The Homelessness Reduction And Prevention, Housing, And...
Proposition HHH is the "Homelessness Reduction and Prevention, Housing, and Facilities Bond"
("City Proposes $1.2 billion Bond to House the Homeless", n.d.). This measure will establish a 1.2
billion bond that will create funding towards permanent supportive housing, conventional affordable
housing without services, shelters and other measures like portable showers and storage facilities
("City Proposes $1.2 billion Bond to House the Homeless", n.d.). The main goal of this proposition
is to reduce homelessness in the City of Los Angeles, by building 10,000 housing units over the next
ten years (The Times Editorial Board, 2016). Furthermore, this measure needs two–thirds votes to
pass in the November 2016 election.
This measure will finance the construction of supportive and affordable housing for homeless
people in the City of Los Angeles. Permanent supportive housing is a type of housing that has
supportive on–site services like case management and physical and mental health care programs
("Yes On HHH Help House the Homeless", n.d.). According to Rog et al. (2014) permanent
supportive housing is a proven intervention that has reduced homelessness, increased housing
tenure, and decreased emergency room visits. Permanent Supportive Housing is effective, recent
research show that homeless people that are involved in this program remained housed. In addition,

Alternative 3 – Home to Stay One way D.C. can enhance the performance of Rapid Re–Housing
programs and lower the rate of individuals/families returning back to homelessness is to emulate the
model that NYC has been following for the past few years. A few years ago NYC launched the
Home to Stay program (Bornstein, 2014). Home to Stay is a partnership between New York's
Department of Homeless Services and four other organizations committed to fighting homelessness
(Bornstein, 2014). Home to Stay uses an evidence–based protocol known as Family Critical Time
Intervention which is intended to motivate individuals and heads of families over nine months to
take an advantage of support services, such as addiction and mental health counseling, conflict
mediation, and improvement of job prospects (Bornstein, 2014). The program follows an extensive
and rigorous screening procedure in order identify and select the most vulnerable and needy
homeless individuals and families who must have access to the supportive services the program
provides (Bornstein, 2014). Though Home to Stay does not target the homelessness population as a
whole, program expansion is a future possibility. While there is no concrete data that measures the
performance of Home to Stay, testimonies from individuals and families that participated in the

Homelessness affects men, women, families, children, youth, and veterans. While structural factors,
like the unequal distribution of income and lack of affordable housing, cause homelessness, certain
vulnerabilities may determine who is at higher risk for homelessness. These include addictions,
mental illness, domestic violence, medical conditions, and lack of education or job skills. This
research paper will shed some light on the issue of homelessness and how we can prevents it with

Homelessness on the rise Today, Homelessness in the US is becoming one of the top challenging
issues to fix. Recent available data shows an increase the number of the homeless between 2014 and
2015. On a single night in January 2014, 578,424 people were experiencing Homelessness –
meaning they were sleeping outside or in an emergency shelter or transitional housing program.
From 2014 to 2015, a period of ongoing recovery from the Great Recession, overall homelessness
decreased by 2.3 percent and Homelessness decreased among every major subpopulation:

A growing problem in America is homeless families. Most families that are homeless have at least
one or two children. Being homeless as a child can have severe effects on that child's education and
development. "Homeless children may have trouble focusing in class not only because they were
not able to do the homework, but also because they may not have had enough to eat or a decent
place to sleep, and they may be emotionally overwhelmed by the upheavals in their personal lives"

stabilize shelters, move homeless people into permanent housing, execute assistance programs to

affordable housing units. Homeless shelters do already exist in America, but most are filthy and are
invaded with bedbugs and body lice. Most large homeless shelters do not have proper ventilation,
causing it to get extremely hot during the summer. Even though families do stay in these shelters, it
is unsafe and gross. Homeless shelters in America are mostly funded from donations, meaning that

Homelessness In the Ozarks: Then to Now The issue my team chose to research and tackle was
homelessness in the Ozarks. Specifically, we wanted to look at the demographics of the issue and
then ultimately we wanted to look into the effects the issue of homelessness is having on another
serious issue, mental illness, and vice versa. The Merriam–Webster Dictionary defines homelessness
as one having no home or permanent place of residence. It defines mental illness as any of a broad
range of medical conditions that are marked primarily by sufficient disorganization of personality,
mind, or emotions to impair normal psychological functioning and cause marked distress or
disability and that are typically associated with a disruption in normal thinking, feeling, mood,
behavior, interpersonal interactions, or daily functioning. Some of the examples of mental illnesses
given by Merriam–Webster are major depression, schizophrenia, obsessive–compulsive disorder, or
panic disorder. The main aspects of the issue that will be covered are the current status of the issue,
the causes, current organizations involved in finding solutions, and what more needs to be done.

