2. PARKING REQUEST
Consider a request of Richard McCaleb,
applicant, representing Cambridge Shopping
Center, LTD, owner, to reserve for private use,
multiple parking spaces located in public rights-
of-way along Circle Street and Fenimore Ave.
3. SUMMARY
The applicant is seeking an agreement
to reserve for private use, multiple
parking spaces located in public rights-
of-way along Circle Street and Fenimore
Ave.

BACKGROUND
Council approved Ordinance No. 2099 on
March 26, 2018
Allows businesses to request parking
spaces, located in public rights-of-ways, be
reserved for the private use of the
businesses.

POLICY ANALYSIS
Requesting 39 recently constructed spaces
along Circle Street and Fenimore Ave. be
reserved for the private use of the facilities
located at 5800 Broadway (Cambridge
Shopping Center).

14 spaces along Circle St. and 16 Spaces
along Fenimore Ave. (South of Paloma
Parking Entrance) were installed & required
as part of the approved SUP for 5500
Broadway for fire access.
9 spaces (behind Paloma Blanca) were
provided by the land owner, at their own
expense and not part of the SUP.

POLICY ANALYSIS
Council can place conditions on any request for
parking spaces (Ord. # 2099)
Signs: The City’s sign ordinance does not
require permits for informational/directional
signage as long as the sign is less than 1 square
foot.

POLICY ANALYSIS
Staff recommends putting a limit, as a
condition of approval, on the number of
“No Parking”, “Reserved” or other similar
signs that may be installed for the spaces.

Staff recommends 1 sign in each group of
parking spaces (Circle, Upper Fenimore,
Lower Fenimore).
Or to allow “Reserved”, “Paloma Parking”,
“Cambridge Shopping” or similar language
be painted on the parking space (asphalt).

Staff also recommends ARB review any
proposed language or signage for the
parking spaces as long as it meets the limits
set out by Council regarding size or number
of signs.

Conditions:
That the spaces be maintained and the
use privately enforced by the land owner.
That the pedestrian lights being installed
have their power come from the shopping
center.

Conditions:
All costs associated with the power and
maintenance of the lights be the
responsibility of the applicant.
This will allow power to the lights without
having to install another utility pole along
Circle or Fenimore.

Conditions:
Signs be regulated by Council in regards
to number and be approved by ARB in
regards to look, placement, and other
pertinent info.
That the applicant indemnify the City.
