services of Chastain and presented the process of estimating in the design process.
For 2012 there was bids submitted on 112 projects and was successful low bidder on 22
projects. The construction value was $33,000,000 and we obtained $3,600,000. Majority
of the work was remodeling, renovation and repair projects for institutions and hospitals.

Started as the construction estimator for the custom home design build contractor. We
provided architecture and construction services to clients to build uniquely designed
homes for their sites. Major role was developing construction costs at several stages of
design and maintaining thru construction. Homes construction cost, without the land
ranged from $450,000 to $4,400,000. We developed costs for over 60 homes totaling
over $60,000,000 during the six years of service. Projects were on the islands
surrounding the low country in Charleston, South Carolina. We also bid other projects

In the journey of my career, have been involved with over 300 projects. The initial
registration was awarded in 1980 (Kansas # 2421). The registration for Arizona
(#13219) was awarded in late 1980. The registration for California is in evaluation and
consideration by the state board. Responsible for the development of numerous
projects from coast to coast. Performed services in desert climates, ocean
environments to freezing climates. The recent experience has been as architectural
consultant to construction managers, value engineering and quality control contracts.
The projects have ranged in size from $2,500 to $25,000,000. The projects are

- Ajo Recreation Center, Ajo, AZ / received an award for Outstanding Facility from
the Arizona Parks and Recreation Association in 1992.
- San Diego Fire Department, Fire Station #20, toilet design became the new
standard for the department and was instituted on projects.
- Fire Station #3, Tucson Fire Department, Assistant Fire Chief Wilson
commented, "It is obvious by this design that you have listened to all of us!"
Design Excellence is listening and responding to the needs of the users, clients and
owners. Success is implementing the solution with in the budgetary constraints of the
projects.

Performed planning services from space planning of interior office to master planning of
industrial parks. The planning process is the ability to assess the existing conditions and
the needs of the organization and projecting into the future to see the direction of the

Programming as defined by the American Institute of Architects is the ability to seek out
the clients problems and clear state them to be able to address and present viable
solutions. The development of appropriate solutions is dependent on the data collects

In the development of new clients and projects was involved in the marketing programs
for the respective firms. The main role in the most recent firms was the reactive and
proactive marketing strategies. These included the responses to the advertisements for
the public sector work. The development of the complete proposal packages for the
advertisements. The proposal successful in obtaining interviews, the next step was the
development of the interview tactics and packages. The marketing included the research
into the type and project requirements to permit the firms to be responsive to the needs
of the clients. The proactive strategies included the development of the client potential
bases and the formulation of addressing the new relationships. The great success
example was the sales total for The Architecture Company in a three year period from
annual sales of $400,000 to $1,100,000 a year. The increase comes from the new
market sources.
Contract Manager-IAI / TAC / NAA / CCS
The management included the contract management for over 20 indefinite quantity
contract or open end type contracts for ten public sector agencies (i.e. General services
Administration; Corps of Engineers; Naval facilities Engineering Command). Indefinite
quantity contracts have ranged in value from $25,000 to $750,000 per year. The major
responsibility of the manager is to interface with the managers from the respective
agencies. The effort included, but not limited to scope development, fee preparation, fee
negotiation, project scheduling and project delivery. Contracts are illustrated by:

In response to the government's desire to receive complete and usable facilities, they
instituted a program for more thorough quality. The Contractor Quality Control program
as outlined in the specifications for all Corps of Engineers project in excess of two million
dollars and a number of the Naval Facilities Engineering Command projects, we
provided a single point responsibility for outside registrant review of contractor
submittals. We bid the projects to the general contractors to do complete document
review and approval as required by the contract documents. Review was for compliance
with design drawings and specifications.

Investigation / Report Writing-IAI / TAC / NAA / SDG / ADP / HTK / CCS
In the support of serving respective clients and projects a number of investigations were
performed to determine the viability of the structures and environment. The needs
assessment and facilities delinquencies are observed and documented. The reports
were developed to explain the findings. Several were actually recommended that the
solution is to find a different facility. The completion of the reports determined the next
steps and lead into the completion of designs and facilities.
Consultant / Design -TAC / NAA / KSU / CCS / WPC
In the pursuit of design excellence, have be commission to be a design consultant to
engineering and construction companies. The experience has included public sector
projects as well as private project. The efforts were from the programming to

