PROFILE AND ACCOMPLISHMENTS
Long-term, wide-ranging experience in leading large and complex technical teams responsible for multiple facets of life
cycle strategic performance based logistics (PBL) strategy development, planning, management, and support; and, in
leading top-level joint AF customer and contractor reviews for supplier transition and risk management; developing and
managing to performance metrics and key performance indicators, systems engineering, technical process and program
media development, reliability and maintainability, manufacturing tooling, special test equipment requirements, and aircraft
maintenance operations.
Co-led an enterprise team in an initiative to develop IT requirements and evaluate end-to-en fleet management, retail to
wholesale (flightline to OEM/USG Depot repair) commercial-off-the-shelf software systems for a possible enterprise
solution across all company programs. Developed and validated almost 400 discrete requirements, created demonstration
and scoring criteria, evaluated each company’s product for a final down-selection and then drafted the RFP for submittal.
Spearheaded a highly successful multi-company effort identifying and transferring all elements of production
manufacturing, sustainment, and product development to support the F-22 Program’s Sustainment and Modernization
contracts for the Life Cycle of the program. This involved planning and risk mitigation impacted by over 1000+ major
suppliers/vendors, and over 60,000 manufacturing tools/assets, critical skills, and facilities at 5 different sites.
Developed the strategy, and established the first All Sites Sustainment Executive Level Supportability Summit for LM
Aeronautics, for identifying existing site component manufacturing and repair capabilities, and establishing new
manufacturing centers of excellence for all Lockheed Martin (LM) Aeronautics’ (Aero) sites.
Hands-on experience in defense and commercial aircraft programs providing Air Force senior level maintenance and
logistics support around the world, including working with foreign nation’s armed forces and local civilian leaders in
establishing areas of support for the bed-down of various aircraft at foreign locations.

Senior Program Manager, Global Product Support
Responsible to the Program’s Executive Team and General Manager. Successfully led a large enterprise team
developing role-based data usage models for a 350 plus multi-industry and USG performance based logistics (PBL)
product support organization; then translated the results into discrete infrastructure equipment requirements; and, legal
information disclosure agreements needed for global product support integration. A significant result of this effort was the
delivery of a comprehensive and executable plan to transition from transactional based fleet management support to a
Performance Based Logistics approach for a potential $3B P&L sustainment contract; and, layed the foundation for the
company’s enterprise Sustainment organization to developa standardized strategy and set of processes for all programs.

Project Manager, LM IFG F-22 Life Cycle Execution
Project Lead over a team responsible for the planning and processes for oversight and control of Government Furnished
Property assigned for spares, repairs and depot support in a $900M annual P&L sustainment program. Led SIA events at
three sites, identifying and correcting process deficiencies that ensured compliance with the Disclosure Statement, and
that GFP inspections, repairs, routine maintenance, and replacements, were executed with correct funding between the
Program Office, Depots, Suppliers, Sierra Army Depot and Prime Contractors. Developed and facilitated the company’s
first Executive Level Supply Supportability Summit re-placing site core manufacturing capabilities across the enterprise.

Program Manager, F-22 Program Post-Production Support & Sustainment Production Shutdown Planning
Led program industry teams to develop and deliver a Post Production Support Plan to ensure the identification and
smooth transition of each companies logistics elements such as supply chain management, depot maintenance, security,
technical data packages, across seven primary sites and all supplier locations; and, assured the identification and of over
$181M in manufacturing tooling and special test equipment, plus neccessary facilities, personnel skill sets, and internal
and supplier support for all spares and repairs, were maintained for the sustainment life cycle of the F-22 after production
completed.
Manager, F-22A Sustainment Systems Engineering Integration IPT 2001-2012
Responsible for Cost Account Management using Earned Value Management System for numerous budget accounts
totaling annual contracts worth $750M to $900M.
Manager of teams of systems engineers at multiple sites, andoversight of industry teammates, engaged in integration
and analysis support for all other Program IPTs.
Responsibility for Sustainment Change Management, Unique Identification (UID) implementation, risk management, IMS,
EVMS, development of program-related software, all system requirements development, verification tracking, contracts
and CDRL delivery tracking.
Responsible for F-22 Sustainment Contract Award Fee Program, the Contractor Performance and Reporting System,
sustainment CMMI compliance, staffing plan reporting, management of sustainment metrics and the integration of aircraft
weapons systems component operations, and INAR facilitation and support.
Responsible for team integration support for the contract, IBR through CDR; facilitated weekly meetings and quarterly
joint sustainment systems engineering reviews between teams from Boeing and the U.S. Air Force.
PRIOR BACKGROUND
Prior to 2001, was employed by Vought Aircraft Industries, Inc. in several capacities:
Logistics Group Lead, Reliability, Maintainability & System Safety (RM&S) Leader for Commercial and Military
Programs, Gulfstream V RMS support, MSG-3 analysis, and growth planning for new and existing programs, identifying
all essential project resources and personnel, executing logistics operations and Gulfstream V, Wing Program
engineering support as Failure Reporting and Corrective Action System (FRACAS) Manager, planned system integration,
maintenance verification, design changes, and database management. Single representative for responding to all
requests for proposals for all logistics disciplines for new business; CADAM and CATIA trained and training facilitator for
both.
C-17 Chief Engineer’s Logistics Engineering Representative serving as Point-of-Contact and reporting to Program
Chief Engineer on Logistics Engineering concerns such as LSA, R&M, spares provisioning, support equipment and
CADCAM technology for C-17 manufacturing.
Manufacturing Engineering, Maintainability Engineering & Spares Provisioner for B-2 Program analyzing logistical
support, engineering parts lists and design changes, maintaining spares provisioning submissions, investigating B -2
structure and systems, worked Manufacturing Engineering on production floor; eliminated eight-month backlog.
