 1992 pages 22 - 23):
“Every school shall maintain discipline inside the school campus as well as
outside the school premises when pupils/students are engaged in activities
authorized by the school.”
• For first and other offenses, which are not very serious in nature, a
suspension from school not to exceed three (3) school days may be
authorized by the Principal without the approval of the Division
Superintendent. However, parents must be informed by the
principal of the misconduct on the part of their child for which
disciplinary action is necessary.

• For a persistent offender or one guilty of serious offense, a
suspension for not more than one (1) year may be imposed subject
to the approval of the Division Superintendent.
• Suspension from school one year or more or expulsion from school
can be ordered only by the DepEd Secretary.
• In all cases of disciplinary action like suspension, a written promise
of future exemplary conduct signed by the student and
parents/guardians shall be required as a condition for readmission
and must be required in the case of suspension for more than three
(3) days.
• Offenses punishable by suspension or expulsion depending on the
seriousness of the offense:
 Gross misconduct
 Cheating and stealing
 Assaulting/bullying another student
 Assaulting a teacher/ school authority
 Preventing, threatening students/teachers/school
authorities from discharging their duties.
 Smoking inside the school premises
 Vandalism/destroying school property
 Gambling of any sort
 Drinking intoxicating substances
 Carrying of deadly weapons
 Extortion
 Fighting which causes injuries to others
 Using, selling, possessing prohibited drugs
 Hazing in any form
 Immorality/sexual harassment
 Instigating, leading, participating in concerted activities
leading to the delay or obstruction of classes
 Forging or tampering school records
Campus Security
• Only bonafide students of the school shall be allowed inside the
school campus.
• No visitors shall be allowed to enter or stay inside the school
campus except for valid reasons. They shall be required to sign the
Logbook of the Security Service, and shall be directed by the Guard
on duty to see the Guidance Counselor for students’ concerns or see
the School Head for school concerns.
Attendance & Punctuality
Regularity of attendance and punctuality are required in all classes. A truant
student, one who has been absent or has cut classes for a specified period of
time is required to present a letter of explanation from hi/her
parents/guardians, or to bring them to school for a short conference with the
section counselor and or Guidance Counselor.
 Absences
A student who incurs absences of more than 20% of the prescribed number of
classes during the school year should be given a failing grade and be given a
0 credit for the subject. Furthermore, the school head, exercising his/her
discretionary authority may exempt a student who exceeds the 2o% limit for
reasons considered valid and acceptable to the school. Such discretion shall
not excuse the student from his/her responsibility in keeping up with lessons,
assignments and in taking examinations where indicated.
 Habitual Tardiness
Especially during the first period in the morning and afternoon shall not be
allowed. Teachers concerned shall call for the parents of the students or visit
his/her home.
School Uniform
For security purposes, a School Uniform shall be prescribed for all students
inside the school consisting of plain white blouse/shirt and plain pleated
green skirts for the female and plain white polo/shirt and black/dark colored
pants for the male. These should be worn together with black close shoes
with white socks and official ID (if provided). Students should be properly
groomed in all instances while in school. Hair of the female must be
clipped/tied in place always and should not wear long dangling earrings or
multiple earrings while in school. Wearing of lots of jewelry is also
prohibited. Male students should not wear earrings, or should let their ears or
any part of their body pierced. They are also required to wear short hairs, at
least one (1) inch above the ears and three (3) inches above the collar line of
their uniform (1x3). MAPEH uniforms/shirts will be allowed as the case
requires. Civilian clothes will be allowed on special occasions or as case
requires only. In cases where in civilian clothes are allowed, it should be
appropriate for school and not sleeveless, shorts, or tubes.
School Activities
• Classrooms are to be used for academic purposes only.
• No group actions like boycott/demonstration of any issue will be
allowed.
• Co-curricular activities shall be subject to prior approval of the
School head.
• Convocations, meetings and assemblies shall be held with the
knowledge and approval of the School Head and with the presence
of the teachers or club advisers.
