Mr. Hessler has over 23 years of experience in construction administration and
engineering. As Field Services Division Manager, Mr. Hessler is responsible for
overseeing the activities of DLZ’s Construction Inspectors for the Northeast
Ohio operation. Mr. Hessler will use his experience from previous ODOT LPA
projects to provide quality assurance and quality control for all documentation
on this project to assure all LPA requirements are met. He will also be in
responsible charge of the DLZ survey team. Recent LPA experience includes:
SEN-53-9.75 North Sandusky Street Renovations, TRU Main Street Resurfacing,
City of Cortland, Ohio, and the STA Trump Avenue/Georgetown Road

DANIEL UHLIR, PE - PROJECT MANAGER

Mr. Uhlir has over ten years of experience in the DLZ Field Services Group.
With a background of civil engineering, Mr. Uhlir has experience in both
construction management and roadway design. He will administer, manage,
and document the LPA construction process. Mr. Uhlir will act as a liaison
between the City of Kent, ODOT, and the Contractor. Mr. Uhlir will also review
project documents such as submittals, pay requests, daily reports, and any
requests for information. Mr. Uhlir has managed several ODOT LPA projects,
including most recently the resurfacing of Clifton Boulevard (CUY-006-07.60) in
2014 for the City of Lakewood.
KEVIN HUDNALL—PROJECT INSPECTOR

Mr. Hudnall has more than 18 years of experience as a member of our field
services group. In addition to his experience as a heavy/highway construction
inspector, Mr. Hudnall has also worked as a survey instrument man, water
sampler, structural inspector, and asbestos monitor. Mr. Hudnall’s
construction inspection experience includes asphalt pavement milling, full
depth concrete repair, drainage, new pavement placement, and guardrail
replacement. His experience also includes the restoration or replacement of
existing bridge structures. Mr. Hudnall’s recent LPA inspection experience
includes Clifton Boulevard Resurfacing in Lakewood, the SR261 Roundabout in

pedestrian amenities. Mr. Witt’s LPA experience includes the restoration of
West 117th Street on the Cleveland/Lakewood border. The project involved
major traffic control and stakeholder issues.
MARK STIEGELMEYER—SURVEY CREW CHIEF
Mr. Stiegelmeyer has been involved in the surveying profession for more than
15 years. He has performed various types of surveys, including cadastral,
topographic, hydrographic, utility, boundary, bridge, geodetic, route,
engineering design, and construction surveys. Mr. Stiegelmeyer has been
involved in surveying projects for various state, county, and city agencies
including the Ohio Department of Transportation. The survey crew will
provide project support with field utility locates and general construction
verification.

As an Engineering Intern with DLZ, Mr. Goroncy’s experience includes
construction inspection and design of various roadway elements. His previous
work experience included two internships at ODOT where cost estimation,
inspection work, and record keeping were part of the daily routine. Mr.
Goroncy will support the project by providing documentation control
including: meeting agendas and minutes, materials management, daily diary
entries, daily quantity tracking and general project filing.

has been the Construction Project Manager of Phases A and B of the Columbus
Traffic Signal System project transitioning all of the City’s traffic signals to a
fiber-optic communication network. His experience also includes roadway and
public utility infrastructure construction and maintenance. Mr. Hall will
provide Traffic Signal support as needed for East Summit Street.

Mr. Evans has more than 12 years experience as a civil engineer. His
responsibilities have included site grading, storm water pollution prevention
plans, utility design, design of storm water management and best
management practices facilities, SWPPP inspections, pavement design,

Sediment Control (CPESC). Mr. Evans will provide SWPPP inspections for the
East Summit Street Project as required to assure contractor compliance.

LPA PROJECT EXPERIENCE
DLZ has worked on numerous ODOT LPA
Construction Administration Projects. We
understand our responsibility to provide
construction administration services that meet
the needs of the City of Kent and The Ohio
Department of Transportation. DLZ inspectors
have extensive experience working with ODOT
Specifications and the Manual of Procedures.
Our inspectors are committed to enforcing the
specifications to assure the project is
completed correctly and within the Contract
requirements. Any deficiencies in the
Contractor’s work are brought to the attention
of the CPM and the client for corrective action.
Documentation is critical to the success of an
LPA project. DLZ field inspectors use daily
reports based on the ODOT standard daily
report. Other ODOT reports are also composed
depending on the type of LPA project, such as
critical underground installation
documentation, pavement placement,
earthwork quantity calculations, underdrain
inspections, non-conforming documentation,
and work zone review.
All quantities are measured and verified for
payment. The measurements are recorded and
organized according to bid item in a project
box, which is available at any time for the City
Construction Manager to review. The project
box acts as the central location for all the
project documents. Because the documents
are organized according to the bid item, it
makes for a smooth auditing process for the
ODOT LPA construction monitor.
Given that the POR-East Summit Street Project
will be funded by the AMATS, ODOT and Kent
State University, DLZ can track which bid items
have multiple funding sources. A funding
source cost breakdown can be provided to the
City with each Contractor invoice.

