PRESENTATION   SMALL CLASS TEACHING(SCT) SCT Content and formation 1. From 2009 afterward, allow school to join the scheme of SCT voluntarily. 2. Allow 20 students in a class started from Primary 1. 3. For Primary School with high concentration of disadvantaged students in 08/09 and thereafter. 4. Form 1  38  > 36 students per class (2009) 36  > 34 students per class (2010)
1. Figures show a rapid drop of  child for the last 20 years. 2. Future estimation of the birth  rate. 3. Other factors affecting the  birth rate. Birth Rate drop rapidly

SCT Vs Workload/Pressure of Teacher 1.  Time Consuming -Training and Development Course -Prepare New Teaching Materials 2. Workload -Teaching + Administrative Work 3. Pressure -Inconsistent and Various Education Policies   -Adopt new teaching approach
Relationship between workload of teacher and teaching effectiveness 1. Care of students' individual learning differences in lesson. through adequate interaction. 2. Release working pressure inside and outside classroom.

Recommendations
Right way to implement SCT policy in Hong Kong  1.Pilot run for the last 3  years and get valuable experience. 2. Fluctuation of populations, a strong and flexible policy to education 3. Financial support from  government , i.e. Education  resources are available in the  coming 6 years.
Alternative Measures rather than Small Class Teaching (SCT)  1. Award outstanding teachers and encourage experience sharing. 2. Encourage teachers to further education. E.g. Study Leave 3. Proper training and equipping of teachers are most critical. 4. Use IT properly to improve learning initiative and efficiency
