The Change The LA Riots Brought
African Americans in Los Angeles and throughout the United States have experienced racial
oppression for centuries. Rodney King was an African American motorist who inspired positive
police reforms after he had a brutal conflict and was beaten by four members LAPD. Rodney King's
encounter resulted in a social and legal compromise because the incident made people aware of the
police brutality, gave African Americans a voice against police abuse, and resulted in reforms to the
way that the LAPD responded to the communities of color.
The Los Angeles Riots were the second Riots to happen after the Watts Riots. The L.A Riots took
place on April 9, 1992. The riots broke out in less than a day and lasted five days and killed more
than 50 people and left more than 2,000 injured. On April 30,1992, writers Richard A. Serrano and
Tracy Wilkinson wrote an article in the Los Angeles Times newspaper saying " hours after the
verdicts were announced, angry demonstrators torched, buildings, looted stores and assaulted
passerby as a civic leader pleaded for calm."(Serrano and Wilkinson 1) The riots started after the
verdict was given, people were filled with anger after the police were all acquitted of all charges.

LAPD squad working to build trust." In this article, the journalist lays out the signified and the

important concept is the notion of a dominant meaning. "From a framing perspective, dominant

"including scattered oppositional facts and challenging a dominant frame," they would be better
equipped to create an article that make all issues in the story equally salient (Entman, 1993, p. 57).
Historically, the signifiers of the Los Angeles Police Department has been the invading force; tyrant;

The King Case Of Rodney King
One of the examples of how the media can play a role in court cases is the Rodney King case.
Rodney King(King), a black man living in Los Angles, California who was on parole for a robbery
conviction and two friends were driving west on Interstate 210, on the night of March 3,1991, when
California Highway Patrol officer spotted his care speeding down the Interstate. The officers
attempted to pull King over, but King refused to pull over, resulting in a high–speed chase (Koon
1996) King then exited the freeway and the high–speed pursuit continued surface streets. By this
time the Los Angeles Police Department (LAPD) had join the pursuit with several police cars and
helicopters in the air. King was finally stopped at the corner of Foothill Boulevard and Osborne
Street. Once King came to a stop, CHP Officer Timothy Singer and his wife, CHP Officer Melanie
Singer then ordered the occupants under arrest. The two passengers were placed in the back of a
police car. King would not get come out of the car, when he did finally came out of the car he was
acting very weird, gigging, hitting the ground with his hands and then waving up to the helicopters.

The Los Angeles Police Department (LAPD) is the third largest police agency in the United States.
The LAPD has approximately 9885 sworn officers and 2718 support staff. They cover
approximately 500 square miles and is for the protection of over 4 million people. With that in mind,
managing such a behemoth agency is a complicated and problematic endeavor. Therefore, one of the
LAPD strengths is the way they manage themselves and protect citizens. Another strength of the
LAPD is created many various kinds of investigation divisions, bureaus unit and special operation
units. The components allow the LAPD to address a different kind of crimes, services, and
investigation. Some of these components are specialized units with members that specially trained to
for the unit's purpose or the specific type of crime or investigation. For an example, they have
counter–terrorism bureau, background investigation unit, commercial crime division, gang and
narcotic division, juvenile division, robbery homicide division and also technical investigation

determinations about whether they are violating the rules on stops, frisks, searches and arrests.
When police knowingly violate the rules of engagement, they are commonly known to have acted
corruptly. Police corruption comes in the forms of nonfeasance, misfeasance and malfeasance.
Malfeasance is a clear illegal act by the officer, such as the instances in the Rampart Scandal to be
later discussed. Non– feasance occurs when an officer neglects to perform a legal duty which is the
most common form of corruption. Misfeasance is the same as nonfeasance adding the element of
performing the legal duty correctly. Explanations for corruption range from individual officers (bad
apples), departmental issues, and external issues. Increasing police professionalism has a correlation
with decreasing police corruption. For this reason each department strives to limit corruption
(Eastep, 2013).

decision–making authority of police officers. Professionalism in the field and in each department is

misconduct, for which the police department, like its Chicago and New York counterparts, is

Hollywood, the LAPD features in many popular films. Film reflects the ideas of filmmakers and is a