CUY-006-07.60 CLIFTON BLVD RESURFACING—LPA, City of Lakewood, Ohio
The Clifton Boulevard Resurfacing Project
consisted of resurfacing four lanes of Clifton
Boulevard from State Route 237 to the City's
west corporation line (approximately 0.6
miles). The project also included a
completely new drainage system, curb
replacement, median removal, full and partial depth repairs, as well
as maintenance of traffic. This project was an ODOT LPA and
required quality documentation to satisfy the LPA requirements.
Completed in 2014, the project was delivered to the City of
Lakewood on time and under budget.
DLZ was selected to provide Construction Administration, Inspection Services, and Quality Assurance
Testing for this project. DLZ's inspection responsibilities included composing daily reports, tracking
quantities installed, conducting prevailing wage interviews and obtaining all necessary paperwork
associated with ODOT LPA Projects. DLZ's management responsibilities included reviewing
submittals, conducting progress meetings, approving contractor invoices, and filing necessary ODOT
LPA paperwork to close out the project.
SUM-261-16.41 NE AVE ROUNDABOUT PROJECT–LPA, City of Tallmadge, Ohio
The Northeast Avenue Roundabout Project
consisted of the construction of a six-leg
modern roundabout at the existing
intersection of Northeast Avenue, Howe
Road and North Munroe Road. Major items
of work included new pavement, curb and
gutter, storm sewer, sidewalks, water line, traffic signing, pavement
markings and lighting. The project was challenging due to the need
for multiple phased traffic zones, major utility relocations and
impacts to local schools and residents. This was a 2010 ARRA
Stimulus Funded Project. DLZ conducted the pre-construction conference and utility coordination
meeting. DLZ personnel were responsible for all construction inspection and material testing quality
control. DLZ was also responsible to verify compliance with the ODOT DBE goals for the project. DLZ’s
on-site representative tracked all pay quantities, reviewing the Contractor estimates, producing daily
reports on the Contractor’s activities and attending project meetings.

CLA-794-0.60 PID 78677—LPA, Clark County Engineer
DLZ was hired by Clark County to provide construction management,
inspection and field & laboratory material testing for the realignment of
1.42 miles of roadway and resurfacing of an additional 1.15 miles of
roadway.
The project included many phase changes with different temporary
maintenance of traffic plans. The project required coordination with local
residents and utility companies for the relocation of the roadways and coordination with officials from the
Springfield Airport and the Air National Guard for other construction projects being performed nearby.
DLZ organized all necessary documentation to create the pay requests and change orders for the County
Engineer’s Office and LPA funding sources. DLZ confirmed compliance of all activities and materials during
ODOT’s monthly review of project files, thru an electronic network. DLZ observed and verified the
contractor’s material testing at the asphalt plant and observed both material testing and placement
procedures in the field for density, thickness, and temperature.
STA-TRUMP AVENUE & GEORGETOWN STREET—LPA, Stark County Engineer
The project consisted of the upgrading of the
Trump Avenue/Georgetown Street
intersection. Work included the
reconstruction and widening of the
intersection with turning lanes with a new
traffic signal. Additional work included
curbing, asphalt pavement, replacement of an existing culvert and other
storm water work. The project was challenging due to the maintenance
of traffic during construction. DLZ was selected to provide full-service
LPA construction administration of the project. Duties included field
inspection, project management, schedule reviews, material testing and approvals, and review of
change orders and Contractor pay requests.
ATB-GOODWILL DR (HARBOR STREETSCAPE) PROJECT—LPA, City of Ashtabula
This project consisted of the resurfacing, rehabilitation and
reconstruction of Goodwill Drive from Bridge Street to West 8th
Street.
The project length was approximately 650 feet. The project was
challenging due to the restoration and reconstruction of the historic
brick pavement and limiting the impacts to the local businesses in the
area.
DLZ personnel were responsible for construction inspection and
material testing quality control. DLZ utilized the Bill of Materials to
ensure that the Owner received a quality project. DLZ’s on-site representative tracked all pay
quantities, reviewed the Contractor estimates, and produced daily reports on the Contractor’s
activities along with attending project monthly meetings.