Imposition of Disciplinary Action (DECS Service Manual 2000)
• School officials and teachers shall have the right to impose
appropriate and reasonable disciplinary measures in case of minor
offenses or infractions of good discipline. However, no cruel or
physically harmful punishment shall be imposed or inflicted
against any student.
• Teachers shall confer with parents/guardians or entertain visitors
during their vacant period; or during PTA Meetings scheduled for
the purpose.
• No student or visitors shall be allowed inside the school building
and premises after the last period has ended except for those
accompanied by the Teacher/Coach with parent’s permit and in
activities approved/allowed by the school head.
Grading System
• Grading system by subject shall follow the implementing
Guidelines contained in DepEd Order No. 33, s. 2004 for 4th
year
while Grade 7 - 9 should follow DepEd Order No. 73, s. 2012.
• Test scores shall be recorded as raw scores totaled at the end of
each grading period and then computed as percentage (student’s
score + highest possible score x 100).
• The final grade shall be determined by averaging the marks across
quarters by subjects only.
• The minimum performance standard or the lowest passing grade for
students is set at 75%. The lowest failing grade that may appear in
the students’ report card is set at 70%.
• Promotions shall be by subjects. A student shall be retained in the
year level if he/she incurs failures of three (3) units or more during
the regular school year and is unable to make up for the failed
subjects during the summer sessions. Retained students need to
repeat only those subjects they failed.
• Grade 7 - 9 students will be given proficiency levels as grades and
not numerical value of their performance.
Students Organizations
The SSG or the Supreme Student Government shall be the highest governing
body of the entire studentry. All bonafide students of the school are members
of the studentry to who the SSG is accountable at all times. Other students’
clubs and organizations under the SSG are Science and Technology Club an
YES-O, Mathematics Club, English Club, Filipino Club, Aral Pan Club, TLE,
STEP, MAPEH, Val Ed, DLNHS Choir, Rondalla, Dance Arts, Theater Arts,
CAT, Boy Scouts and Girls Scouts of the Philippines (BSP, GSP), and YMC.

Students can avail of the following services in school:

Domingo Lacson National High School 2014-2015 Department of Education Region VI - Western Visayas Division of Bacolod DOMINGO LACSON NATIONAL HIGH SCHOOL Bacolod City STUDENTS’ HANDBOOK Guiding Principles Republic Act No. 8491 states that our national motto shall be: MAKADIYOS MAKA-TAO MAKAKALIKASAN MAKABANSA VISION STATEMENT We dream of Filipinos who passionately love their country and whose values and competencies enable them to realize their full potential and contribute meaningfully to building the nation. As a learner-centered public institution, the Department of Education continuously improves itself to better serve its stakeholders. MISSION STATEMENT To protect and promote the right of every Filipino to quality, equitable, culture-based, and complete basic education where: Students learn in a child-friendly, gender-sensitive, safe, and motivating environment. Teachers facilitate learning and constantly nurture every learner Administrators and staff, as stewards of the institution, ensure an enabling and supportive environment for effective learning to happen Family, community, and other stakeholders are actively engaged and share responsibility for developing life-long learners. Rights of Students As provided for in Batas Pambansa Bilang 232 or Education Act of 1982: In addition to other rights, and subject to the limitation prescribed by law and regulations, and student and pupils in all schools shall enjoy the following rights: 1. The right to receive, primarily through competent instruction, relevant quality education in line with national goals and conducive to their full development as person with human dignity. 2. The right to freely choose their field of study subject to existing curricula and to continue their course therein up to graduation, except in cases of academic deficiency, or violation of disciplinary regulations. 3. The right to school guidance and counseling services for decisions and selecting the alternatives in fields of work suited to his potentialities. 4. The right of access to his school records, the confidentiality of which the school shall maintain and preserve. 5. The right to the issuance of official certificates, diplomas, transcript of records, grades, transfer credentials and other similar documents within thirty (30) working days upon request. 6. The right to publish a student newspaper and similar publications, as well as the right to invite resource persons during assemblies, symposia and other activities of similar nature. 7. The right to free expression of opinions and suggestions, and to effective channels of communication with appropriate academic channels and administrative bodies of the school or institution. 