Background
 Scientific and technological evolution is growing
  rapidly which is a base for development of knowledge
  economy.
 ICT are applied widely in all socio-economic sectors,
  especially in education. E-learning, distance education
  have became an age strength to create open-education,
  non-gaps and meet the training needs of learners.
Background
 Vietnam has grown rapidly in the last 20 years but the
 economy is still in the level of lower developing
 countries. Indicators showed on infrastructure,
 education, and human development index are ranged
 in 1/3 of   the lowest group in the world.
 Vietnam has commitments on economic integration
 but the state system and education still have more
 disparities in comparison with other countries in the
 world.
Background
 Thailand suffered greatly in the Asian crash of 1997.
  Now the nation has witnessed dramatic educational
  reforms.
 A key to Thailand's educational initiatives is providing
  access to information to the poor in the country's 77
  provinces.
 The sweeping changes mandated by the nation's
  Educational Reform Act of 1999 are just now coming
  into action.
Problem statement

1.   Develop policies to promote the using of ICT in schools.
2.   Develop programs and materials to teaching.
3.   Selection and introduction of teaching software.
4.   Training teacher to have ICT skills.
5.   Training renovation methods of teaching and learning to
     teacher.
6.   Develop multimedia classrooms.
7.   Provide complete teaching equipment.
8.   Encourage teacher to express their opinion to the
     committee.

 Look for partnership in private sector field. Here are
  some model companies :
   Thaicom This company’s social contribution theme is always
    linked with “education”. It aims to contribute to society by
    helping to further the development of education.
   Intel is helping to transform the lives of millions through
    education. They’ve been working with countries,
    communities, and schools worldwide to bring the resources
    and solutions needed for advancing education for over a
    decade.
   Chevron is providing support by a scholarship and forming
    an academic cooperation with institution.
How to influence
government sector?
 Look for partnership in academic. The following
 network of research institutions shall assist in provide
 information about ICT and other facts:
   “Thailand’s National Research University”, a scheme
    of seven Thai universities that appeared in the Top 500
    of the Times Higher Education-QS World University
    Rankings in 2008 have qualified to become national
    research universities, approved by cabinet and the
    Ministry of Education. Chosen universities will be
    independent to develop research fields in which they're
    expert.
How to influence
government sector?
 Look for partnership in school. Also, there are some
 schools that has signed MOU with top Thai university.
 We shall negotiate a collaboration with schools in that
 area, or where there are ready, has a vision, and open-
 mind characteristic.

Objectives

     shall provide support to schools in rural areas for free.

Conclusion
 Needs of economic development in the future require
  human resources not only in quantity but also in high
  quality.
 Creating more educational opportunities will reduce
  the difference between the knowledge levels of the
  population.
 ICT in education shall creates chances for life long
  learning and builds a knowledge based society, which
  will enhance the nation’s competitive capabilities.
Conclusion
 Through research shows that, the synchronous
  solutions for ICT applications in schools is essential to
  generate innovation in teaching and learning. Thereby
  improving the quality and efficiency in teaching and
  learning
 It requires the collaborative research, learning
  experiences between countries on ICT application in
  education.
Recommendations
 With APEC: Continue to organize courses on e-
  learning and regularly update the results.
 Each country needs to understand the role of ICT in
  education to take the appropriate investment of
  budget and legal framework.
 Forging a collaborative exchange of information
  between countries on research and application of ICT
  in education.

They’ve been working with countries, communities, and schools worldwide to bring the resources and solutions needed for advancing education for over a decade.  Chevron is providing support by a scholarship and forming an academic cooperation with institution.
  • 12. How to influence government sector?  Look for partnership in academic. The following network of research institutions shall assist in provide information about ICT and other facts:  “Thailand’s National Research University”, a scheme of seven Thai universities that appeared in the Top 500 of the Times Higher Education-QS World University Rankings in 2008 have qualified to become national research universities, approved by cabinet and the Ministry of Education. Chosen universities will be independent to develop research fields in which they're expert.