DLZ’s proposed Project Manager, Mr. Daniel Uhlir, P.E. is currently available to actively manage this
project. DLZ intends to administer this project from our office in Cleveland, Ohio. DLZ also has
offices in Akron and Columbus, which provide support as needed. DLZ’s proposed project inspectors,
have all worked on several roadway projects in the area.
EQUIPMENT & FACILITIES PSI has the ability to service the project with three local AMRL
Certified testing laboratories located in Canton, Girard and Cleveland.
DLZ currently has over 30 material testing technicians who perform tests all over the State of Ohio.
Of those 30 technicians, 15 are certified as ODOT Soils and Aggregate inspectors.
With a dedicated project team and over 200 professionals on hand and our established subconsultant
PSI to provide laboratory services, we have sufficient depth of staff and the capacity to perform all
services required for this project. The project team has worked successfully in the past on several
recent projects, bringing the client proven service continuity.
11. POR-EAST SUMMIT STREET PID NO. 8454611
PROJECT APPROACH
PROJECT UNDERSTANDING — The POR-East Summit Street Project
consists of the reconstruction of 1.22 miles of East Summit Street from
Willow Street to Whitehall Boulevard. The project includes new curb,
sidewalk, bike lanes, storm sewer, sanitary sewer, water mains, traffic
signals, lighting, signing and pavement markings, retaining walls and
landscaping. The anticipated schedule is August 2015 to December 2017.
With the East Summit Street corridor being one of the most highly
congested roads in the area with a current level of service of “E”, this
project is very important with respect to traffic flow and limiting pedestrian and vehicular conflicts.
DLZ visited the site on April 16, 2015.
TECHNICAL APPROACH — DLZ’s project team will consist of a qualified construction project manager,
Mr. Daniel Uhlir, PE, three full-time construction inspectors, a documentation clerk, an on-call survey
crew, QA/QC oversight, and SWPPP inspection as needed.
Quality assurance tests will be performed by DLZ’s cross-trained certified ODOT inspectors. This
saves the City money by not having to provide additional personnel. Compaction tests will be
performed during subbase preparation along with moisture and density tests. Asphalt placement will
be monitored to determine temperature, asphalt yield, and thickness. Concrete testing will be
performed by ACI Level I technicians.
DLZ will attend the pre-construction conference and provide meeting minutes. DLZ will support the
City and discuss prevailing wage and LPA documentation requirements with the Contractor to ensure
they are understood. Mr. Jacob Goroncy, EI, the project documentation clerk, will distribute the
Project Bill of Materials (PBOM) drawn from the construction documents. He will track material
compliance and make the Contractor aware which materials need to be approved and accepted prior
to acceptance for payment. DLZ will collect TE-24’s from the Contractor when materials are delivered
to the project site and verfiy materials from the Qualified Products List (QPL).
The documentation clerk will also schedule the regular progress meetings. DLZ will prepare the
meeting agenda as well as the meeting minutes, which will be distributed to all parties. DLZ’s team
will assist the City in monitoring the Contractor's construction schedule (which is posted in the field
office) and address any deviations with the City. If a change order or extra work becomes necessary,
DLZ‘s team will work with the City to evaluate the items for justification of labor, equipment, and
material charges and provide a written recommendation to the City.
The documentation clerk will review all Contractor pay requests before presenting them to the City.
Quantities will be verified that they match the inspection team’s records and that all materials have
been approved with proper documentation.

PROJECT APPROACH
QUALIFICATIONS — DLZ is well positioned to provide the City of Kent with qualified construction
management and inspection services based on the following:
DLZ has provided LPA construction services on over 35 projects for various local agencies in Ohio.
We understand ODOT’s LPA audit requirements and work regularly with the ODOT specifications.
DLZ has successfully provided construction administration and inspection services for roadway
projects for several Ohio clients including the City of Tallmadge, the City of Stow, the City of
Lakewood, the City of Shaker Heights, the Ohio Turnpike and Infrastructure Commission and
ODOT.
DLZ construction inspectors use ODOT standard forms in conjunction with the Manual of
Procedures (MOP) to record the quantity measurements for payment.
RELATIVE ODOT KNOWLEDGE AND EXPERIENCE — As an example of LPA ODOT knowledge, DLZ
provided CA/CI services on the Northeast Avenue Roundabout Project (SUM-261-16.83) for the City
of Tallmadge. This ODOT LPA Project consisted of the construction of a modern roundabout to
replace a six-legged intersection on Northeast Avenue. This project was similar to the East Summit
Street Project having extensive excavation and embankment, underdrains, curbs, subbase
preparation and new pavement. Traffic control was also very demanding. All project documents
were reviewed by the ODOT LPA Construction Monitor and were successfully completed.
INNOVATIVE APPROACH — DLZ understands the concerns of the traveling public and Kent State
University. The maintenance of traffic plan (MOT) and detour routes will be a critical component of
this project. DLZ suggests a summit meeting between the Contractor, the City, the University and DLZ
to review the MOT to have a complete understanding of the work. Open discussion is encouraged to
determine if work can be adjusted or accelerated to minimize traffic and pedestrian disruptions.
SAFETY — DLZ is a leader in field safety. All inspectors are required to be OSHA 10-Hour certified.
Inspectors are provided with hard hats, safety vests safety glasses, and trucks with safety lighting. At
a minimum, the inspection staff attend monthly tool-box talks or weekly contractor safety meetings.
The DLZ project manager is OSHA 30-Hour certified.
INCREASED QUALITY, TIME SAVINGS, AND COST REDUCTIONS — DLZ utilizes the web-based e-
Builder project management information system to track daily project documentation. DLZ has
successfully implemented this system on several construction management projects. e-Builder
provides a central database and allows the City real-time access the latest project information,
keeping the staff up to date. The software eliminates delays in receiving paper copies of reports and
makes the inspector more efficient in his reporting activities. It is also a great organization tool with
respect to potential audits by ODOT.