8. The right to form, establish, join and participate in organizations and societies recognized by the school to foster their intellectual, physical, cultural, and spiritual growth and development, or to form, establish, join and maintain organizations and societies for purposes not contrary to law. 9. The right to be free from involuntary contributions, except those approved by their own organizations and societies. In addition to what had been provided under the existing laws, all students should exercise the following: 10. The right for access of information, including his rights and privileges as a person, a student, and a child. 11. The right to be respected and treated fairly and dealt accordingly as a person. Duties & Responsibilities of Students As being provided in Batas Pambansa Bilang 232/Education Act of 1982: in Addition to those provided for under existing laws, every student shall: 1. Exert his utmost effort to develop his potentialities for service, particularly by undergoing an education suited to his abilities, in order that he may become an asset to his family & society. 2. Uphold the academic integrity of the school, endeavor to achieve academic excellence & abide by the rules and regulations governing his academic responsibilities and moral integrity. 3. Promote and maintain the peace and tranquility of the school by observing the rules and discipline, and by exerting efforts to attain harmonious relationships with fellow students, the teaching and academic staff & other school personnel. 4. Participate actively in civic affairs & in the promotion of the general welfare, particularly in the social, economic & cultural development of his community & in the attainment of a just, compassionate & orderly society. 5. Exercise his rights responsibly in the knowledge that he is answerable for any infringement or violation of the public welfare and of the rights of others. Rights of Parents In addition to other rights under existing laws, all parents who have children enrolled in a school have the following rights: 1. The right to organize by themselves and/or with teachers for the purpose of providing a forum for the discussion of matters relating to the total school program, and for ensuring the full cooperation of parents and teachers in the formulation and efficient implementation of such programs. 2. The right to access to any official record directly relating to the children who are under their parental responsibility. Duties of Parents In addition to those provided for under existing laws, all parents shall have the following duties and obligations: 1. Parents, individually or collectively, through the school systems, shall help carry out the educational objectives in accordance with national goals. 2. Parents shall be obliged to enable their children to obtain elementary education and shall strive to enable them to obtain secondary and higher education in the pursuance of the right formation of the youth. 3. Parents shall cooperate with the school in the implementation of the school program curricular & co-curricular. School Discipline Authority to Maintain School Discipline (D.O. No. 92, s. 1992 pages 22 - 23): “Every school shall maintain discipline inside the school campus as well as outside the school premises when pupils/students are engaged in activities authorized by the school.” • For first and other offenses, which are not very serious in nature, a suspension from school not to exceed three (3) school days may be authorized by the Principal without the approval of the Division Superintendent. However, parents must be informed by the principal of the misconduct on the part of their child for which disciplinary action is necessary. Domingo Lacson National High School 2014-2015 • For a persistent offender or one guilty of serious offense, a suspension for not more than one (1) year may be imposed subject to the approval of the Division Superintendent. • Suspension from school one year or more or expulsion from school can be ordered only by the DepEd Secretary. • In all cases of disciplinary action like suspension, a written promise of future exemplary conduct signed by the student and parents/guardians shall be required as a condition for readmission and must be required in the case of suspension for more than three (3) days. • Offenses punishable by suspension or expulsion depending on the seriousness of the offense:  Gross misconduct  Cheating and stealing  Assaulting/bullying another student  Assaulting a teacher/ school authority  Preventing, threatening students/teachers/school authorities from discharging their duties.  Smoking inside the school premises  Vandalism/destroying school property  Gambling of any sort  Drinking intoxicating substances  Carrying of deadly weapons  Extortion  Fighting which causes injuries to others  Using, selling, possessing prohibited drugs  Hazing in any form  Immorality/sexual harassment  Instigating, leading, participating in concerted activities leading to the delay or obstruction of classes  Forging or tampering school records Campus Security • Only bonafide students of the school shall be allowed inside the school campus. • No visitors shall be allowed to enter or stay inside the school campus except for valid reasons. They shall be required to sign the Logbook of the Security Service, and shall be directed by the Guard on duty to see the Guidance Counselor for students’ concerns or see the School Head for school concerns. Attendance & Punctuality Regularity of attendance and punctuality are required in all classes. A truant student, one who has been absent or has cut classes for a specified period of time is required to present a letter of explanation from hi/her parents/guardians, or to bring them to school for a short conference with the section counselor and or Guidance Counselor.  