On March 2, 1991, a brutal beating of a 26 year old man by the Los Angeles Police department, set
tensions high between the black community and the police department, not only in Los Angeles but
all across the country. This is not only considered an extremely controversial incident, but also a
contradicting case. Is it a coincidence, or has the justice system failed to charge and imprison police
officers who use excessive force on black members of society? By analyzing the incidents leading
up to this event, the actual evidence presented in the trial, and the police reports and conversations
post beating of Rodney King, it will be clear whether or not justice was served and how the results

Police brutality is "the use of any force exceeding that reasonably necessary to accomplish a lawful
police purpose." Police work is very stressful and often puts them in violent and dangerous
situations. Death is something that police must avoid probably every day, "on average, 64 police
officers per year were killed by criminals between 1980 and 2014, according to the Federal Bureau
of Investigations." (Roufa, 2017) Having to deal with these situations can take a toll on the police
office and change their viewpoint on society itself. The toll can be so bad that they can commit
suicide, "somewhere between 120 and 150 police officers commit suicide each year, at a rate of

Back in the late 1990's the Los Angeles Police Department was hit by a scandal in which police
officers in the Rampart division were accused of various crimes which ranged from planting
evidence, perjury, filing false police reports and physical abuse of innocent victims and other
crimes. The officers involved were in a special gang task force called CRASH (community
resources against street hoodlums) which was created to combat gang related activity and crime in
LAPD areas. It was a major scandal because police officers are held to a higher moral standard they
are expected to not only uphold the law but abide by it as well. "Cognitive bias is a systematic error
in thinking that affects the decisions and judgments that people make." (Cherry) This scandal shows
how cognitive bias has played out with not only the officers who committed the crimes but also by

The first incidence occurred in 1997 when undercover LAPD officer Lyga shot and killed Gaines an
off–duty officer. Lyga did not know Gaines was a police officer and feared for his life because

Los Angeles witnessed a high amount of drug incidents and violence, which arose from the
increasing drug problem. Unfortunately as the same time the nation witnessed a rise in the drug
problem, it also saw a rise in police brutality. Throughout Los Angles and America there were many

In 1992, a series of riots broke out in the city of Los Angeles. After footage of four police officers
using excessive force on an African American man, Rodney King, a jury acquitted the four officers
of their wrongdoing. The verdict sparked an outrage in the city, the incident was not the only point
which played a role in the riots. However, after Latasha Harlins, a 15–year–old girl, was shot in the
back of the head by a store owner. As a result, the people of Los Angeles responded in anger over
how African Americans were being treated by other races. The Rodney King verdict can be
considered as the start of the riots instead of Latasha Harlins' murder because it remained in the
hands of the police, consisted of a large group of White American men, which displays an abuse of
power in the race.
During the times of the riots, the Los Angeles Police Department played a significant role in the
uprising of the event. After the video went viral of the four police officers brutally beating King,
they were found not guilty of their crime. As there was specific evidence displayed for the jury, they
still acquitted all four officers. Less than three hours after the verdict was announced, protesting and
rebelling occurred. The verdict regarding the four police officers sparked the riots as Los Angeles
citizens were not satisfied with the jury's decision. Citizens were shocked by the response and did
not agree with making police brutality seem acceptable. In an interview, Jody David Armour, a
criminal justice and law professor at the University of Southern California, said, "there was ocular
proof of what happened. It seemed compelling. And yet, we saw a verdict that told us we couldn't
trust our lying eyes. That what we thought was open and shut was really "a reasonable expression of
police control' toward a black motorist" (Sastry). From Armour's own experience, he believes the
police and the jury did not make the correct decision. The majority of the people who lived in South
Central Los Angeles at the time did. People should feel protected by the police, however, no one

The world is full of crime and hate. When you think of criminal, an image pops in your head of
someone wearing bland clothing with a mask or a thug with gang tattoos. Some criminals are harder

communities of color.
The Los Angeles Riots were the second riots to happen after the Watts Riots. The L.A Riots took
place on April 9, 1992. The riots broke out in less than a day and lasted five days and killed more
than 50 people and left more than 2,000 injured. On April 30, 1992, writers Richard A. Serrano and
Tracy Wilkinson wrote an article in the Los Angeles Times newspaper saying "hours after the
verdicts were announced, angry demonstrators torched buildings, looted stores and assaulted

The McCone Commission found that "poverty, racial divisions and other social conditions helped
trigger the violence" (Pope). However, after the commissions report, interest in the Watts riots faded
and adequate action was not taken to address these issues in the affected areas. At the conclusion of
its investigation, the McCone Commission cited that "so serious and so explosive is the situation

beat him until he vomited blood. Another event that led to the Rampart scandal was in November 6,
1997 when $722,000 was stolen from a Bank of America in Los Angeles. Later the bank manager

