Introduction
MEASK OIL QATAR: Maersk Oil entered into an
Exploration and Production Sharing Agreement
(EPSA) with Qatar Petroleum (QP) in 1992. The EPSA( ) Q (Q )
included an oil-bearing reservoir – the Al Shaheen
field . MOQ now producing over one third of Qatar’s
daily oil production, some 300,000 barrels per day.
MOQ is in the process of installing new generators
and equipment on their AS.AD platform. MOQ decided
to extend its cellar deck and assigned ‘TECHNOMAK’g
to carry out the installation engineering and
installation of deck extension platform.
Scope of work: Engineeringp g g
• Feasibility study of the installation vessel. The installation was critical in terms of boom height / lifting

radius limitation and deck space availability. 
• Technomak proposed to redesign the rigging to achieve required boom height for stab‐in

• Technomak carried out a detailed engineering study and a procedure was developed with proper 
control measures.
• Crane lift chart and sequential drawings were generated

• A Task Risk Assessment (TRA) was carried out for the installation as per MOQ requirements.
• Technomak hired a specialized third‐party consultant to chair the TRA workshop which was carried

Technomak hired a specialized third party consultant to chair the TRA workshop , which was carried 
out in the MOQ office. This workshop turned out to be of great value addition Technomak has given 
to this project and the procedure and TRA report got finalized on the same day.
Scope of Work : Actual Installation
•Technomak witnessed the platform trial lift at NKOM shipyard and carried out the inspection of 
rigging and noted the tilt during lifting

•Technomak then carried out a check by generating 3‐D drawings and determined that the tilt 
was a positive factor to facilitate the installation 
Supervision of load‐
out
•The load‐out was carried out under the supervision of Technomak rigging supervisor and lifting 
superintendent.
•All the riggings required for the offshore lift was inspected and loaded onto the vessel
• A simulation of the final installation was carried out offshore, outside the field boundaries. The coordination 
between  crane operator, rigging team,  rigging superintendent and vessel captain was ensured and pre‐ and 
post‐tool box talks (TBT’s) were carried out to ensure that the team was well aware of the procedure and safety

• Vessel carried out a DP test near AS.AD platform for 15 minutes.
• A meeting was conducted  on  the AS.AD platform with supervisors , construction superintendents and other 
department heads . The final installation plan , time requirement , required work permits, weather window etc 
were discussed and agreed upon.

•Always expect the unexpected
•Site surveys have to be carried out prior to any offshore installation any constraints shall be noted.
General

•A Filed layout showing subsea assets shall be studied and hazards identified.
•The Marine control procedure shall be referred to in order to understand the field restriction for the vessel approach or 
any other activity.
•The location and procedure for emergency load‐drop shall be identified.
•Identify the competent people and required a professional approach towards the client requirements.
•Detailed contract review enabled us to get a hike of 2.7% of contract value and mitigated the risk of project execution by General limiting the liability to the contract value.

Crane
•Crane be inspected for the following: Valid test certificate, emergency lowering mechanism, emergency lowering in case 
of power failure, boom creeping* , crane limitation in parallel operation [boom slew, boom up or down, hook up or 
down ] , slewing speed, efficiency  and performance of brakes etc.
•The crane hook shall be inspected to make sure that the rigging is suitable.
•Extra attention shall be given for the control over the load movement  in case of single pulley‐crane. Sudden jerks shall 
be expected  during step‐by‐step load lowering
•Hydraulic quick‐release shackles shall be used if the crane hook is determined to be unsafe to access.

•Crane operator capability needs to be assessed and  the recent record for heavy lifts shall be checked.
*boom creeping is a phenomena which is quite common in electro‐hydraulic cranes where the boom 
will suddenly fall corresponding to a sudden pressure release in the hydraulic ram
Lesson learnt
•Never tie the tagline anywhere during installation
Safety
•Never tie the tagline anywhere during installation
•Never wrap the tagline on hand or body
•Never stand on top of tagline
•The length of the tagline shall be estimated and shall not extended by  adding another line  utilizing a knot
•The tagline shall be controlled in such a way that  the pull shall be always away from the sea
•Post‐ and pre‐tool box talks shall be conducted.
•The communication mode shall be explained to all the team membersSafety •The communication mode shall be explained to all the team members
•The  common words used in the communication shall be discussed [eg: slew, hold, slack etc]  in the TBT
•All teams working near platform require Parrot mask and H2S gas detectors.
•No loose items shall be kept on the load and no  personnel movement shall be allowed under the hanging load
•The responsibility shall be given to all  the rigging team  members and all of them should have the right to stop the work any time
•Load or unload the crane gradually. The preliminary movement of the load shall be closely monitored to make sure that the crane 
hook is exactly on top of  the cog. 
•Taglines shall be used only to swing the load generally and  the rest of the movements shall be controlled with the crane.
•The hanging load on a floating crane always achieves a simple harmonic motion depending on the sea state and the period of the 
movement in seconds can be determined. The final stabbing command  (or  command to pull the tag line ) shall be given

Installation
considering the natural movement of the hanging load. Always be calm and think before  any action.
•Once  start stabbing in , minor catch , if any, shall be neglected  and the lowering continued.
•Depending on the superintendent’s  discretion, transferring the load to the final stabbing point by listing the vessel can be 
achieved by ballast transfer.
•The sudden release of the crane load will result  in vessel movement to the opposite side. Therefore , gradual load transfer with 
parallel  ballast shall be considered.