consultation during construction. The projects are from labs for mining companies to
office facilities for petroleum distribution facilities. The largest is the Federal Courthouse
in Phoenix at $115,000,000 and the smallest is the Stoner residence addition in Tucson.
The planning included from Lisa Frank Industries to Sacred Hearts Elementary School.
Cost Estimator-IAI / TAC / NAA / SDG / ADP / CCS
In an effort to deliver the successful projects, with concept to Budget Adherence,
experience has developed a process to determine accurate estimates for construction
projects. The training is to break apart of the construction to allow the development o
accurate and complete construction estimates. Have estimated projects to within plus or
minus five per cent. There has been accuracy to within point zero five percent of the
construction estimate and the bid. The Tucson Unified School District was impressed
and grateful for the accuracy to be able to factor in the alternates. There is also the
ability to program to the level of the estimate. The Pima County Parks and Recreation
facility in Ajo, Arizona was maximized. The program had a facility size costing over
$750,000 and through the design and cost estimate the program was reestablished and
brought within the project budget.
Value Engineering TAC / NAA / SDG / CCS
In the guidelines of Society of American Value Engineers (SAVE), have received the forty
hour certified training in the Value Engineering Team Studies. Have participated in
twenty value engineering studies as project manager and architect totaling close to
$200,000,000 in construction value. There have been over twenty five per cent
recommendations in value engineering proposals with approximately three per cent
accepted into the projects. The projects were from $2,000,000 to $100,000,000 in value.
Specification Production IAI / TAC / NAA / SDG / HWA
In the development of the Successful Projects, the Quality Performance was continued
through the preparation of specification documents. The specification production was to
compliment the drawings. The drawings were to establish the size, quantity and location
of the elements of the construction project; therefore the specifications were to establish
the quality, performance and extent of the elements. These types of specification
developed were satisfactory for public sector bidding, such as performance based
comparative specifications. The specifications have been produced both as part of the
drawings and separate book specifications.
Teacher / Instructor TTC / IAI / TAC / NAA / ADP / HTK / KSU / CCS / TCCC / SDCC
The experience within and outside the profession has permitted the ability to teach or
instruct. The service has been performing the service of teaching as with Kansas State
University, teaching first students to working within a given project, informing
communities of the progress and status of respective projects. Within the church, being
trained to teach and preach. Have lead lessons for groups from one to over seven
hundred. The delivery methods are developed dependent on the situation.

In serving as the president for the Tucson City Church of Christ, had the opportunity to
serve as the administrator for the first three quarters of 1996. The responsibility included
the financial aspects of the church. Reporting the progress to the church in San Diego.
The financial aspects were development of cash flow; the budgeting and preparing all
the checks.
Project Captain IAI / TAC / NAA / SDG / HWA / ADP
In the training received over the years, started as the drafter, and then progressed to the
next level as a Project Captain. The Project Captain's responsibility was to assemble
the architectural construction drawings from the design development documents. The
process was to establish the documents to permit the design to be construction. The
communication was essential to the coordination and completion of the construction
drawings. The effort usually incorporated the architectural drawing development and the
coordination of the engineering documentation.
Drafter IAI / TAC / NAA / HWA / ADP / HTK / KSU / KRE / WPC / DCI / DAI
Skilled in the effort drawing to communicate the design to contractors or clients. The
experience is with freehand drawings, mechanical drafting, and computer drawing
systems. The drawing is an essential portion of the communication for the contractor to
be able to complete the respective projects. The skills are ever present.
Graphics Designer TAC / NAA / KSU / WPC / TCCC / SDCC
The graphic composition and illustration as form of developing company logos and
images. The development of communication tools to communicate the concept for
respective reports or documents. The logos have been designed for the Tucson City
Church of Christ; Roger Worley Engineering; and West Point Contractor and recently,
the development of the logo and image for The LISI Consulting group.
Director of Operations CCS
As the Director with the value engineering company of Construction Costs Services was
responsible to develop new business, respond to requests, provide project and contract
management services. The efforts included obtaining and contracting with consultants
to perform services for the respective studies. The efforts usually entailed contracting
with the clients and the consultants.
Director of Production SDG
As the Director with an architectural firm served to lead the Production Department of
The Stichler Design Group. Responsibilities included the delegation of man power to
support the development of construction drawings for projects ranging in cost from
$100,000 to $10,000,000. The service including the membership to the executive
committee in the operation of the organization. The strategic planning and
implementation were discussed and action taken on a weekly basis. This position was
held simultaneously with the project management position on several large projects.