In the flawed response to the Los Angeles riots there were many factors that played a role. One of
the biggest is the leadership of the Los Angeles Police Department, particularly the style of
leadership that was used during the situation. The style of leadership used by Chief Gates tended to
lean on the more authoritative style, as well as a laissez–faire style of leadership in which it appears
that "they do not get involved in operational matters. They hope the matter will go away or

In May of 1998, another event took place which involved some missing cocaine from an evidence
room at the LAPD headquarters (Frontline, 2001). Rafael Perez was the officer arrested for stealing
six pounds of cocaine from the property room. After Perez was in custody, LAPD Chief Bernard
Parks became concerned about the number of his officers who appeared to have connections to
Death Row Records and who were involved with some type of misconduct. He made the decision to
form an internal investigation unit which became known as the Rampart Corruption Task Force. In

In the 1980s, the Rampart community had the reputation as being the most violent in Los Angeles.
Many of its inhabitants were immigrants from Central America. As a response to the increase in

experts. And while the LAPD still faces criticism, it has also undergone substantail reforms and

How did the Los Angeles Riots help bring a change to the community and to the LAPD? Rodney
King was an African American motorist who inspired positive police reforms after he was brutally
beaten by four members of the LAPD. Rodney King had an impact on the lives of everyone. He was
an inspiration to most of the black African Americans. He was their voice.
The Los Angeles Riots were the second riots to happen after the Watts Riots. The L.A Riots took
place on April 9, 1992. The riots broke out in less than a day and lasted five days and killed more
than 50 people and left more than 2,000 injured. On April 30, 1992, writers Richard A. Serrano and
Tracy Wilkinson wrote an article in the Los Angeles Times newspaper saying "hours after the
verdicts were announced, angry demonstrators torched buildings, looted stores and assaulted
passersby as civic leaders pleaded for calm." The riots started after the verdict was given, people
were filled with anger after they police officers were acquitted of all charges against them. Tensions
also arose with Korean store owners.
The riots helped bring a change to the community for the African Americans because before the riots
they didn't have a voice, any protest or march they did didn't receive attention. When the riots
happened, they got the attention that they were searching for. The communities were said to be too
"poor" to care about them. In the article Sandy banks publish it said "The devastation was
heartbreaking, but I understood the rage behind it. Los Angeles had been building to this moment,
with years of protests, meetings, and marches that got little attention outside a black community
seemed too wretched and too poor to care about." Los Angeles was going to have a breakout sooner
or later due to the little attention put for the communities that were in need. The communities felt
that with Rodney King, they finally had a voice. For the community Rodney King was their voice
because of him the people started caring, everything started changing. Later in life they would not

In the late 1990s a new corruption started in the Community Resources against Street Hoodlums or
also known as CRASH anti–gang unit within the Rampart Division of the Los Angeles police
department. Many officers were proven and convicted of committing unlawful beatings and
shootings against gangs. Officers were also convicted for offenses such as, implanting false
evidence, theft, bank robbery, distributing illegal drugs, and perjury. The Rampart scandal caused
the public to be very concern towards corruption involved in law enforcement since many cases

killed himself. CRASH supervisor, Sergeant Edward Ortiz, who was also involved in the murder
didn't call the ambulance right away so that the officers could make up a story. Another incident was
in 1996 when Perez and his partner officer Nino Durden shot a 19 year old, Javier Ovando, in the
chest and head leaving him confined in a wheelchair for life. These are just the few incidents of
corruption involved in the Los Angeles Rampart Scandal. Rampart CRASH officers constantly
planted drugs, guns, or any other evidence on the arrestees to fabricate a probable cause. It is said

Rodney King was an African American motorist who inspired positive police reforms after he had a brutal conflict and was beaten by four members LAPD. Rodney King's encounter resulted in a social and legal compromise because the incident made people aware of the police brutality, gave African Americans a voice against police abuse, and resulted in reforms to the way that the LAPD responded to the communities of color. The Los Angeles Riots were the second Riots to happen after the Watts Riots. The L.A Riots took place on April 9, 1992. The riots broke out in less than a day and lasted five days and killed more than 50 people and left more than 2,000 injured. On April 30,1992, writers Richard A.