MOQ Platform installation_Lesson learnt_Rev B

  • 3. Introduction MEASK OIL QATAR: Maersk Oil entered into an Exploration and Production Sharing Agreement (EPSA) with Qatar Petroleum (QP) in 1992. The EPSA( ) Q (Q ) included an oil-bearing reservoir – the Al Shaheen field . MOQ now producing over one third of Qatar’s daily oil production, some 300,000 barrels per day. MOQ is in the process of installing new generators and equipment on their AS.AD platform. MOQ decided to extend its cellar deck and assigned ‘TECHNOMAK’g to carry out the installation engineering and installation of deck extension platform.
  • 4. Scope of work: Engineeringp g g • Feasibility study of the installation vessel. The installation was critical in terms of boom height / lifting  Feasibility  Study radius limitation and deck space availability.  • Technomak proposed to redesign the rigging to achieve required boom height for stab‐in Installation  Engineering • Technomak carried out a detailed engineering study and a procedure was developed with proper  control measures. • Crane lift chart and sequential drawings were generated Engineering • A Task Risk Assessment (TRA) was carried out for the installation as per MOQ requirements. • Technomak hired a specialized third‐party consultant to chair the TRA workshop which was carried TRA Technomak hired a specialized third party consultant to chair the TRA workshop , which was carried  out in the MOQ office. This workshop turned out to be of great value addition Technomak has given  to this project and the procedure and TRA report got finalized on the same day.

Scope of Work : Actual Installation •Technomak witnessed the platform trial lift at NKOM shipyard and carried out the inspection of  rigging and noted the tilt during lifting Trial Lift onshore rigging and noted the tilt during lifting  •Technomak then carried out a check by generating 3‐D drawings and determined that the tilt  was a positive factor to facilitate the installation  Supervision of load‐ out •The load‐out was carried out under the supervision of Technomak rigging supervisor and lifting  superintendent. •All the riggings required for the offshore lift was inspected and loaded onto the vessel • A simulation of the final installation was carried out offshore, outside the field boundaries. The coordination  between  crane operator, rigging team,  rigging superintendent and vessel captain was ensured and pre‐ and  post‐tool box talks (TBT’s) were carried out to ensure that the team was well aware of the procedure and safety  rules and consideration Time requirement for each step of the lifting was noted Off‐shore trial lift,  DP test and final  installation rules and consideration. Time requirement for each step  of the lifting  was noted. • Vessel carried out a DP test near AS.AD platform for 15 minutes. • A meeting was conducted  on  the AS.AD platform with supervisors , construction superintendents and other  department heads . The final installation plan , time requirement , required work permits, weather window etc  were discussed and agreed upon. • Final installation carried out  in a  safe and controlled manner within the  stipulated  time framep

  • 22. Lesson learnt •Always expect the unexpected •Site surveys have to be carried out prior to any offshore installation any constraints shall be noted. General y p y y •A Filed layout showing subsea assets shall be studied and hazards identified. •The Marine control procedure shall be referred to in order to understand the field restriction for the vessel approach or  any other activity. •The location and procedure for emergency load‐drop shall be identified. •Identify the competent people and required a professional approach towards the client requirements. •Detailed contract review enabled us to get a hike of 2.7% of contract value and mitigated the risk of project execution by General limiting the liability to the contract value. b d f h f ll l d f l h l Crane •Crane be inspected for the following: Valid test certificate, emergency lowering mechanism, emergency lowering in case  of power failure, boom creeping* , crane limitation in parallel operation [boom slew, boom up or down, hook up or  down ] , slewing speed, efficiency  and performance of brakes etc. •The crane hook shall be inspected to make sure that the rigging is suitable. •Extra attention shall be given for the control over the load movement  in case of single pulley‐crane. Sudden jerks shall  be expected  during step‐by‐step load lowering •Hydraulic quick‐release shackles shall be used if the crane hook is determined to be unsafe to access. Crane Hydraulic quick release shackles  shall be used if the crane hook is determined to be unsafe to access. •Crane operator capability needs to be assessed and  the recent record for heavy lifts shall be checked. *boom creeping is a phenomena which is quite common in electro‐hydraulic cranes where the boom  will suddenly fall corresponding to a sudden pressure release in the hydraulic ram

Lesson learnt •Never tie the tagline anywhere during installation Safety •Never tie the tagline anywhere during installation •Never wrap the tagline on hand or body •Never stand on top of tagline •The length of the tagline shall be estimated and shall not extended by  adding another line  utilizing a knot •The tagline shall be controlled in such a way that  the pull shall be always away from the sea •Post‐ and pre‐tool box talks shall be conducted. •The communication mode shall be explained to all the team membersSafety •The communication mode shall be explained to all the team members •The  common words used in the communication shall be discussed [eg: slew, hold, slack etc]  in the TBT •All teams working near platform require Parrot mask and H2S gas detectors. •No loose items shall be kept on the load and no  personnel movement shall be allowed under the hanging load •The responsibility shall be given to all  the rigging team  members and all of them should have the right to stop the work any time •Load or unload the crane gradually. The preliminary movement of the load shall be closely monitored to make sure that the crane  hook is exactly on top of  the cog.  •Taglines shall be used only to swing the load generally and  the rest of the movements shall be controlled with the crane. •The hanging load on a floating crane always achieves a simple harmonic motion depending on the sea state and the period of the  movement in seconds can be determined. The final stabbing command  (or  command to pull the tag line ) shall be given  id i th t l t f th h i l d Al b l d thi k b f ti Installation considering the natural movement of the hanging load. Always be calm and think before  any action. •Once  start stabbing in , minor catch , if any, shall be neglected  and the lowering continued. •Depending on the superintendent’s  discretion, transferring the load to the final stabbing point by listing the vessel can be  achieved by ballast transfer. •The sudden release of the crane load will result  in vessel movement to the opposite side. Therefore , gradual load transfer with  parallel  ballast shall be considered.
