PACE & SEED Programs
Property-Assessed Clean Energy, or PACE, financing allows for companies to finance solar panels or other energy-efficient heating and cooling upgrades through a loan paid through their property taxes.
Baltimore Gas & Electric’s (BGE) SEED Program, a financial incentive, allows qualifying businesses to invest more of their resources back into their own operations by reducing BGE charges for service extensions and temporarily decreasing energy distribution charges. BGE’s SEED Program offers eligible commercial customers:
A 25% reduction on electric and natural gas distribution and demand charges
A 75% discount on service extension costs (for businesses that are located in a Maryland enterprise zone).
Revitalization Area Improvement Loan
Target client: business in revitalization areas along Route 40 corridor
Amount: up to $50,000
Term: 3-5 years
Interest: 1.5% (unless using Harford County companies/contractors, then 0%)
Usage examples: signage, accessibility improvements, renovations, updated parking or lighting fixtures
Tech Attraction Fund
Target client: any growing tech or tech catalyst company currently residing outside of Harford County
Amount: up to $50,000
Term: up to 5 years
Interest: 0%
Must commit to staying in Harford County for at least 3 years
Traditional Opportunity Fund Loan
Target client: experienced business in good standing with state but traditional bank financing is not available
Amount: up to $200,000
Term: up to 20 years or purchase/renovation, 5-7 years for equipment/machinery
Interest: Risk-based
Usage examples: property acquisition, equipment purchase, new construction or renovation