In the past five years, Seattle has responded to emergencies in "The Jungle" more than 750 times
250 for fires and 500 times for emergency medical response. Additionally, due to the risk of
violence in "The Jungle", the emergency response teams need to be accompanied by police officers.
These numbers do not take into account the number of medical emergencies where people self–
admit themselves through the emergency department. The cost of medical care and crime associated
with being homeless far outweighs the cost to provide an adequate housing program for those
suffering from homelessness. A study conducted by researchers from the University of Pennsylvania
examined the impact of providing supportive housing to the homeless on the use of hospitals, jails,
and shelters. What they found is that even without taking into account the many other factors that
place financial burdens on taxpayers, providing supportive housing saved money. So why is it that a

Housing First is a program that presents continual solutions to long–term homelessness. The
program 's goal is to produce sufficient permanent supportive housing to end long–term and chronic
homelessness. The primary objective is to help families and individuals secure a permanent resident

When you study the Maslow hierarchy, a person would need the basic necessities before reaching

Today, there are many problems that plague the world. And unfortunately, poverty is one of them.
Many people chose to ignore this issue, not only on a global scale, but also on a local scale. In
suburban areas, homelessness isn 't as obvious, but it is still an issue. Just because you do not see as
many homeless people on the streets as you do in Chicago, doesn 't mean it's not a problem here in
Elgin. There are a couple of shelters in the Elgin area, but they have limitations as to how long they
are open to the homeless. Usually, the homeless can only access them at night time between the
hours of seven pm to seven am and they have to go through a long process in order to stay. There
are other resources offered to them at these shelters, but none of the options include permanent
housing. Shelters are great for temporary relief but do not reduce the problem of people not having a
permanent place to stay. Having supportive housing will be a place that is stable for the homeless
and will provide them with the help they need. I feel that permanent housing and supportive housing
that is immediately available should be created for homeless and low income people.
Those who are against the idea of creating this kind of housing, say that it would cost the taxpayers
too much money to accomplish. The possibility is that their property value can go down and other

In the United States, there were approximately 564,708 people who were homeless on a single
winter night in 2015 (Housing and Urban Development, 2015). Worldwide, acquiring an accurate
picture of homelessness has proven challenging due to varying definitions country to country.
Furthermore, data on homelessness has also proven to be extremely sparse in many parts of the
world. The last worldwide survey was attempted by the United Nations. Based on the survey it was
estimated that 100 million people were homeless across the world (United Nations, 2005).
Considering the well–known negative effects that homelessness has on public health, these immense
numbers indicate an increased call for action towards effectively combating homelessness.
Prevention of homelessness for at–risk groups should be a greater focus for world leaders and policy
makers. In addition, greater efforts should be placed on addressing the complex, underlying causes
of homelessness and housing instability, as well as breaking down institutional barriers that often
disenfranchise certain populations.

How to end Homelessness in D.C.?
The chasm between the law and, the law as applied in practice is vast. The law provides funding for
homeless people, but this often leads to discrimination because it is so difficult to gain access to
these funds. Roscoe Pound, one of the most cited legal scholars of the 20th century, points out how
the "laws on the street" too often differ from the "laws on the books" and result in discrimination.
Homeless people suffer from government bureaucracy that makes it almost impossible for a
homeless person to successfully receive aid without help from others. The application process for
applying for aid is both strenuous and difficult, that requires a level of literacy skills and legal
expertise that would likely preclude an otherwise healthy person from becoming homeless in the
first place. In order to fix this injustice, experiments in the field of healthcare and government–
policy, must be applied to help the homeless in our community in D.C.. To solve the homelessness
epidemic, we need to expand collaborations between institutions that already exist in D.C.to help
the homeless and create a "housing first" plan that provides both rapid housing for the temporarily
homeless and permanent supportive housing for those who are chronically homeless. This policy
change may seem intuitive "give homeless people housing", however detractors argue that it is a
naive approach to a complex issue that also costs too much.