Absences A student who incurs absences of more than 20% of the prescribed number of classes during the school year should be given a failing grade and be given a 0 credit for the subject. Furthermore, the school head, exercising his/her discretionary authority may exempt a student who exceeds the 2o% limit for reasons considered valid and acceptable to the school. Such discretion shall not excuse the student from his/her responsibility in keeping up with lessons, assignments and in taking examinations where indicated.  Habitual Tardiness Especially during the first period in the morning and afternoon shall not be allowed. Teachers concerned shall call for the parents of the students or visit his/her home. School Uniform For security purposes, a School Uniform shall be prescribed for all students inside the school consisting of plain white blouse/shirt and plain pleated green skirts for the female and plain white polo/shirt and black/dark colored pants for the male. These should be worn together with black close shoes with white socks and official ID (if provided). Students should be properly groomed in all instances while in school. Hair of the female must be clipped/tied in place always and should not wear long dangling earrings or multiple earrings while in school. Wearing of lots of jewelry is also prohibited. Male students should not wear earrings, or should let their ears or any part of their body pierced. They are also required to wear short hairs, at least one (1) inch above the ears and three (3) inches above the collar line of their uniform (1x3). MAPEH uniforms/shirts will be allowed as the case requires. Civilian clothes will be allowed on special occasions or as case requires only. In cases where in civilian clothes are allowed, it should be appropriate for school and not sleeveless, shorts, or tubes. School Activities • Classrooms are to be used for academic purposes only. • No group actions like boycott/demonstration of any issue will be allowed. • Co-curricular activities shall be subject to prior approval of the School head. • Convocations, meetings and assemblies shall be held with the knowledge and approval of the School Head and with the presence of the teachers or club advisers. Imposition of Disciplinary Action (DECS Service Manual 2000) • School officials and teachers shall have the right to impose appropriate and reasonable disciplinary measures in case of minor offenses or infractions of good discipline. However, no cruel or physically harmful punishment shall be imposed or inflicted against any student. • Teachers shall confer with parents/guardians or entertain visitors during their vacant period; or during PTA Meetings scheduled for the purpose. • No student or visitors shall be allowed inside the school building and premises after the last period has ended except for those accompanied by the Teacher/Coach with parent’s permit and in activities approved/allowed by the school head. Grading System • Grading system by subject shall follow the implementing Guidelines contained in DepEd Order No. 33, s. 2004 for 4th year while Grade 7 - 9 should follow DepEd Order No. 73, s. 2012. • Test scores shall be recorded as raw scores totaled at the end of each grading period and then computed as percentage (student’s score + highest possible score x 100). • The final grade shall be determined by averaging the marks across quarters by subjects only. • The minimum performance standard or the lowest passing grade for students is set at 75%. The lowest failing grade that may appear in the students’ report card is set at 70%. • Promotions shall be by subjects. A student shall be retained in the year level if he/she incurs failures of three (3) units or more during the regular school year and is unable to make up for the failed subjects during the summer sessions. Retained students need to repeat only those subjects they failed. • Grade 7 - 9 students will be given proficiency levels as grades and not numerical value of their performance. Students Organizations The SSG or the Supreme Student Government shall be the highest governing body of the entire studentry. All bonafide students of the school are members of the studentry to who the SSG is accountable at all times. Other students’ clubs and organizations under the SSG are Science and Technology Club an YES-O, Mathematics Club, English Club, Filipino Club, Aral Pan Club, TLE, STEP, MAPEH, Val Ed, DLNHS Choir, Rondalla, Dance Arts, Theater Arts, CAT, Boy Scouts and Girls Scouts of the Philippines (BSP, GSP), and YMC.
