A film reviewer from the BBFC decided to rate a film 15 instead of 18 because the young actors prevented overly explicit content, though some may find the theme distasteful.

The BBFC are emplaced to prevent potentially harmful content being shown to those whom maybe
aren’t mentally capable to process the content of what is being shown. This applies to content such
as:
Drugs
Discrimination
Imitable behaviour
Sex and Nudity
Violence
The promotion or misuse of drugs
Against: race, gender, sexuality, disability
Dangerous behaviour that could be imitated by
audiences
Harmful or explicit images or behaviour centred
on the naked form, non-animated.
No crude or overtly offensive behaviour, but
movies have been known to get away with
overly explicit violent scenes.
I have decided to award my film as a 15.
There was some deliberation whether it should have been an 18 due to
the overall theme and references throughout. However, due to the
young actors the content of the movie couldn’t be overly explicit,
otherwise protection laws etc. Some may find the theme of the movie
quite distasteful, but due to the media covering subjects such as these in
recent news will prepare audiences and the content may not seem as
harmful to audiences aged 15 and older as they have a greater
understanding of the world.
