SUBJECT: A Resolution approving the renewal of an Interlocal Agreement between
the City of Alamo Heights and Alamo Heights Independent School
District for a School Resource Officer Program
DATE: April 11, 2022
SUMMARY
Staff requests consideration of a Resolution approving the renewal of an Interlocal
Agreement between the City of Alamo Heights (City) and the Alamo Heights
Independent School District (AHISD) for a School Resource Officer (SRO) Program and
authorizing the City Manager and Police Chief to execute the Agreement.
BACKGROUND INFORMATION
The City and AHISD entered into an Interlocal Agreement for a new SRO Program
authorized by the passage of Resolution 2018R-107 on September 24, 2018.
Staff has worked with AHISD executive staff to discuss the provisions of the Agreement
and changes agreed upon by both parties. Noteworthy changes include the following:
• The term of the Agreement shall commence on the date authorized representatives
for the parties sign the Agreement and shall continue in full force and effect until
June 30, 2025, unless terminated earlier in accordance with the provisions of this
Agreement;
• Agreement automatically renews under the same terms and conditions for a
period of ninety (90) days if necessary;
• SRO Supervisory authority changed from “Administrative Lieutenant” to “SRO
Supervisor”;
• Jurisdiction is amended to no longer restrict SRO duties to school campuses
within the City.
The proposed Agreement would provide jurisdiction of the Agreement to campuses and
areas within or in the vicinity of Alamo Heights High School, Cambridge Elementary
school, and the geographical boundaries of the District, and other campuses in
furtherance of District needs, such as, but not limited to, home visits or investigations
into school-related incidents that may occur away from a campus.
The AHISD Board of Trustees approved the proposed Interlocal Agreement at their
meeting on March 24, 2022. If approved by the Alamo Heights City Council, the
agreement will become effective on the date signed by the authorized representatives and
shall continue in effect until June 30, 2025, unless terminated earlier in accordance with
the provisions of the Agreement.
FISCAL IMPACT
The SRO Interlocal Agreement is structured to share the cost of one police officer
position to serve as an SRO. The cost of the SRO’s salary and benefits will be shared by
the AHISD (75%) and City (25%). This percentage split represents the amount of time
the SRO would be stationed at the high school campus verses the amount of time the
SRO would be available to City for patrol service during school holidays and the summer
break.
The FY21-22 base salary and benefits cost for the SRO is $87,828. Applying the
proposed shared percentage rates would cost the AHISD $65,871 and the City’s cost
would be $21,957. The SRO Interlocal Agreement is structured to allow for annual salary
increases and other salary adjustments made for longevity, proficiency certification or
higher education achievement.
Equipment needed by the SRO is currently in inventory so there are no extended costs
anticipated.
All financial obligations to the shared cost of the SRO Program will be funded by the
respective revenues of AHISD and the City.
POLICY
Pursuant to the Interlocal Cooperation Contracts, Chapter 791, Texas Government Code,
the City of Alamo Heights, a Texas home-rule municipality, and the Alamo Heights
Independent School District, an independent school district located in the City of Alamo
Heights, may jointly exercise the power to provide governmental services for public
health, safety and general welfare.
COORDINATION
Staff worked closely with Dr. Frank Alfaro, Assistant Superintendent for Administrative
Services, in the development of the Interlocal Agreement.
City Manager Buddy Kuhn and City Attorney Frank Garza have reviewed the final
Interlocal Agreement document.

A RESOLUTION APPROVING THE RENEWAL OF AN INTERLOCAL
AGREEMENT BETWEEN THE CITY OF ALAMO HEIGHTS AND THE
ALAMO HEIGHTS INDEPENDENT SCHOOL DISTRICT FOR A
SCHOOL RESOURCE OFFICER PROGRAM AND AUTHORIZING THE
CITY MANAGER AND POLICE CHIEF TO EXECUTE THE
AGREEMENT
WHEREAS, the City of Alamo Heights (“City”) and the Alamo Heights Independent
School District (“AHISD”) share a mutual goal of ensuring a learning environment in the public
schools that is free from fear of crime, violence, and victimization; and
WHEREAS, the City Council has determined that it would be in the public interest to
continue to sponsor a School Resource Officer Program (“SRO Program”) to provide school
security services for the purpose of creating a safe educational environment for the AHISD schools
within in the City; and
WHEREAS, the City and the AHISD entered into an Interlocal Agreement commencing
in October 2018, and the City and the AHISD now wish to renew the Interlocal until June 2024.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF ALAMO HEIGHTS, TEXAS that the proposed Interlocal Agreement Between the AHISD
and the City for the renewal of the SRO Program for AHISD schools located within the
geographical boundaries of the City is hereby approved and the City Manager and Police Chief
are authorized to execute all documents necessary or appropriate to effect the SRO Program.

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALAMO HEIGHTS, TEXAS that the proposed Interlocal Agreement Between the AHISD and the City for the renewal of the SRO Program for AHISD schools located within the geographical boundaries of the City is hereby approved and the City Manager and Police Chief are authorized to execute all documents necessary or appropriate to effect the SRO Program.