We provided architecture and construction services to clients to build uniquely designed homes for their sites. Major role was developing construction costs at several stages of design and maintaining thru construction. Homes construction cost, without the land ranged from $450,000 to $4,400,000. The main role in the most recent firms was the reactive and proactive marketing strategies. These included the responses to the advertisements for the public sector work. The development of the complete proposal packages for the advertisements. The proposal successful in obtaining interviews, the next step was the development of the interview tactics and packages. The marketing included the research into the type and project requirements to permit the firms to be responsive to the needs of the clients. The proactive strategies included the development of the client potential bases and the formulation of addressing the new relationships. The great success example was the sales total for The Architecture Company in a three year period from annual sales of $400,000 to $1,100,000 a year. The increase comes from the new market sources. Contract Manager-IAI / TAC / NAA / CCS The management included the contract management for over 20 indefinite quantity contract or open end type contracts for ten public sector agencies (i.e. General services Administration; Corps of Engineers; Naval facilities Engineering Command). Indefinite quantity contracts have ranged in value from $25,000 to $750,000 per year. The major responsibility of the manager is to interface with the managers from the respective agencies. The effort included, but not limited to scope development, fee preparation, fee negotiation, project scheduling and project delivery. The Contractor Quality Control program as outlined in the specifications for all Corps of Engineers project in excess of two million dollars and a number of the Naval Facilities Engineering Command projects, we provided a single point responsibility for outside registrant review of contractor submittals. We bid the projects to the general contractors to do complete document review and approval as required by the contract documents. Review was for compliance with design drawings and specifications. - NCO Academy Fort Huachuca ($3,200,000) - Vehicle Maintenance Facility, COE, Davis Monthan Air Force Base, AZ ($5,500,000) - Operations Building Fort Huachuca ($6,500,000) - Test & Evaluation facility, Fort Huachuca ($2,500,000) Investigation / Report Writing-IAI / TAC / NAA / SDG / ADP / HTK / CCS In the support of serving respective clients and projects a number of investigations were performed to determine the viability of the structures and environment. The needs assessment and facilities delinquencies are observed and documented. The reports were developed to explain the findings. The largest is the Federal Courthouse in Phoenix at $115,000,000 and the smallest is the Stoner residence addition in Tucson. The planning included from Lisa Frank Industries to Sacred Hearts Elementary School. Cost Estimator-IAI / TAC / NAA / SDG / ADP / CCS In an effort to deliver the successful projects, with concept to Budget Adherence, experience has developed a process to determine accurate estimates for construction projects. The training is to break apart of the construction to allow the development o accurate and complete construction estimates. Have estimated projects to within plus or minus five per cent. There has been accuracy to within point zero five percent of the construction estimate and the bid. The Tucson Unified School District was impressed and grateful for the accuracy to be able to factor in the alternates. There is also the ability to program to the level of the estimate. The Pima County Parks and Recreation facility in Ajo, Arizona was maximized. The program had a facility size costing over $750,000 and through the design and cost estimate the program was reestablished and brought within the project budget. Value Engineering TAC / NAA / SDG / CCS In the guidelines of Society of American Value Engineers (SAVE), have received the forty hour certified training in the Value Engineering Team Studies. Have participated in twenty value engineering studies as project manager and architect totaling close to $200,000,000 in construction value. There have been over twenty five per cent recommendations in value engineering proposals with approximately three per cent accepted into the projects. The projects were from $2,000,000 to $100,000,000 in value. Specification Production IAI / TAC / NAA / SDG / HWA In the development of the Successful Projects, the Quality Performance was continued through the preparation of specification documents. The specification production was to compliment the drawings. The drawings were to establish the size, quantity and location of the elements of the construction project; therefore the specifications were to establish the quality, performance and extent of the elements. These types of specification developed were satisfactory for public sector bidding, such as performance based comparative specifications. The specifications have been produced both as part of the drawings and separate book specifications. Teacher / Instructor TTC / IAI / TAC / NAA / ADP / HTK / KSU / CCS / TCCC / SDCC The experience within and outside the profession has permitted the ability to teach or instruct. The service has been performing the service of teaching as with Kansas State University, teaching first students to working within a given project, informing communities of the progress and status of respective projects. Within the church, being trained to teach and preach. Have lead lessons for groups from one to over seven hundred. The delivery methods are developed dependent on the situation. The responsibility included the financial aspects of the church. Reporting the progress to the church in San Diego. The financial aspects were development of cash flow; the budgeting and preparing all the checks. Project Captain IAI / TAC / NAA / SDG / HWA / ADP In the training received over the years, started as the drafter, and then progressed to the next level as a Project Captain. The Project Captain's responsibility was to assemble the architectural construction drawings from the design development documents. The process was to establish the documents to permit the design to be construction. The communication was essential to the coordination and completion of the construction drawings. The effort usually incorporated the architectural drawing development and the coordination of the engineering documentation. Drafter IAI / TAC / NAA / HWA / ADP / HTK / KSU / KRE / WPC / DCI / DAI Skilled in the effort drawing to communicate the design to contractors or clients. The experience is with freehand drawings, mechanical drafting, and computer drawing systems. The drawing is an essential portion of the communication for the contractor to be able to complete the respective projects. The skills are ever present. Graphics Designer TAC / NAA / KSU / WPC / TCCC / SDCC The graphic composition and illustration as form of developing company logos and images. The development of communication tools to communicate the concept for respective reports or documents. The logos have been designed for the Tucson City Church of Christ; Roger Worley Engineering; and West Point Contractor and recently, the development of the logo and image for The LISI Consulting group. Director of Operations CCS As the Director with the value engineering company of Construction Costs Services was responsible to develop new business, respond to requests, provide project and contract management services. The efforts included obtaining and contracting with consultants to perform services for the respective studies. The efforts usually entailed contracting with the clients and the consultants. Director of Production SDG As the Director with an architectural firm served to lead the Production Department of The Stichler Design Group. Responsibilities included the delegation of man power to support the development of construction drawings for projects ranging in cost from $100,000 to $10,000,000. The service including the membership to the executive committee in the operation of the organization. The strategic planning and implementation were discussed and action taken on a weekly basis.
