CONCEPTS OF PUBLIC VALUE
Public value is the benefit that a business or activity provides to society. The
expression was mentioned by Mark H. Moore, a Harvard professor. He
viewed it as the shareholder value of public management.
JACKIE BAILEY 1
STATED
Benefits that are (theoretically) equally available to all members of the public
are referred to as having public value. Examples include public parks, the rule
of law, clean air, a national defense system, and the arts and culture. Beyond
their own interests, people's values are referred to as having a public value.
People may have aspirations to change society, the country, or the world, for
instance, or they may feel a responsibility to leave a legacy for present and
future generations.

PUBLIC VALUE FRAMEWORK
One way of viewing public value is that it consists of an expanded definition
of public goods plus a public engagement element – what the public values is
a crucial part of defining public value. The public value framework, then, is
the means to coordinate all the resources flowing through a given system to
deliver these objectives. This can apply to both government resources and
non-government resources.

THE STRATEGIC TRIANGLE
Politicians and public
administrators must take a
number of factors into account
when deciding on a course of
action, including public value.
Prof. Mark Moore's renowned
"strategic triangle" has three
components: public value,
legitimacy and support (i.e., the
support for their activities in the
"authorizing environment"), and
productive skills.
In short, the manager needs to ask:
Should I do it? (public value)
May I do it? (legitimacy and support)
Can I do it? (productive capabilities)
IMPACT OF PUBLIC SECTOR INCREASING
PUBLIC VALUE
Public value asks public officials to consider the benefits and costs of public
services not only in terms of dollars and cents, but also in terms of how
government actions affect important civic and democratic principles such as
equity, liberty, responsiveness, transparency, participation, and citizenship.
Public value seeks to provide public officials with the ability to talk about the
net benefit of government actions, while overcoming the limitations inherent
in attempting to create a “bottom line” that is analogous to that of the private
sector

CONCEPTS OF INNOVATION
“Innovation is the process of realizing new products, processes, propositions,
or business models to create added value for customers and/or employees”
TYPES OF INNOVATION
PUBLIC VALUE THROUGH INNOVATION
The types of innovative projects and managers' opinions of the growth of
public value are correlated. According to sources, new initiatives will boost
community involvement and improve the quality of the services offered.
Novel techniques Reports indicate that our organizational strategies boost
worker productivity and happiness while also improving quality. Perhaps not
surprisingly, increased external communication will lead to an increase in the
frequency of reported citizen involvement.

PUBLIC VALUES AND INNOVATION
Government has taken various initiatives through “Aspire to Information”
(a2i) to bring digital revolution throughout the country as well different
ministries are now taking initiatives to implement complex digital projects for
better public services.
INNOVATION AND DIGITALIZATION IN THE
PUBLIC SECTOR
Innovation in the public sector refers to the process of making significant
changes to how the government operates and/or offers its services. It can be
stated to be done by a public sector organization if anything new or
significantly improved is being implemented. approach, methods, or goods
intended to advance. The "Aspire to Information" (a2i) initiative of the UN
Development Program has been fostering innovation in the delivery of public
services for the past 10 years since it was established in partnership with the
Government of Bangladesh.
It has significantly reduced the amount of time, money, and visits necessary to
get services while slashing back on corruption and bureaucracy. Through
digital centers, millions of Bangladeshis may now quickly access a variety of
official services, including birth certificates and land records, even in the most
rural parts of the nation. Each month, more than two million people use the
centers, which are spread out across the nation in hundreds of towns. Through
an apprenticeship program, another a2i program that offers online training has
assisted over 17,000 young people in developing the skills they need for
particular employment.
CHALLENGES & CONSIDERATION
Current economic condition of the after COVID world as well as volatile
political situation of our country always considers as a challenges of our
development initiatives. However, the recent completion of some mega
projects gives us optimism that, if we can take the right initiatives with
realistic development plans, we will be able to offer better public services,
which will eventually assist us to ensure better public values.
