   Salient/Minnesota Fiber Exchange is developing a
    Regional partnership to build a 120 mile last mile,
    carrier neutral, dark fiber network.
     The Salient/Minnesota Fiber Exchange Network simplifies direct
      connectivity from the Data Center to the end-user.
     Carrier Neutral access to the fiber network for licensed, credit worthy
      providers.
     Salient/Minnesota Fiber Exchange maintained Dark Fiber can be lit by
      Enterprises or Carriers.
   Ramsey County Project part of 2012 budget cycle; also
    in negotiations with Dakota County for access to their
    fiber assets.

   Increased Carrier capacity reduces cost of
    bandwidth.
   Enables Carriers to serve targeted customers in
    Ramsey County (and to super-regional locations
    via inter network connections) from a single
    point of presence.
   Facilitates rapid delivery of Managed Services to
    an extensive Private and Public sector customer
    base.

       Community Collaboration
   Expected Date of Occupancy – Fall 2012

   All Carriers are now interconnect via a single
    facility within the Minneapolis/St. Paul metro area
    (511 Building).
   A State Task Force* has identified this as a
    significant liability for our region.
   The Salient Data Center + Carrier Hotel strategy
    brings essential redundancy to our region.
   This state of the art facility will serve as a magnet
    for super-regional connectivity to other
    population centers in the Central U.S.

   Modular 5k to 12k square foot Pods will be
    available.
   Upgradeable Tier 2 and 3 Pods provide increased
    flexibility to serve selected markets.
   Meets both medium and large enterprise

   Each Pod will be electrically isolated from all other

    managed bandwidth and “hands-on” support.

Building the Next Generation Data Center

Key Elements of Salient’s Next-Generation Data Center Development include:  Redundant Power  Redundant Cooling  State of the Art Security  Flexible Internal/External Network Connectivity  Industry Standards Data Center Certification  Salient eliminates limited and expensive connectivity options by offering Data Center and Fiber Network connectivity in a single package. 2

Salient/Minnesota Fiber Exchange is developing a Regional partnership to build a 120 mile last mile, carrier neutral, dark fiber network.  The Salient/Minnesota Fiber Exchange Network simplifies direct connectivity from the Data Center to the end-user.  Carrier Neutral access to the fiber network for licensed, credit worthy providers.  Salient/Minnesota Fiber Exchange maintained Dark Fiber can be lit by Enterprises or Carriers.  Ramsey County Project part of 2012 budget cycle; also in negotiations with Dakota County for access to their fiber assets. 3

Increased Carrier capacity reduces cost of bandwidth.  Enables Carriers to serve targeted customers in Ramsey County (and to super-regional locations via inter network connections) from a single point of presence.  Facilitates rapid delivery of Managed Services to an extensive Private and Public sector customer base. 4
  • 5. The Salient Next-Generation Data Center is strengthened through key partnerships:  Kraus-Anderson Construction Company  Parsons Electric  Metropolitan Mechanical  Hagen Christensen and McIlwain Architects 5
  • 6. Ground-up Facility- Ramsey County Suburbs  Final Site Selection will be aligned with:  Anchor Tenant Requirements  Fiber Network Connectivity  Community Collaboration  Expected Date of Occupancy – Fall 2012 6

All Carriers are now interconnect via a single facility within the Minneapolis/St. Paul metro area (511 Building).  A State Task Force* has identified this as a significant liability for our region.  The Salient Data Center + Carrier Hotel strategy brings essential redundancy to our region.  This state of the art facility will serve as a magnet for super-regional connectivity to other population centers in the Central U.S. * Source: State of Minnesota Broadband Taskforce Report 2009 7

Modular 5k to 12k square foot Pods will be available.  Upgradeable Tier 2 and 3 Pods provide increased flexibility to serve selected markets.  Meets both medium and large enterprise requirements.  Each Pod will be electrically isolated from all other Pods.  Salient offers customized Pod services including managed bandwidth and “hands-on” support.  Affords the economies of scale of a larger facility while only leasing the space needed. 8
