Tuition charges have increased by a national average of 20% between 2008 and 2012 (Hiltonsmith
& Draut, 2014). Higher education stakeholders, such as students, parents, public policy makers,
have expressed their worries about the rising tuition as it has triggered a public concern about
college affordability (Mumper & Freeman, 2011). For public colleges and universities, it was the
first time that they have witnessed that tuition as a share of total revenue surpasses the state funding
for public institutions nationwide in 2012 (U.S. Government Accountability Office, 2013). It
imposes challenges to public higher education institutions to shift their dependence of revenue from
state appropriations to tuition and other sources (Mulhern, Spies, Staiger & Wu, 2015).
A number of researches have investigate the myths of rising college cost (Archibald & Feldman,
2012; Baumol, 1995; Bowen, 1980; Douglas & Keeling, 2008; Heller, 2011; Martin, 2011; Mumper

Americans. An area for work opportunity for African Americans was seen in the industrial labor
markets. Booker T. Washington, a freedman and graduate of the Hampton Normal and Agricultural
Institute, was one of the biggest advocated for the pursuit of practical training and manual labor for
African Americans. He was a teacher and later elected president at Tuskegee Institute in Alabama
(now the Tuskegee University). There he trained Black students to become teachers, farmers, and

Alabama, changes in education have been literally fought for by blood, sweat and tears. However,
with the desegregation issues from 1964 closed for the past 50 years, state legislatures still find
plenty of arguments concerning public education reforms. Most of these arguments, though, are

The general public of the United States believes greatly in the higher education system. For many
graduating high school students, the goal is to become enrolled and graduate from college. In order
to determine whether the education system works, one must determine if students who attend

The Medicare and Medicaid federal programs were put in place as a way to help the less fortunate.
Individuals with severe disabilities or over the age of 65 qualify for Medicare. This program helps
them with health coverage, so the disabled and elderly who have Medicare do not have to worry

establishing public schools, education was reserved for the privileged elite thought to have an innate

nursing profession? The unified standard of entry into nursing practice is a must for the growth of

practice, the current discussions on entry and advancements in the nursing profession, and the

U.S. Surgeon General's Consultant Group on Nursing identified a nationwide nursing shortage. This
led to the Comprehensive Nurse Training Act of 1964 that created nurse education and training
programs and also supplied grant funds for student loans, nursing school, and education grants
(Smith, 2009). A year later the Comprehensive Nurse Training Act led to the American Nurses
Association Committee on Education to look at nursing education, practice, scope, and
responsibilities. While looking into nursing education, concerns were raised about hospital–based
diploma programs and the increasing complexity of healthcare. As a result, the American Nurses

2008. He was the first black man to be elected to office. Due to the Civil Rights Movement and
abolishment of slavery, African Americans gained many new freedoms and possibilities. African
Americans gained the right to vote, the right to get a quality education, and they were seen as equals
to the whites. This all eventually lead to the election of Barack Obama.
In 1863, President Lincoln signed the Emancipation Proclamation, which abolished slavery in most
states and in 1965, the Voting Rights Act was passed. Is was not until the signing of the 13th
amendment that slavery was officially abolished in all fifty states.This allowed African Americans
to be free. They could now work for pay and own their own house without the fear and threat of
slavery. In 1965, Dr. Martin Luther King Jr. had an intense meeting, where the contents of the
Voting Rights Act was being discussed and finalized. Dr. Martin Luther King Jr. went back to
