5 – Year Highway Plan
Back ground:
The 5 – Year Highway Plan is developed by the County Engineer and Highway Department Staff to aid with
budgeting, planning, programming, and construction of roadways and bridge improvement projects.
The 5 – Year Highway Plan is presented at a public meeting and to the County Board for review and approval.
What factors go into the Plan:
Several factors are considered when developing the 5 – Year Highway Plan, below are the most essential:
- Life Cycle: Currently basing on a 85 Year life cycle
- Pavement Quality Index (PQI): PQI below acceptable level typically receive higher priority
- Traffic Volume (ADT = Average Daily Traffic): The higher ADT route typically receive higher priority
- Sufficiency Rating (SR): Used for rating bridges. Lower rating receive higher priority
- Accident Data, Alignment, County Roadway Safety Requirements and Funding Availability are other
consideration taken when creating the Plan

No – This is only a plan; funding level changes, County Board directives changes, etc. It is the goal of the Lac qui