Different Races and Cultures living with Mental Illness and Homelessness
A mixed methods study explored the characteristics of and experiences with perceived
discrimination in an ethnically diverse urban sample of adults experiencing homelessness and
mental illness. The analysis of the interviews revealed three common themes related to navigating
these experiences of discrimination among the participants. First was social distancing, second old
and new labeling and third was homeland cultures. The study findings highlight homelessness and

Department of Housing and Urban Development (HUD) have identified rapid re–housing as a
critical strategy to meeting the national goal of ending family homelessness by 2020 (USICH 2013).
As noted in a recent update of Opening Doors, the federal plan to end homelessness, "[US
Department of Health and Human Services], HUD, [the US Department of Veterans Affairs], and
USICH have joined forces to promote expansion of rapid re–housing as a part of community
coordinated systems" (USICH 2013). Rapid re–housing, an intervention that helps homeless
families exit shelters and get back into permanent housing quickly, provides short–term help with
housing expenses (e.g., rent arrears, ongoing rent assistance, moving costs) and case management
focused on housing stability. Rapid re–housing is a relatively new but, as early evidence shows,
promising strategy that communities across the country are adopting. The emphasis on rapid re–
housing represents a significant shift in the response to family homelessness toward a Housing First

We live in a world where it is survival of the fittest. It is hard to succeed, one wrong decision can

Homelessness affects an estimated 650,000 Americans in the United States daily and the number of
people experiencing homelessness is continuing to rise across the United States and more
specifically in Massachusetts. According to the 2014 Annual Homelessness Assessment, between
2013–2014 Massachusetts saw the fourth largest increase in homelessness in the United States and

disabilities, and substance abuse disorders. These individuals need: "services that address their
tangible needs for housing, income and employment; access to flexible, low–demand interventions;
and long–term continuous treatment and support" (Wells, 2003). Low–threshold housing programs
and the Boston Healthcare for the Homeless Program (BHCHP) service model are two promising
methods of improving the present situation for the homeless.

There is not one person who is exactly alike. As people grow up and start to learn who they are they
start to make their own choices. Sometimes people choose to be homeless, and sometimes they can't
make ends meet to feed their family so they are forced to live on the streets. Not every homeless you

always the possible. Sometimes people have the knowledge to go to school but they aren't able to
because they don't have the proper funds to do so. Many times even though people want to go to

Some people are also homeless because they are addicted to drugs and/or alcohol. A person who is

very hard to get clean. Many times they relapse and go back to drugs just as they were almost done

Homelessness has no age limit. "Nearly one–quarter (23 percent or 138,149) of all homeless people
were children, under the age of 18. Ten percent (or 61,541) were between the ages of 18 and 24, and
67 percent (or 410,352) were 25 years or older" (Cortes et al., 2013 p.6).

In order to talk about system thinking, first, we need to understand what systems are in the context
of sustainability. Every problem or situation is made from several elements and parts, they are
interconnected and affect each other. Any changes towards the parts will change how the whole
system works. System thinking is an alternative way to look at a problem, it focuses on the big
picture instead of the individual parts to solve complicated problems. It focuses on how a small
change towards a single part interacts with another part towards affecting the picture (Aronson,
n.d.). Homelessness is a global problem where there is not an ultimate solution to solve this
problem. The most obvious way to define homelessness is the absence of shelter, secondly is define

people within the United States ("World Habitat"). The issue is growing throughout the world, yet
what is the root cause? Numerous people wonder how they can help. Most tend to believe that the
solution is as simple as just giving them money to use for daily living. Even though their root cause
for their issue isn't money. It is the fact that they don't grasp how to use their money properly/
responsibly. The homeless can't be helped with just cash, they need the proper support systems
along with education to become successful. The primary causes of chronic homelessness include
poverty, disability, mental illness, along with substance abuse or addiction. Poverty is a challenging
but is a doable cycle to break and becomes progressively difficult to get out once you begin to fall
behind a specific income level. Once people reach that point they are then usually not able to obtain
the proper resources for the acquired knowledge and resources that are necessary for a higher

  • 1. The Homelessness Reduction And Prevention, Housing, And... Proposition HHH is the "Homelessness Reduction and Prevention, Housing, and Facilities Bond" ("City Proposes $1.2 billion Bond to House the Homeless", n.d.). This measure will establish a 1.2 billion bond that will create funding towards permanent supportive housing, conventional affordable housing without services, shelters and other measures like portable showers and storage facilities ("City Proposes $1.2 billion Bond to House the Homeless", n.d.). The main goal of this proposition is to reduce homelessness in the City of Los Angeles, by building 10,000 housing units over the next ten years (The Times Editorial Board, 2016). Furthermore, this measure needs two–thirds votes to pass in the November 2016 election. This measure will finance the construction of supportive and affordable housing for homeless people in the City of Los Angeles.
